DELEGATED DECISIONS
APPENDIX 2
NEW PLANNING APPLICATIONS RECEIVED
16/00881/FUL Farthing Green House, Farthing Green Lane, Stoke Poges, Bucks, SL2 4JQ
Detached garage.
Parish Comments:- No Objections
16/00848/FUL 72 Hazell Way, Stoke Poges, Bucks, SL2 4DG
Detached garage/garden store
Parish Comments:- Object, the following policies all apply:- EP3 (a), H9 (a)& (b), H13 (b), (c) & (f), Appendix 8, 9.1. We believe that this would act as a precursor in a densely populated area of the village.
16/00824/FUL 45 Sefton Close, Stoke Poges, Bucks, SL2 4LH
Construction of attached dwelling.
Parish Comments:- Object. Policies TR7 (d), H11, H9 (a), (b) & (c), EP3 (a), (b) & (f) all apply. Sefton Close is a small narrow cul-de-sac of small family houses. It has become more and more congested in the last few years. With the Planning Applications from L & Q to erect more housing in this small road going ahead this will add even more pressure to space, parking congestion and there are already major issues with refuse lorries coming and going.
The proposed development by virtue of its density, layout and siting, would appear unduly prominent and obtrusive in the street scene, constitute a cramped overdevelopment of the plot and appear inappropriate in the context of Sefton Close and out of keeping with the character and visual amenity of the locality in general. As such the proposal is considered to be contrary to policies EP3 (a), (b) and H9 (a) of the SBDC Local Plan (adopted March 1999) and Core Policy 8 of the SBDC Core Strategy (adopted February 2011).
16/00836/TPO 1 Glenfields, Stoke Poges, Bucks, SL2 4LS
(G1) Oak x 2 – Crown lift 3 lower branches over road up to 5m (SBDC TPO No. 28, 1998).
Parish Comments:- No Objections subject to the arboriculturalists report.
16/00819/FUL Miladys, Stoke Poges Lane, Stoke Poges, Bucks, SL2 4NP
Part two storey, part single storey side extension incorporating side dormer.
Parish Comments:- No Objections subject to the GB 50% rules, however we have concerns about overdevelopment over the proximity to Slough.
16/00905/FUL 11 Bunby Road, Stoke Poges, Bucks, SL2 4BS
Part two storey, part single storey rear extension and replacement detached garage.
Parish Comments:- We are concerned about the quality of these drawings which are very difficult to understand and are not at all clear, therefore we are unable to comment.
16/00916/FUL Linkswood, West End Lane, Stoke Poges, Bucks, SL2 4NA
Replacement dwelling.
Parish Comments:- Object, this whole application contravenes the following policies:- EP3 (a), (b), (c), (d) & (e), H9 (a) & (b), H10 (a), (b), (c), (d), & (e), EP5 (a) & (b)
Linkswood harmonises well with the houses on the side of the road, Contrary to the NPPF paragraph 60 we believe that this does not reflect local distinctiveness.
If minded to approve we believe that this will act as a precursor for further inappropriate redevelopment and over development of this distinctive road
The proposed development, by virtue of a combination of its size, scale, massing, style and proximity to the sites flank boundaries, would appear overdominant, obtrusive and out of keeping, as well as appearing as a cramped overdevelopment of the site. As such, it would have an adverse impact on the street scene and the character and visual amenities of the area. Therefore the proposal is contrary to policies H9 and EP3 of the South Bucks District Local Plan (adopted March 1999), and policy CP8 of the South Bucks Core Strategy (adopted February 2011), and the NPPF.
16/00962/FUL Nairdwood, Templewood Lane, Farnham Common SL2 3HJ
Replacement dwelling and detached garage.
Parish Comments:- Object EP3, this does not harmonise with the surrounding area.
16/00971/TPO Beech Acre, Gypsy Lane, Stoke Poges, Bucks, SL2 4AR

Parish Comments:- No objections subject to the arboriculturalists report.
16/00694/LBC Old Tiles, Stoke Green, Stoke Poges, Bucks, SL2 4HN

