MINUTES OF THE MEETING OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 14 NOVEMBER 2016 AT 7.30 P.M. IN THE LIONEL RIGBY ROOM AT THE VILLAGECENTRE, ROGERS LANE, STOKE POGES, SL2 4LP

Cllr Carter chaired the meeting up to item 124; Cllr Bagge arrived at 7.35pm and continued the chair.

121/PC/16 – Apologies for Absence
APOLOGIES were received from Cllr Finan and Cllr Hoskins.
122/PC/16 – Declarations of interest
Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012. If that interest is a disclosable pecuniary interest as defined in the Code; the member should withdraw from the meeting for that item.

123/PC/16 – Minutes
RESOLVED to approve the minutes of the Council meeting held on 12 September 2016 which were signed by the Chairman.
124/PC/16 – County Councillor’s Report
Councillor Egleton was not present.
125/PC/16 – District Councillors’ Report
Cllr Bagge reported that the preferred options for strategic green belt site development was out for consultation until 12 December. No sites in Stoke Poges parish had been identified.
Mr Bob Smith has been appointed The Chief Executive of Chiltern/South Bucks District Council.
The Lanes golf club has now closed. A call for tenders to design and build a country park has been issued.
Cllr Bagge had been acting on reports of rubbish tipping and bonfires on land at Home Farm. He has established that officers are available to make out of hours enforcement visits, however, residents affected by smoke are required to keep nuisance diaries to justify out of hours work.
126/PC/16 – Chairman’s Update from last meeting.
Cllr Bagge acknowledged the excellent work by Julie Simmonds (Clerk) and Cllr Mary Crocker in organising the trip to Etricourt Manancourt, which was a success. It was agreed that a formal letter will be sent from the Parish Council to the Mayor of Etricourt Manacourt expressing its thanks and gratitude.
The winter edition of the SPN has been sent to the printers on time. Councillor Bagge has not yet had any applications to take over the editorial part of the magazine; an advert will be in the winter edition.
The 11/11/11 service at the flagpole went well, it was agreed that we should write to the head of the school and ask for a bigger presence of children at the event.
127/PC/16 – Bells Hill Green
Advice has been given on the lease and the changes have been requested to SBDC, if back in time for this meeting it will be tabled for a decision to sign. If not then it will need to be deferred until December meeting.
No response as yet, defer to December for decision.
Five tender documents were received back and a decision on one made at R & E on 7 November to be ratified at this meeting.
Cllr Taylor proposed to ratify R & E’s decision that Progress Services win the tender process and is offered the contract, this was seconded by Cllr Cox, RESOLVED to agree all in favour.
128/PC/16 – Neighbourhood Plan
Update from Cllr Carter and Cllr Crocker into what is involved by declaring Stoke Poges as a Neighbourhood Area prior to starting a new Parish Plan and to make any decision needed.
Cllrs Carter and Crocker agreed to meet with Graham Winwright of SBDC in the New Year to discuss further and decide if carrying out the plan is necessary. To bring back if necessary.
129/PC/16- Visit to France in October – Etricourt-Manancourt
Update on trip was given by Cllr Bagge as an excellent successful event. NOTED that a wreath was sent to the village from the Parish Council for Remembrance Day (11 November) and it was agreed to continue this every year.
130/PC/16 – Agenda and Minutes
Cllr Bagge reported that there were no sources of discounted iPads. However, a wide choice of similar tablet devices are available at modest costs. He suggested that individual members may choose to purchase their own device and voluntarily ‘opt out’ of receiving documents sent through the post. tabled a document on purchasing iPads/tablets. It was agreed that the Parish Council should not be spending funds on supplying councillors with tablet devices.
131/PC/16 – School Lane Residents Association
Update from Cllr Bagge after raising with the Head of Communities and Environmental Health, brought back from October meeting.
A meeting has been offered to the clerk from an environment health officer from District Council for this week and it was agreed to go ahead with the meeting along with Cllr Carter and a resident from Hockley or School Lane if available, bring back to December meeting with an update.
132/PC/16 – Road Markings Rogers Lane/Duffield Lane
Update by Cllr Bagge resulted in all agreeing that nothing further can be done at this stage.
133/PC/16 – CDC/SBDC Joint Local Plan – Potential Introduction of CIL
Council’s views required by 18 November 2016 – RESOLVED to agree all in favour to submit ‘No Comments’.
134/PC/16 – SBALC
Request from Chairman of SBALC for SPPC to rejoin. RESOLVED to agree all in favour not to re-join at the moment, Cllr Bagge agreed to respond.
135/PC/16 – Installation of Bollard on Grass Verges
Cllr Carter updated the committee on a recent meeting held with the new Local Area Technician Joe Connolly, it was agreed that all councillors would go away and email the clerk with ideas on which areas might benefit from bollards.
136/PC/16 – Flag Pole
To discuss and decide about moving the flag pole onto the Green, clerk requests this is deferred until December meeting. Agreed to bring back to December meeting.
137/PC/16 – Parking
Cllr Fox proposed repeating the consultation with residents of Tubwell Road/Deans Close/Larkins Lane/Hartley Close, who are suffering parking problems from the hospitals, this was seconded by Cllr Carter, RESOLVED to agree, all in favour.
138/PC/16 – SSE Contracting/Street Lights
NOTED Clerk has re-agreed with SSE to attend a knockdown to a streetlight within 2 hours (BCC Highways also do the same service), then to pay for any repairs as and when necessary. Equipment should be tested every four years so to agree to allow SSE to come and do the inspection, Cllr Carter proposed that we get the lights tested, this was seconded by Cllr Crocker, RESOLVED to agree, all in favour.
