MINUTES OF THE MEETING OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 10 OCTOBER 2016 AT 7.30 P.M. IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES, SL2 4LP

Present:- Cllr Carter (Chair), Cllr Crocker, Cllr Finan, Cllr Fox, Cllr Hoskins & Cllr Lynch.

MINUTES

095/PC/16 –         Police

Pc Burnell read out a crime figure report for September, to be circulated.

 

096/PC/16 – Public Session Time (7.30 pm-7.45 pm)

The meeting is open to the public and press and fifteen minutes will be reserved, if required, for public comment.

None.

 

097/PC/16 – Apologies for Absence

APOLOGIES were receieved from Cllr Bagge, Cllr Cox and Cllr Taylor.

 

098/PC/16 – Declarations of interest

Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012.  If that interest is a disclosable pecuniary interest as defined in the Code; the member should withdraw from the meeting for that item.

099/PC/16 – Minutes

RESOLVED to approve the minutes of the Council meeting held on 12 September 2016 which were signed by the Chairman.

 

100/PC/16 – County Councillor’s Report

Councillor Egleton not present.

 

101/PC/16 – District Councillors’ Report

Councillor Bagge and Cllr Egleton not present.

 

102/PC/16 – Chairman’s Update from last meeting.

Cllr Bagge not present.

103/PC/16 – Khalsa School  

Cllr Carter proposed that we submit comments to the District Council (which were tabled),  regarding the acoustic wall application this week rather than wait until the PC planning meeting next week. This is on advice from the Planning Officer at SBDC. This will enable them to be sent out  to the Planning Committee members in advance rather then them being tabled on the day. Seconded by Cllr Hoskins, RESOLVED to agree, all in favour.

         

104/PC/16 – Bells Hill Green

New lease was sent to solicitor to look over before signing and returning to SBDC.  They require £1000 plus vat to advise of any issues and possible amendments to the lease.  RESOLVED to agree to get other legal people to look at the lease for us, who are known to the Parish Council and bring back to November.

 

NOTED tender process is now in operation. Thank you to John Harwood for his help and advice.

 

105/PC/16 – Neighbourhood Plan

No update from Cllr Carter & Cllr Crocker into what is involved by declaring Stoke Poges as a Neighbourhood Area prior to starting a new Parish Plan and to make any decision needed.  Defer until November.

 

106/PC/16- Visit to France in October – Etricourt-Manancourt                                         

Report given by Cllr Crocker on travel and accommodation update and arrangements.

NOTED that authority to spend on official courtesy visits is permitted under section 176 of the 1972 local government act, and Cllr Finan proposed to resolve to agree that any costs incurred are vired from the general fund to section 137, this was seconded by Cllr Crocker, RESOLVED to agree, all in favour.

 

107/PC/16 – Agenda and Minutes

Update from Cllr Bagge on purchasing Ipads, deferred until November.

 

108/PC/16 – School Lane Residents Association

Update from Cllr Bagge after raising with the Head of Communities and Environmental Health, Deferred until November.

 

109/PC/16 – Road Markings Rogers Lane/Duffield Lane

Update. Deferrred until November.

 

110/PC/16 – CDC/SBDC Joint Local Plan – Potential Introduction of CIL

Councils views required by 18 November 2016 – Deferred until November.

 

111/PC/16 – SBALC

Request from Chairman of SBALC for SPPC to rejoin.  Resolved to agree to obtain some minutes from the last few meetings, clerk to circulate to councillors to read, bring back to November meeting for decision.

 

112/PC/16 – Installation of Bollard on Grass Verges

Item requested by Cllr Carter, to discuss and make any decisions for a way forward.  Resolved to agree to go away and think about roads and verges that might be suitable for bollards, bring back to November meeting.

 

113/PC/16 – Remembrance Day 11/11

RESOLVED to agree to the usual ceremony at the flagpole at 10.45am on Friday 11/11/16.

RESOLVED to agree to place wreath and posies at the church service on Sunday 13/11/16.

RESOLVED to agree that the flag pole should be moved onto the Green clerk to get costs, bring back to November meeting.

 

114/PC/16 – Christmas Lights          

Cllr Finan proposed that we accept the quote from Lamps and Tubes, this was seconded by Cllr Carter RESOLVED to agree all in favour.
