MINUTES OF THE MEETING OF THE RECREATION AND ENVIRONMENT COMMITTEE OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 7 NOVEMBER 2016 AT 7.30 P.M. IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE,

Present:-  Cllr Carter (Chair), Cllr Cox, Cllr Crocker, Cllr Lynch and Cllr Bagge.

015/RE/16       Items by Members of Public Present 7.30pm-7.45pm

The meeting is open to the public and press and the first 15 minutes will be reserved, if required, for public comment.

016/RE/16  Apologies for absence.

APOLOGIES were received from Cllr Fox and Cllr Hoskins.

 

017/RE/16  Declarations of interest

Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012.  If that interest is a prejudicial interest as defined in the Code; the Member should withdraw from the meeting for that item.

018/RE/16  Minutes

RESOLVED to approve the minutes of the R&E Committee held on 27 June 2016 which were signed by the Chairman.

 

019/RE/16  Football Bells Hill

Update given by Cllr Carter on football teams using the recreation ground and pavilion.  A review

meeting is to be held with the manager of the men’s football team to discuss how things are going and the cleaning issues.

 

CONSIDERED and Cllr Cox proposed a 2% increase annual rent costs for 2017/18 in new pavilion for budgets for all teams, this was seconded by Cllr Lynch, RESOLVED to agree all in favour.

 

020/RE/16  Nettleship Wood

Updated and any no decisions deemed necessary.

 

Proposal to rent the Frank Solari field and grassed area to the right of the entrance to Nettleship Wood from the gate to graze a couple of sheep and small cattle, discussed.  No proposalreceived in time for the meeting however it was agreed that it would be a good idea to have livestock in there.  It was agreed to approach others in the village that might be interested.

 

CONSIDERED and Cllr Bagge proposed rent costs for grazing contracts increase by 2% for 2017/18 for budget, this was seconded by Cllr Cox, RESOLVED to agree all in favour.

 

021RE/16  Bells Hill and Plough Lane Recreation Grounds

NOTED that the clerk has won the grant to install a jogging path in Bells Hill Rec and any extra to pay for a storage area behind the pavilion.  Amount to be decided in Tesco stores via a voting system between 31 October and 12 November.

 

NOTED quotes for jogging path and to decide, agreed to obtain further quotes.

 

NOTED that the new swings have been installed as agreed to be paid for from swing reserve.

 

NOTED costings for repairs and maintenance as per RoSPA report are being costed and work will be carried out this year.

 

Cllr Carter proposed that we vire £10k from the general fund at the end of the year into a new reserve for both toddler play area fencing to be replaced within the next three years, this was seconded by Cllr Lynch, RESOLVED to agree, all in favour.

 

022/RE/16  Pavilion

NOTED that the Caretaker to undertake all alarm calls and other duties such as deep cleaning on a regular basis is working well.

 

NOTED and discussed utility costs for first year.

 

CONSIDERED and decide annual rent costs for 2016/17 in new pavilion for budgets for all uniformed Groups, Cllr Bagge proposed that we should be consistent and charge a 2% increase on the rents, this was seconded by Cllr Cox, RESOLVED to agree, four in favour and one abstention.

 

DISCUSSED changing or better securing the fencing to the rear of the pavilion to prevent

Access, agreed to get a quote for the Rotaspike fencing to add the amount to the budgets for 17/18.

 

Cllr Carter proposed that we set up a maintenance reserve for the Pavilion and vire in any unspent funds from pavilion maintenance budget each year into the reserve, this was seconded by Cllr Crocker,

RESOLVED to agree all in favour.

 

023/PC/16  Bells Hill Green

CONSIDERED all tenders for maintaining the Bells Hill Green and Cllr Bagge proposed Progress

Services to be accepted, this was seconded by Cllr Crocker, RESOLVED to agree, all in favour and for

this to be put forward to Full Parish Council on 14 November 2016 for ratification.

 

024/RE/16           Allotments

Update given from Cllr Cox on allotments, no further action required.

 

CONSIDERED and Cllr Carter proposed a 2% increase on the rent costs 2017 for budget, this was seconded by Cllr Cox, RESOLVED to agree all in favour.

 

025/RE/16  Tennis Club

CONSIDERED and Cllr Bagge proposed a 2% increase on the rent costs 2017/18 budget this was seconded by Cllr Carter,  RESOLVED to agree all in favour.

 

026/RE/16  Playground Inspections/Litter Picking

CONSIDERED and Cllr Carter proposed no annual increase for 2017/18 for budget, this was seconded by Cllr Bagge, RESOLVED to agree, all in favour.

 

027/RE/16           Working Party for Xmas Lights Ceremony/Bells Hill Green

DISCUSSED arrangements for Carols on the Green and NOTED how many helpers will be available.

 

NOTED that lights and Christmas Tree will be installed and switched on by 1 December.

 

Cllr Carter proposed that we transfer any money left in the Christmas Lights budget at the end of this financial year 16/17 to go into the Christmas Lights Reserve, seconded by Cllr Lynch, RESOLVED to agree all in favour.

 

Cllr Carter proposed that we vire £2.5k from general fund at the end of the financial year 16/17, for ongoing maintenance and extra lights, this was seconded by Cllr Lynch, RESOLVED to agree, 4-1.

 

028/RE/16 Finance Budgets 17/18

NOTED and agreed budgets for 17/18, Cllr Carter proposed that these be put forward to the Finance committee on 28 November for ratification, this was seconded by Cllr Bagge, RESOLVED to agree all in favour.
