MINUTES OF THE MEETING OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 11 JANUARY 2016 AT 7.30 P.M. IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES.
Present:- Cllr Bagge (Chair), Cllr Carter, Cllr Cox, Cllr Crocker, Cllr Fox & Cllr Taylor.

MINUTES
190/PC/16 – Police
PCSO Fisher read out a report from the police comparing stats from 1/10/14-31/12/14 & 1/10/15-31/12/15.
He described measures to safeguard homes that had been burgled using SelectaDNA marking.
He said that the school parking issues were being monitored by PCSO Benawra
There is a clear car campaign taking place at present to advise motorists not to leave valuables on show by sending letters to drivers of cars that are parked with valuables visible through the windows.
PCSO Benawra is planning more school talks to the children around Easter time.
A light campaign is taking place to encourage residents to leave a light to come on at home for early evenings.
191/PC/16 – Public Session Time (7.30 pm-7.45 pm)
The meeting is open to the public and press and fifteen minutes will be reserved, if required, for public comment.
Two member of public were present to voice concerns about dangerous parking in Bunby Road and Pennyletts Green. Clerk to liaise with PCSO Benawra and councillors gave advice to the residents on what they can do to help with the problem, offering to hold a meeting for residents to discuss further it there is sufficient interest.

193/PC/16- Declarations of interest
Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012. If that interest is a disclosable pecuniary interest as defined in the Code; the member should withdraw from the meeting for that item.

194/PC/16 – Minutes
RESOLVED to approve the minutes of the Council meeting held on 7 December 15 which were signed by the Chairman.
195/PC/16 – County Councillor’s Report
Councillor Egleton reported that BCC have no money left and the government grant settlement for next year has been cut and is disastrous. More money has been required for children’s services and the elderly causing cuts elsewhere.
LAF budgets have been cut by 30%.
The Police budget has been left and all funds re-instated.
196/PC/16 – District Councillor’s Report
Cllr Bagge reported that that the Local Development Scheme Consultation is really important for Stoke Poges to comment on and work needs to be done to do so, to be discussed further under item 210.
Cllr Bagge has discussed the Khalsa School situation at SBDC several times, has written to Greg Clarke twice and to Dominic Grieve but has not yet received replies.

Cllr Bagge had nothing to report.
198/PC/16 – Khalsa School
Cllr Carter said that the strategy group had been very active. The School Lane Residents Association were still very concerned about noise even though it is winter, they continue to monitor as well as traffic movement.
199/PC/16 – MVAS
NOTED that having poles in situ at each site does not fit with highways policy for reducing street clutter. Poles would cost £160.00 each if allowed. AGREED to proceed as before.
200/PC/16 – PC Logo
Cllr Bagge has firmly insisted with the Society that they do not use the logo anywhere, which they have accepted. Cllr Bagge reported back a conversation which gave the history of how the Society came to use the log originally in 2009.
201/PC/16 – Community Carols
Cllr Crocker asked for feedback on the event, there were mixed reviews. Cllr Bagge thanked all involved, especially Cllr Crocker who had put so much time into filling out forms to get the procession approved by BCC. It was agreed to decide later in the year how to proceed for this year’s event.
202/PC/16 – PSCO Funding 2015/16
The clerk updated the council on her findings after which Cllr Crocker proposed that the Parish Council do not contribute toward part funding Iver Parish Council’s PCSO, this was seconded by Cllr Fox, RESOLVED to agree all in favour.
203/PC/16 – SLCC 10th Practitioners Conference
NOTED that the clerk is not attending this practical conference 24 and 25 February 2015 due to the agenda not being relevant. Will wait for a more relevant event.
204/PC/16 – Precept
NOTED that the figure agreed at the December meeting was minuted incorrectly, it read £183536 when in fact it should have read £186536. RATIFIED the correct amount for the clerk to request from South Bucks District Council for 2016/17 should be £186536. All in favour.
205/PC/16 – Parish Devolution Project
Request from BCC for the Parish Council to take up Tranche 2 of the devolution project for grass cutting in Stoke Poges. Cllr Carter proposed that the Parish Council do not get involved in this project, this was seconded by Cllr Crocker, RESOLVED to agree all in favour.
206/PC/16 – Bells Hill Green
To agree a simple licence offered by SBDC for taking over the maintenance of the Bells Hill Green, to discuss and decide. Further information was circulated with some changes to the licence. Cllr Carter proposed that the council reply asking to have the footpath and railings taken out of the agreement and to limit the Parish Council’s responsibility to green areas, this was seconded by Cllr Taylor, RESOLVED to agree 3-2 in favour and to bring back to next meeting with response.
207/PC/16 – Park Road Speed Review
Brought back from last meeting to decide whether or not to carry out a Speed Review on Park Road. Cllr Fox proposed to go ahead with the speed review, this was seconded by Cllr Cox, RESOLVED to agree all in favour.
208/PC/16 – The Queens 90th Birthday
To discuss and decide whether or not to hold an event to celebrate the Queens 90th birthday and if so decide a date. Cllr Fox proposed that an afternoon tea be held at Bells Hill Recreation Ground and the Pavilion on Sunday 12 June 2016, this was seconded by Cllr Carter, RESOLVED to agree all in favour. It was also unanimously agreed to light the beacon on 21 April 2016 at the time to be announced later, however this is the same evening as the Annual Parish Meeting so needs to be incorporated into that event, Bring back to February meeting to discuss both further with all councillors.
209/PC/16 – Clean for the Queen
To discuss and decide details for the event to be held on 5 or 6 March 2016. Cllr Taylor proposed that the clean-up day be held on Sunday 6 March 2016 followed by an afternoon tea at the pavilion, seconded by Cllr Carter, RESOLVED to agree all in favour.
210/PC/16 – Chiltern & South Bucks Joint Local Plan
Invitation for a member to attend a meeting on either 14 or 18 January 2016 to discuss consultation. It was agreed that this was a very important meeting for as many councillors to attend as possible, Cllr Carter proposed that we defer the Parish Council planning meeting on 18 January until Tuesday 19 January and as many councillors as possible attend this meeting on 18 January at Capswood, seconded by Cllr Crocker, RESOLVED to agree all in favour.
211/PC/16 – Parish Reception
Discussed briefly the reception details to be held on 18 March 2016, and to consider ideas for cup winners, agreed to defer to February meeting.
212/PC/16 – Agenda Paper Copies
To discuss and seek member views on replacing hard copy agendas and minutes with electronic versions. Agreed to defer to February meeting when more members are present.
213/PC/16 – London Green Belt
Cllr Carter proposed to accept the request to increase yearly subscription from £10 to £25, this was seconded by Cllr Taylor, RESOLVED to agree all in favour. The Chairman commented that the London Green Belt Council do a lot of good work and the subscription is very good value.
