MINUTES OF THE MEETING OF THE

STOKE POGES PARISH COUNCIL HELD ON

MONDAY 8 JUNE 2015 AT 7.30 P.M. IN

THE LIONEL RIGBY ROOM AT

THE VILLAGE CENTRE, ROGERS LANE,

STOKE POGES.

Present:-  Cllr Bagge (Chair), Cllr Carter, Cllr Cox, Cllr Fox, Cllr Hoskins & Cllr Taylor.

In Attendance:- Mrs J Simmonds (Clerk)

Also present:- Cllr Egleton and three members of public.

MINUTES

024/PC/15 – Police

RECEIVED a written report from the police, which was tabled.

025/PC/15 – Public Session Time (7.30 pm-7.45 pm)

The meeting is open to the public and press and fifteen minutes will be reserved, if required, for public comment.

Two members of public updated councillors on their parking issues in Vine Road, to be discussed under item 043.

026/PC/15 – Apologies for Absence

APOLOGIES were received from The Police, Cllr Crocker, Cllr Finan, Cllr Huntley & Cllr Lynch.

027/PC/15 – Declarations of interest

Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012.  If that interest is a disclosable pecuniary interest as defined in the Code; the member should withdraw from the meeting for that item.

028/PC/15 – Minutes

RESOLVED To approve the minutes of the Council meeting held on 11 May 15 which were signed by the Chairman.

029/PC/15 – County Councillor’s Report

Councillor Egleton had nothing major to report from County.

030/PC/15 – District Councillor’s Report

Cllr Bagge reported that all cabinet members had now been appointed.  Two informal cabinet meetings had taken place so far, and the PAGS are just about to get going. 

The local plan is being consulted upon at present.

031/PC/15 – Chairman’s Update from last meeting.

Cllr Bagge had circulated notes of items to take forward to the LAF and the council all agreed that he should take them forward for discussion at the next meeting.

SBDC have asked to hold the yearly Games in the Parkon 17/18 August at Bells Hill, all agreed that this should go ahead.

Cllr Bagge tabled a request from Veolia regarding a consultation being taken by HMRC on the future on Landfill Community Funds.  All agreed that we should write in favour of it continuing by the deadline 10 June.

032/PC/15 – Khalsa School

Cllr Carter reported that a letter from the Secretary of State had been received with a deadline for response being 10 June.  Clerk to respond on 9 June.

033/PC/15 – Working Group for Community Pavilion Design Project

The pavilion is now completed and has been handed over from the builders to the Parish Council.  It will run for six months to see if all ok before releasing the retention.

Discussed fencing off the Pavilion, Cllr Hoskins proposed that the pavilion should be fenced off, this was seconded by Cllr Carter.  RESOLVED not to fence off by a vote showing two for, three against and one abstention.  Agreed to monitor and bring back if necessary at any time.

Discussed and Decided to have an official opening for Pavilion on either 4 or 5 July at 4pm depending on when the scouts can help with the barbeque etc.

NOTED that the scouts group have secured a grant from the Mobbs Memorial Trust to kit out the pavilion with equipment for all to use.

034/PC/15 – Sefton Close Parking/Hollybush Hill Parking/Vine Road

Sefton Close residents are very happy with the bund.  No need to defer any longer.

Parking has started happening again up on the grass area at the end of Hollybush Hill – police to be informed.

035/PC/15 – MVAS Rota

Update given from Cllr Taylor, four confirmed helpers which is not enough, ideas given to Cllr Taylor of others to ask and Cllr Bagge will publicise again in the next SPN.  Defer to July for further update.

036/PC/15 – Flooding/Bells Hill Recreation Ground

Report to be sent to the clerk this week from the Surveyor on possible ways forward, clerk to get quotes and bring all back to July meeting for decision.

037/PC/15 – WW1 Memorial

Update from Councillor Carter, defer to September meeting.

038/PC/15 – Litter Picking Day

Clerk to start arrangements for a day to clear litter, bring back to July meeting.

039/PC/15 – Website

Cllr Bagge has updated and changed the website which has a new look.  Links to offsite hosting of downloads have been set up and the charities now have online forms.  The security plug-in needs upgrading to the professional version which was agreed by all for Cllr Bagge to go ahead and order.

040/PC/15 – Allotment Inspection for Prize Winner at Horticultural Show.

RESOLVED to decide, all in favour to ask Cllr Crocker to consider attending the inspection with the Horticultural Society member to choose the winners.

041/PC/15 – Chiltern & South Bucks Joint Strategic Partnership

RESOLVED to agree, all in favour to ask Cllr Lynch to consider being the representative for this committee.

042/PC/15 – Bench/Tubwell

NOTED that the donated bench opposite Tubwell Stores rotted away and has been removed.  The resident who donated the bench has passed away and made provision for the bench to be replaced.  The solicitor and the clerk have ordered a like for like replacement bench, and the solicitor has paid all costs to the Parish Council.

043/PC/15 – Vine Road Parking Issues

Cllr Bagge proposed that the council holds a consultation meeting for residents of homes between number 2 and 50 on both sides of the road to help identify the parking requirements and options to try to accommodate the needs of those residents, this was seconded by Cllr Carter.  RESOLVED to agree, all in favour.

(5) NOTED Fighting Fund report – No change.

(6) NOTED that the Accounts for year ended 31 March 2015 were approved and signed by the Chairman of Finance and the Clerk/RFO at the Finance meeting on 1 June 2015, Minute Number 006/F/15 (1).

048/PC/15 – Exclusion of the Press & Public

Public Bodies (Admission to Meetings) Act 1960

RESOLVED to exclude the press and public from the following business because publicity would prejudice the public interest by reason of the confidential nature of the business.

049/PC/15  – Bells Hill Green

Cllr Fox proposed to accept the updated lease agreement from the solicitor and to send to SBDC for approval, this was seconded by Cllr Taylor.  RESOLVED to agree, all in favour.

050/PC/15 – Pavilion

Cllr Fox proposed to accept the updated lease agreement from the solicitor and to send to all end users of the pavilion to be signed before using the pavilion, this was seconded by Cllr Hoskins, RESOLVED to agree, all in favour.

051/PC/15 – Clerk Contract/Hours

RATIFIED & NOTED decision made at Finance 1 June 2015.
