MINUTES OF THE MEETING OF THE RECREATION AND ENVIRONMENT COMMITTEE OF THE STOKE POGES PARISH COUNCILHELD ON MONDAY 27 JUNE 2016 AT 7.30 P.M. IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE,
Present:- Cllr Carter (Chair), Cllr Bagge, Cllr Cox, Cllr Crocker and Cllr Lynch.

MINUTES
001/RE/16 To Elect a Chairman for R & E for the coming year 16/17.
Cllr Crocker proposed that Cllr Carter be Chairman, this was seconded by Cllr Lynch, RESOLVED to agree all in favour.
002/RE/16 To Elect a Vice Chairman for R & E for the coming year 16/17.
Cllr Crocker proposed that Cllr Cox be Vice Chairman, this was seconded by Cllr Lynch, RESOLVED to agree all in favour.

006/RE/16 Minutes
RESOLVED To approve the minutes of the R&E Committee held on 22 February 2016 which were signed by the Chairman.
007/RE/16 Football Bells Hill
NOTED that the football teams have cleaned the changing rooms to a satisfactory standard and have employed a cleaner to go in after each match to ensure it is kept clean and tidy and that the showers are flushed through. Three months trial next season and if not adhered to will be given notice.
NOTED that the WWLFC are without a manager at the moment and unsure if they are using the facilities next season.
008/RE/16 Nettleship Wood
Cllr Carter updated the committee about an issue with access to the Frank Solari field and that the tenant has had to remove the ponies because they cannot get a vehicle across. Cllr Carter and the clerk have asked our usual contractors advice and they have suggested a material called Geotex but to do that area will cost approximately £9k. It was RESOLVED and agreed all in favour that this is not financially viable and would take ten years of rent to recoup the costs. Clerk to inform the tenant and let them decide if they stay or leave, if they choose to leave then a full refund will be issued for this years rent.
009RE/16 Bells Hill and Plough Lane Recreation Grounds
NOTED that bund and new trees installed to prevent flooding and damage from the rec into gardens in Decies Way are working well and residents have sent a thankyou email to the council via the clerk.
Request received from the residents to install a sign on the MUGA saying ‘Opens at 9am, Closes at 8pm or Dusk’. RESOLVED to agree all in favour to install a sign which says out of respect to neighbours please use between hours of 9am-8pm or dusk.
Cllr Carter proposed to approve quotes received to cut back hedge along back of houses on Bells Hill and to cut back along path up to kissing gate towards old Dog and Pot, Cllr Cox seconded. RESOLVED to agree, all in favour.
NOTED that the clerk has applied for a grant to replace swings and install a jogging path in Bells Hill Rec and any extra to pay for storage area behind pavilion.
NOTED RoSPA inspections carried out, nothing major to report, all minor works to be carried out throughout the year as usual.
010/RE/16 Pavilion
DISCUSSED and DECIDED to engage a self-employed Caretaker to undertake all alarm calls and other duties such as deep cleaning on a regular basis and removing marks, cleaning windows inside and out, keeping the rear of the property tidy etc., deferred for full decision for R & E to make and financial from Full Council on 13 June 2016. Several candidates have come forward following the advert in the SPN. Cllr Crocker proposed 1.5 hours per week @ £20 per week to include up to 3 callouts per year, extra callouts to be negotiated and to include a mobile pay as you go phone to make and receive calls, this was seconded by Cllr Cox, RESOLVED to agree all in favour. Clerk to arrange formal meetings with each candidate along with Cllr Carter and Cllr Crocker and to decide who to engage on a trial basis. A schedule of works will be drawn up.
Cllr Bagge proposed to reject a request from a tennis club member to have a line painted on the wall of the pavilion in the car park for tennis practice, this was seconded by Cllr Crocker, RESOLVED to agree all in favour.
RESOLVED to agree all in favour to install signs in and on the Pavilion to include who to contact for damage etc., once the caretaker is in place and the phone number is available.
011/RE/16 Allotments
Item brought back from last meeting:-
NOTED letter received from the Allotment Association on the same subject with proposal for works to deal with the flooding issues and a request to settle the outstanding invoice discussed last time which was agreed to bring back to this meeting. Cllr Cox proposed that nothing can be decided until after the winter when we can see if the drainage is working, therefore we cannot pay the invoices either without further evidence, in light of the advice sought above we should not do any drainage works proposed yet, and both items should be deferred until at least February if not June next year, this was seconded by Cllr Crocker, RESOLVED to agree, all in favour.
RESOLVED to agree all in favour not to pay the invoices.
Cllr Cox updated the committee on how the allotments are running, decided no further action required.
012/RE/16 Dog Bin
Cllr Crocker proposed to agree to request from resident to place a dog bin in the footpath between
Gerrards Cross Road and Hazell Way footpath cost £226.00; this was seconded by Cllr Bagge,
RESOLVED to agree all in favour.
013/RE/16 Working Party for Xmas Lights Ceremony/Bells Hill Green
Update given on arrangements no decisions necessary regarding this year’s event.
DISCUSSED lighting for this year and RESOLVED to agree all in favour that lights can be purchased
within the budget allowance with further decision necessary. Clerk to seek quotes.
Cllr Crocker said progress on repairs on Santa’s Sleigh are ongoing.
