Minutes of Recreation and Environment Committee meeting – Monday 22 June 2015

MINUTES OF THE MEETING OF THE RECREATION AND ENVIRONMENT COMMITTEE OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 22 JUNE 2015 AT 7.30 P.M.

IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE,

MINUTES

001/F/15 To Elect a Chairman for R & E for the coming year 15/16.

Cllr Bagge proposed that Cllr Carter be Chairman, this was seconded by Cllr Cox, RESOLVED to agree all in favour.

002/F/15 To Elect a Vice Chairman for R & E for the coming year 15/16.

Cllr Bagge proposed that Cllr Cox be Vice Chairman, this was seconded by Cllr Carter, RESOLVED to agree all in favour.

003/RE/15 Items by Members of Public Present 7.30pm-7.45pm

The meeting is open to the public and press and the first 15 minutes will be reserved, if

required, for public comment.

004/RE/15 Apologies for absence.

APOLOGIES were received from Cllr Crocker & Cllr Lynch

005/RE/15 Declarations of interest

Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012.  If that interest is a prejudicial interest as defined in the Code; the Member should withdraw from the meeting for that item.

006/RE/15 Minutes

RESOLVED to approve the minutes of the R&E Committee held on 23 February 2015 which were signed by the Chairman.

007/RE/15 Football Bells Hill

NOTED that Stoke Rovers and Wycombe Wanderers Ladies teams both intend on returning to the

Bells Hill facilities in August 15.

AGREED to meet with the managers of each team pre-season to explain how to upkeep the pavilion.

NOTED that the new lease will be signed before they return, the same as the uniformed groups lease

and decided rent costs for both teams and all AGREED that what was budgeted in November 14 is the

final amount for this season.

DISCUSSED work requested from the football clubs to get the pitch in shape before the new

season. It was agreed that the Parish Council have only a certain amount in the budget for 15/16 for

football maintenance and all work must fall within this budget.  Clerk to contact the contractor to

discuss prioritising the needed works.

NOTED enquiries have come in for using the Plough Lane football pitch, clerk has explained that pitch marking can be done by us but will be charged on to the teams, and that they must provide their own goal nets.  Cllr Carter proposed that we agree to let teams use the pitch however they must mark it themselves and provide their own nets.  They must also be mindful of parking in the area and any complaints about inconsiderate parking will lead to termination of the agreement.  They must remove all litter from the area after the games, and that we charge £25 per game, this was seconded by Cllr Bagge RESOLVED to agree all in favour.

008/RE/15 Nettleship Wood

AGREED by all to diarise this area for quarterly checks and to ask Cllr Fox to update the clerk on any

issues or ditch works that need to take place.

009/RE/15  Bells Hill and Plough Lane Recreation Grounds

Dog Fouling – NOTED that litter picks have doubled and will continue during the months of April through to August as agreed, no reports of dog fouling so far this spring/summer.

Flooding – Update from Cllr Carter and to discuss and decide a way forward.  Still trying to get specification for works, bring back to July full council meeting.

NOTED RoSPA inspections have been carried out and reports received.  AGREED to all works arising from the reports, and NOTED that the baby swings in Bells Hill have three years life left in them maximum and it was AGREED by all to budget for replacement in a reserve at November budget meeting for the next three years. NOTED that the timber fencing around the toddler equipment will need replacing, although RoSPA have note suggested a time line for works, this will also need to be budgeted for.

010/RE/15  Allotments

Update from Cllr Carter regarding water table issues and allotments in general.  NOTED no meeting

took place with an expert, however the situation has got better.  DISCUSSED AND DECIDED to ask

Cllr Crocker if the meeting can take place before the autumn and to update at the next meeting in

November.

Cllr Carter proposed that the clerk writes to the claimant of the invoice for unauthorised drainage

piping, thanking them for their initiative in trying to solve the issue but request that they do not carry

out works in future without Parish Council authorisation, it was agreed that we could not pay

the invoice until we have evidence that the work carried out is successful, and we won’t know this until

next winter.  This was seconded by Cllr Bagge, RESOLVED to agree all in favour.  Bring back to

November meeting.

011/RE/15 Best Kept Village

AGREED to defer to next meeting.

012/RE/15  Working Party for Xmas Lights Ceremony/Bells Hill Green

NOTED that feeder pillar and electricity supply is being organised.

AGREED to defer the cost of the feeder pillar to the full parish meeting in July, quote not ready.
