MINUTES OF THE MEETING OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 12 SEPTEMBER 2016 AT 7.30 P.M. IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES, SL2 4LP

Present:-  Cllr Bagge (Chair), Cllr Carter, Cllr Cox, Cllr Crocker, Cllr Finan, Cllr Fox, Cllr Hoskins, Cllr Lynch, Cllr Taylor.

In Attendance:- Mrs J Simmonds (Clerk)

Also Present:-  Ms J Austin-Lavery & Mr P Hodson from BCC, PCSO Burnell and three members of public.

MINUTES

069/PC/16 –   Police

PSCO Burnell read out the latest crime report from the police.

 

070/PC/16 – Public Session Time (7.30 pm-7.45 pm)

The meeting is open to the public and press and fifteen minutes will be reserved, if required, for public comment.

Two members of public gave their concerns about the new road markings outside Aldridge Place. After much discussion it was decided that the new markings would be monitored for one month along with other markings outside the school and Duffield Lane, and will be brought back to the October meeting.

 

Jacqueline Austin-Lavery and Paul Hodson introduced themselves and gave a brief update on their new roles at Bucks County Council.

 

071/PC/16 – Apologies for Absence

APOLOGIES were received from Cllr Egleton.

 

072/PC/16 – Declarations of interest

Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012.  If that interest is a disclosable pecuniary interest as defined in the Code; the member should withdraw from the meeting for that item.

073/PC/16 – Minutes

RESOLVED to approve the minutes of the Council meeting held on 4 July 16 which were signed by the Chairman.

 

074/PC/16 – County Councillor’s Report

Councillor Egleton was not present.

 

 

075/PC/16 – District Councillors’ Report

Cllr Bagge reported that consultants had been engaged to assess the District Councils estates, to look at bringing in more rental income.

 

Four District Councils are jointly working together on a model of governance and have employed Delloitte to identify alternative structures that deliver savings and better service.

 

The joint local plan preferred options are under development and will be published at the end of October. Drop in sessions have been arranged to consult with residents.  Our local one is at Farnham Common infant school on 3 November.

 

076/PC/16 – Chairman’s Update from last meeting.

Nothing to report.

 

077/PC/16 – Khalsa School           

Cllr Carter updated everyone on the final finances in connection with the High Court Hearing.

 

Cllr Carter expressed a wish that it was minuted that she wrote to the District Council to request that they consider paying a larger percentage of the DCLG’s costs in the belief that Stoke Poges Parish Council and its residents have fought and paid all costs so far even though it was for the benefit of all residents within South Bucks who are also affected by the school. The hope was that the DC would agree as a gesture of recognition that these costs would be shared equally by all of the districts precept payers, however they refused and would only pay 50% of the costs.  Cllr Carter wanted this on record. Cllr Bagge made it known that he had declared a conflict of interest in relation to this and had not been involved in any discussions, however, he was aware that the Deputy Leader had consulted and sought officer advice.

 

NOTED Letter from resident regarding case.

Cllr Bagge will forward this letter to the head of legal at SBDC and the Planning Officer and will ask them to look into the matter and come back to him.

            

078/PC/16 – Bells Hill Green

New lease received from SBDC circulated.  RESOLVED to agree to the lease and its terms and approve the clerk to sign for the takeover, this was proposed by Cllr Carter and seconded by Cllr Lynch, unanimous vote.

RESOLVED to agree to start approaching contractors with a tender document.

 

079/PC/16 – Neighbourhood Plan

Update given from Cllr Carter and Cllr Crocker into what is involved by declaring Stoke Poges as a Neighbourhood Area prior to starting a new Parish Plan.  More information required before any decision to go ahead is made, to be brought to discuss further.

 

080/PC/16- Visit to France in October – Etricourt-Manancourt                                                          

Cllr Crocker reported on travel and accommodation update and arrangements, and it was agreed to get a mini coach from Stoke Poges to St. Pancras.

 

081/PC/16 – Agenda and Minutes

Cllr Bagge reported that purchasing iPad Air 2 would cost around £315 each, based on list price. He was exploring possible discounts and will bring back in October.

 

082//PC/16 – MVAS

Cllr Cox has been sending everyone regular log/data reports which are very interesting, he continues to update the batteries and move the MVAS around when he can.  Everyone thanked Cllr Cox for his work in keeping them updated.

 

083/PC/16 – SP Hastings Community Fund

Cllr Finan proposed to re-nominate Cllr Lynch as trustee onto this charity for a four year term, this was seconded by Cllr Carter, RESOLVED to agree all in favour.

 

084/PC/16 – LAF Funded Scheme Bells Hill Green Dropped Kerbs and Bollards

Cllr Finan proposed that the extra work to be carried out on footway and the additional £2000 be funded by the Parish Council from reserves this was seconded by Cllr Taylor, RESOLVED to agree, all in favour.

 

085/PC/16 – Queens Party             

Cllr Carter reported that she went over budget by £50 which was an extra expense for hiring in gazebos for wet weather, everyone enjoyed the event and Cllr Bagge thanked Cllr Carter for her hard work in organising it.

 

 

086/PC/16 – Bucks CC – Interim Chief Executive – Request to Meet

RESOLVED to agree, all in favour that the Chief Executive should attend a future meeting to discuss proposals for streamlining local government in Bucks.

 

087/PC/16 – School Lane Residents Association

NOTED Email with concerns over Home FarmCllr Bagge to raise with Head of Communities and Environmental Health, bring back to October meeting.

 

088/PC/16 – SPN

NOTED Councillor Bagge to step down from editing the magazine once an appropriate replacement is found.

AGREED that all councillors would think if there was anyone they could ask about helping, and to put a proper advert into the next SPN.

 

089/PC/16 – Road Markings Rogers Lane/Duffield Lane

RESOLVED to agree to email the school regarding their updated travel plan and to monitor as stated under item 070/PC/16.  Bring back to October.

 

090/PC/16 – Town and Parish Chairman Meeting 2 November 2016

NOTED Liaison Meeting requesting Chairman of PC to attend and meet Leader of SBDC.  SP Chairman is Leader and Vice Chairman Cllr Carter cannot attend, to discuss another councillor attending if possible.

No one available. Cllr Bagge offered to report back.