AMENDED PLANS FOR INFORMATION

PLANNING DECISIONS
16/00636/FUL Land adjacent St Andrews Church Centre, Rogers Lane, Stoke Poges, SL2 4LN
Two semi-detached dwellinghouses.
Parish Comments:- Object, This location is congested already and removing parking spaces is ludicrous, TR7 (a) appendix 6 applies.
We have witnessed parking issues which spill out on to the narrow road whilst the church is in use for worship and for commercial rentals. This is next to the school which already has major parking and congestion problems.
Planning permission 09/00329/FUL contained permission for two dwellings for church workers, both of these dwellings have always been rented our commercially so we would question why the church requires additional accommodation for church workers when they are not using their existing accommodation from this original planning permission application.
EP3 (b), (d) & (f) all apply and this is in or adjacent to the Conservation Area.
Refusal of PP
16/00640/FUL Land adjoining Hollybush Farm, Hollybush Hill, Stoke Poges, SL2 4QN
Replacements cladding to roof and walls. Alterations to door and window to facilitate conversion of barn to residential use as approved under PP 15/02390/PNOT
Parish Council:- We cannot comment as there are contradictions between the plans and the drawings and we can’t tell if they are existing or proposed.
Full PP
16/00557/FUL Rough Hey, Templewood Lane, Stoke Poges, Bucks, SL2 4AN
Proposed temporary site access for construction vehicles from Templewood Lane.
Parish Council:- In principle we have no objection, but any damage caused should be made good at the end of the build and the removal of hedgerows and trees should be re-instated.
Refusal of PP
16/00544/FUL Little Court, Farthing Green Lane, Stoke Poges, SL2 4JQ

Relocation of green keepers compound. Demolition of eight dwellings and replacement with 4 detached
dwellings and 4 apartments. Reinstatement of former estate walled kitchen
garden, repair and refurbishment of listed gates, restoration and single storey extension to listed gatehouse
South Lion Lodge, associated landscaping enhancements and provision of security building.
Parish Comments:- Taking each item separately:-
- Relocation of green keepers compound – No Comment
- Demolition of eight dwellings and replacement with 4 detached dwellings and 4 apartments – No Comment
- Reinstatement of former estate walled kitchen garden. No Objection, however there should be a working plan in place to allow the garden to be open to the public at some times during the year and to be part of the Heritage Walk, we would like to see some formal opening times for local residents.
- Repair and refurbishment of listed gates – No Comment
- Restoration and single storey extension to listed gatehouse South Lion Lodge – No Comment
- Associated landscaping enhancements and provision of security building – No objection to the building but we are uncomfortable with the operation of security which would seem to exclude local residents. Everything needs to be compliant with English Heritage with regards to the materials etc.
We would like to see conditions placed on the walled garden, gates and landscaping. Proposed benefits should be carried out and a section 106 or conditions placed. We would ask you to seek a legal agreement that a beneficial section 106 is carried out.

Parish Comments:- Object. The following policies all apply:- EP3 (a), (b), (d), (e) & (f). TR5 (c). L10
(a) & (b). H9 (a), (b) & (d).
We have concerns about an oak tree nearby which has a TPO and is within the policies as listed deemed
to close to build. Also concerned about a note on the plan for a 5m access which is not achievable.
Highways need to look at this closely as half of the 5m on the plan is private land belonging to number
15, therefore the access can be no more than 2.5m. PLUS EP4.
With regards to the oak tree TPO 13 2005, we believe this would still contravene policies that protect
this veteran tree, it has not been properly demonstrated how this tree will be protected.
The drawings do not reflect the proposal to raise the structure 150mm above soil level, this in turn
would have an impact on the elevations, for instance raising the ridge height and threshold levels.
We do not believe that enough time has been given for sufficient evidence that the biodiversity cycle will
not be endangered or damaged. This could well be because the site has been completely cleared and
trees removed before the original plan was submitted. Their actions show no serious attempt to the
Biodiversity issue.
The proposal is contrary to Core Policy 9 of the South Bucks Core Strategy.
