MINUTES OF THE MEETING OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 12 OCTOBER 2015 AT 7.30 P.M. IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES.
Present:- Cllr Bagge (Chairman), Cllr Crocker, Cllr Finan, Cllr Fox, Cllr Hoskins, Cllr Huntley & Cllr Lynch.

113/PC/15 – Police
There was no report or apologies from the police.
114/PC/15 – Public Session Time (7.30 pm-7.45 pm)
The meeting is open to the public and press and fifteen minutes will be reserved, if required, for public comment.

115/PC/15 – Apologies for Absence
APOLOGIES were received from Cllr Carter, Cllr Cox, Cllr Taylor and Cllr Egleton.
116/PC/15 – Declarations of interest
Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012. If that interest is a disclosable pecuniary interest as defined in the Code; the member should withdraw from the meeting for that item.

117/PC/15 – Minutes
RESOLVED to approve the minutes of the Council meeting held on 14 September 15 which were signed by the Chairman.
118/PC/15 – County Councillor’s Report
Councillor Egleton was not present.
119/PC/15 – District Councillor’s Report
Cllr Bagge reported that the Plan making progress is underway at SBDC/Chiltern. Cllr Bagge has been invited to join Bucks Health and Wellbeing board as a District Council representative.

121/PC/15 – Khalsa School
Nothing to update.
122/PC/15 –Pavilion
The pavilion is up and running with all groups using it on a weekly basis, there have been a few teething problems which was to be expected.
Cllr Bagge proposed to accept quote from Alarm Company for annual maintenance and service, seconded by Cllr Fox, RESOLVED to agree, all in favour.
123/PC/15 – Vine Road Parking Issues
Cllr Bagge asked for this to be deferred until November, all in favour.
124/PC/15 – MVAS Rota
Cllr Taylor not present, discussion took place about the rota and when it will be back in operation, clerk to speak to Cllr Taylor, deferred to November, all in favour.
125/PC/15 – Flooding/Bells Hill Recreation Ground
NOTED and RATIFIED works are going ahead which will hopefully solve the problems but there are no guarantees.
126/PC/15 – New Development Names at Stoke House
NOTED that Stoke House and Mobbs Close were accepted.
127/PC/15 – Tarmac Bells Hill Recreation Ground
NOTED information circulated by Cllr Carter quote not available in time to decide, all agreed to defer to November meeting for decision.
128/PC/15 – PC Logo
DISCUSSED recommendations brought back by Cllr Bagge from last meeting, and agreed that College of Arms route was too expensive to pursue. Cllr Huntley confirmed that the current logo was registered to the Parish Council, clerk to check, all agreed to bring back to November. Agreed to ask The Stoke Poges Society to find an alternative logo to avoid confusion of identity.
129/PC/15 – Collum Green Road/Stoke Green Traffic Data
NOTED that the officer has not had time to summarise the date and to agree to defer further discussion until November meeting.
130/PC/15 – WW1 Memorial
Agreed, all in favour to defer until November meeting.
131/PC/15 – 11/11
DISCUSSED and DECIDED on 11/11 arrangements for the service at the church and at the flag pole, all in favour to have the same format as last year.
132/PC/15 – Active Bucks
Cllr Lynch updated the council about a scheme for exercise classes in the LAF areas to encourage people to exercise more! Agreed, all in favour for Cllr Lynch to attend the sub-committee meetings and push for accessible classes for Stoke Poges residents to be made from LAF funding.
133/PC/15 – Stoke Poges Hastings Community Fund
Cllr Lynch requested a nominee from the Parish Council to become a trustee along with herself! Cllr Bagge volunteered, agreed, all in favour.
134/PC/15 – Community Carols
DISCUSSED and agreed, all in favour with a recommendation from Cllr Bagge to hold a Village Carols event on Friday 11 December 2015 from 6.30pm. Procession from St. Andrew’s behind Father Christmas and the sleigh to arrive back at St. Andrews by about 7.30pm to be followed by singing carols in the hall. Barbecue to be run by the scouts, mulled wine and hot chocolate to be served. Cllr Crocker and clerk to sort out paperwork.
135/PC/15 – Precept Setting 2015-2019 – Dispensations under the Localism Act 2011
RESOLVED to agree, all in favour that each councillor will sign a dispensation to enable them to vote of the annual setting of the council precept. Clerk to circulate.
