Construction of attached dwelling.

Parish Comments:-  Object.  Policies TR7 (d), H11, H9 (a), (b) & (c), EP3 (a), (b) & (f) all apply.  Sefton Close is a small narrow cul-de-sac of small family houses.  It has become more and more congested in the last few years.  With the Planning Applications from L & Q to erect more housing in this small road going ahead this will add even more pressure to space, parking congestion and there are already major issues with refuse lorries coming and going. 

The proposed development by virtue of its density, layout and siting, would appear unduly prominent and obtrusive in the street scene, constitute a cramped overdevelopment of the plot and appear inappropriate in the context of Sefton Close and out of keeping with the character and visual amenity of the locality in general.  As such the proposal is considered to be contrary to policies EP3 (a), (b) and H9 (a) of the SBDC Local Plan (adopted March 1999) and Core Policy 8 of the SBDC Core Strategy (adopted February 2011).

Parish Comments:-  We are concerned about the quality of these drawings which are very difficult to understand and are not at all clear, therefore we are unable to comment.

Parish Comments:-  Object, this whole application contravenes the following policies:-  EP3 (a), (b), (c), (d) & (e), H9 (a) & (b), H10 (a), (b), (c), (d), & (e), EP5 (a) & (b)

Linkswood harmonises well with the houses on the side of the road, Contrary to the NPPF paragraph 60 we believe that this does not reflect local distinctiveness.

If minded to approve we believe that this will act as a precursor for further inappropriate redevelopment and over development of this distinctive road

Two semi-detached dwellinghouses.

Parish Comments:-  Object, This location is congested already and removing parking spaces is ludicrous, TR7 (a) appendix 6 applies.

We have witnessed parking issues which spill out on to the narrow road whilst the church is in use for worship and for commercial rentals.  This is next to the school which already has major parking and congestion problems. 

Planning permission 09/00329/FUL contained permission for two dwellings for church workers, both of these dwellings have always been rented our commercially so we would question why the church requires additional accommodation for church workers when they are not using their existing accommodation from this original planning permission application.

EP3 (b), (d) & (f) all apply and this is in or adjacent to the Conservation Area.

Parish Comments:-  Taking each item separately:-

  3. Reinstatement of former estate walled kitchen garden. No Objection, however there should be a working plan in place to allow the garden to be open to the public at some times during the year and to be part of the Heritage Walk, we would like to see some formal opening times for local residents.
  4. Repair and refurbishment of listed gates – No Comment
  5. Restoration and single storey extension to listed gatehouse South Lion Lodge – No Comment
  6. Associated landscaping enhancements and provision of security building – No objection to the building but we are uncomfortable with the operation of security which would seem to exclude local residents.  Everything needs to be compliant with English Heritage with regards to the materials etc. 

 

We would like to see conditions placed on the walled garden, gates and landscaping.  Proposed benefits should be carried out and a section 106 or conditions placed.  We would ask you to seek a legal agreement that a beneficial section 106 is carried out.

Parish Comments:-  Object.  Our previous comments remain the same with the addition of policy EP4.

We have concerns about an oak tree nearby which has a TPO and is within the policies as listed deemed

to close to build.  Also concerned about a note on the plan for a 5m access which is not achievable.

Highways need to look at this closely as half of the 5m on the plan is private land belonging to number

15, therefore the access can be no more than 2.5m.  PLUS EP4.

 

With regards to the oak tree TPO 13 2005, we believe this would still contravene policies that protect

this veteran tree, it has not been properly demonstrated how this tree will be protected.

 

The drawings do not reflect the proposal to raise the structure 150mm above soil level, this in turn

would have an impact on the elevations, for instance raising the ridge height and threshold levels.

 

We do not believe that enough time has been given for sufficient evidence that the biodiversity cycle will

not be endangered or damaged.  This could well be because the site has been completely cleared and

trees removed before the original plan was submitted.  Their actions show no serious attempt to the

Biodiversity issue.

 

The proposal is contrary to Core Policy 9 of the South Bucks Core Strategy.
