MINUTES OF THE MEETING OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 4 JULY 2016 AT 7.30 P.M. IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES, SL2 4LP

Mr Doyle gave a presentation on Delivering Ultrafast Broadband to Stoke Poges.

RECEIVED a written report from the police which was tabled.

051/PC/16 – Apologies for Absence
APOLOGIES were received from Cllr Carter, Cllr Egleton and the Police.
052/PC/16 – Declarations of interest
Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012. If that interest is a disclosable pecuniary interest as defined in the Code; the member should withdraw from the meeting for that item.
Councillor Bagge declared an interest in item 057. As a member and Leader of SBDC he would chair this item but would not express views or take part in any vote.
053/PC/16 – Minutes
RESOLVED to approve the minutes of the Council meeting held on 13 June 16 which were signed by the Chairman.
054/PC/16 – County Councillor’s Report
Councillor Egleton was not present.
055/PC/16 – District Councillors’ Report
Councillor Bagge reported that he had attended several meetings regarding the County Council consulting over having a single unitary authority. The District Council has decided that they do not want to take part or fund the County study choosing to fund their own review/study, jointly with the other three Bucks districts, to be carried out by an impartial consultancy.
The District Council are progressing plans to build a multi-story car park on Station Road in Gerrards Cross.
A review of District Council land is taking place to see if they can make better use of their land financially.
The Lanes Golf Course is closing and invitations to tender will be going out to turn it into a Country Park.
The Local Plan preferred options exhibition dates are available and have been emailed to all councillors, attendance is important.

057/PC/16 – Khalsa School
An update from Cllr Carter about the up and coming Court Case was tabled.
058/PC/16 – Bells Hill Green
RECEIVED a response regarding the new licence received from SBDC after Parish asked several questions following on from the June meeting. A new lease is to follow and will be with us in time to make a decision at the September 16 meeting.
059/PC/16 – Neighbourhood Plan
No update from Cllr Carter & Cllr Crocker into what is involved by declaring Stoke Poges as a Neighbourhood Area prior to starting a new Parish Plan and to make any decision needed. Defer to September 2016.
060/PC/16- Visit to France in October – Etricourt-Manancourt
Report was given from Cllr Crocker on travel and accommodation options. Cllr Hoskins proposed that we choose travel on the Eurostar to Lille on the Saturday morning returning Sunday evening, hiring a coach whilst there to enable everyone to get to and from the venue, this was seconded by Cllr Fox, RESOLVED to agree, all in favour. Cllr Crocker to organise.
061/PC/16 – Carols on the Green
Nothing to discuss or make any decisions for the event being held on 10 December at the Village Centre.
062/PC/16 – Stoke Poges Village Gray Celebration
NOTED and RECEIVED an invitation for all councillors to attend the launch of The Thomas Gray Landscape, on Saturday 9 July 2016, clerk to RSVP for the councillors who have expressed an interest in attending.
063/PC/16 – Agenda and Minutes
DISCUSSED how the electronic minutes are being received and to ask Cllr Cocker about her experience of receiving agendas electronically. Cllr Crocker had experienced no problems and the Clerk had found it less work than expected. DECIDED to carry on as we are doing for now and Cllr Bagge agreed to look into the cost of each councillor having an iPad to eliminate paper copies altogether.

Cllr Cox updated the committee on the MVAS and the data collection, and agreed to continue to monitor and move them.

(2) RESOLVED to approve list of cheques/Bacs for signature June 2016 which were tabled.
(3) RECEIVED Bank reconciliations, June 2016 – which were tabled.
(4) RECEIVED Budget monitoring, June 2016 – which were tabled.
(5) NOTED Fighting Fund report – which were tabled.
(6) NOTED donation of £86 received from The Stoke Poges Society from a collection held at a recent event to be put towards the Fighting Fund. Clerk has thanked the treasurer.
