MINUTES OF THE MEETING OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 11 APRIL 2016 AT 7.30 P.M. IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES.

The police were not present and a report was tabled.

270/PC/16 – Apologies for Absence
APOLOGIES were received from Cllr Finan, Cllr Fox and Cllr Egleton.
271/PC/16- Declarations of interest
Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012. If that interest is a disclosable pecuniary interest as defined in the Code; the member should withdraw from the meeting for that item.
Cllr Bagge declared an interest in item 276. As a member and Leader of SBDC he would chair this item but would not express views or take part in any vote.
272/PC/16 – Minutes
RESOLVED to approve the minutes of the Council meeting held on 14 March 2016 which were signed by the Chairman.
273/PC/16 – County Councillor’s Report
Councillor Egleton was not present.
274/PC/16 – District Councillor’s Report
Cllr Bagge reported that the District Council had decided to challenge in court the decision by the Secretary of State to allow the Khalsa school to stay on site.
Cllr Bagge reported that approximately 6000 responses were received to the Local Plan consultation.
275/PC/16 – Chairman’s Update from last meeting.
Nothing to report.
276/PC/16 – Khalsa School
NOTED that the Parish Council lodge a court challenge on 24 March 2016. The government then asked for a ten day extension to the deadline of which the Parish Council have had to say yes. The court have asked if the Parish Council and the District Council cases can be heard on the same day. Cllr Carter informed the Council that a tabled press release would be sent out this week, some minor changes to be made but all in favour.
277/PC/16 – Bells Hill Green
Any update from SBDC after Parish proposal to take responsibility for the footpath and railings out of the agreement. SBDC taking decision back to cabinet. To make any decision on response! Deferred from March 2016.
No update as yet, Cllr Bagge to ask Cllr Egleton to chase.
278/PC/16 – Beacon Lighting 21 April 2016
NOTED that the lighting time was agreed at 7.30pm but due to demand requests have been made to change to 8.30pm, however, any parish already organised for 7.30pm is fine to carry on with that time, to note that due the APM starting at 8pm the same evening, 7.30pm would be the best time to light the beacon.
279/PC/16 – Pavilion
NOTED progress on employing an on-call manager for the pavilion for when the alarm is sounded. Clerk sounded out Village Centre Manager, who was not interested in taking the role.
NOTED that seeking legal advice and costs to transfer the Pavilion to the Bells Hill Recreation Ground Charity to minimise Business Rate liability, was not necessary at this stage because the Budget introduced an exemption for small business premises with a rateable value below £6000 reducing the rates to zero for 15/16 and 16/17.
280/PC/16 – Etricourt-Manancourt
NOTED Invitation to a ceremony to be held in Etricourt-Mancourt, northern France, on 16 October 2016, to name the village square ‘Place du 11 Novembre – Stoke Poges’ in recognition of financial aid provided by villagers following World War I. Clerk to respond saying that there will be some representation from the Parish Council at the ceremony.
281/PC/16 – Speed Review on B416 Park Road
NOTED Results of speed review previously circulated, and that most speeding vehicles were late at night. Cllr Cox to set up data collection from the MVAS.
282/PC.16 – Subscription to Grammarly Service
Cllr Bagge proposed to resolve to agree to subscribe yearly to the Grammarly online proofreading service at a cost of approximately £100 to improve the efficiency of producing Stoke Poges News, this was seconded by Cllr Carter, RESOLVED to agree all in favour.

(2) RESOLVED to approve list of bacs & cheques for signature March 2016 which were tabled.

(4) NOTED Budget monitoring, March 2016 which was tabled.
(5) NOTED Fighting Fund end of year not completed to be forwarded at a later date.
