Parish Comments:-  Object, Policies EP3, GB1 and section 9 of the NPPF all apply.  We do not believe that there are any exceptional circumstances for this building in the Green Belt.  This is a controversial development within the Green Belt and we feel that the applicant having already obtained permission for a garage have now forfeited their right to further extend and this is now development by stealth.

Part two storey/part first floor side/rear extensions incorporating attached garage and orangery.

Parish Comments:-  Object, Policies L10, EP4, GB1, GB10 and section 9 of the NPPF all apply.  Overall it is impossible to tell from the plans what is happening as they are inadequate just like the last application where we commented the following:-

We are unable to make any comments on this application because the drawings are wholly inadequate to enable us to make any decision, and it is impossible to work out what is being proposed and if it is within the 50% rules in the Green Belt.  We would request that this application is refused and request that new adequate drawings be submitted.

A previous application 15/01584/FUL which was refused by the case officer for the following reasons also apply to this application:-

Parish Comments:-  Object, derelict corrugated iron sheets have been erected unlawfully and without consent, this shack has never been used for storage.  This plot has a long history of unlawful uses and we believe that this would be a precursor to further development in the Green Belt.  Enforcement notices have previously been issued on this land.  We believe that this constitutes the re-building of an unlawful structure.  It is an empty shell full of rubbish.  Policies GB2 (a), (b), (c), & (d) all apply.  We can confirm that this site has never been used as a storage facility; it has been derelict, unsightly and very dangerous for many years.

Parish Comments:-  We are concerned under GB2 that this might detract from the open character of

Green Belt, which then leads to a sub-division of the plot.

policies apply.  This condition has been on this planning permission since 1992 and this building is now

in a Conservation Area.  There a no exceptional circumstances which have been demonstrated to

change the condition in any way, and this could act as a precursor.

The east elevation to number 5 Clevehurst Close will suffer a complete loss of light into their ground floor bay window, the window is not shown on the applicants plans!!!  The living accommodation over the garage at number 5 Clevehurst Close will also suffer loss of light issues due to the 60 degree rule not being applied. 

The applicant has quoted policies EP6 TR5 and TR7, we do not believe that these are relevant to application. 

We do not believe that this development fits or enhances the street scene in any way, it is over dominant and not in scale with the surrounding houses and does not respect or harmonise with surrounding houses, and will prevent loss of daylight to neighbours. 

Contrary to the NPPF paragraph 60 we believe that this does not reflect local distinctiveness.

If minded to approve we believe that this will act as a precursor for further inappropriate redevelopment and over development of this distinctive road.

Parish Comments:- Object, our previous comments still apply which were:-

Object.  Overdevelopment of site.  Policies EP3 (a), (b), (d), (e) & (f), H9 (a) and TR5 (c) all apply.   We do not believe that this development is in scale with the surrounding houses,   it is oversized.  The siting of the building would adversely affect the character and amenities of nearby properties, creating congested groupings of buildings and removes the spaces between the buildings.  It is overdevelopment and is crammed.  As a Parish Council we are currently dealing with problems of parking on pavements and grass verges making accessibility for pedestrians difficult and in some cases impassable.  These issues have a more significant effect on the elderly, infirm and persons with pushchairs.  We believe that this will lead to an increase of visitors which will mean more cars parking in an already congested, narrow cul-de-sac further exacerbating current issues. 

In addition to these previous comments two dwellings would exacerbate the increase in traffic and parking problems, and policies TR5 (c) and TR7 apply.
