MINUTES OF THE MEETING OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 9 JANUARY 2017 AT 7.30 P.M. IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES, SL2 4LP

Present:-  Cllr Bagge (Chair), Cllr Carter, Cllr Cox, Cllr Crocker, Cllr Finan, Cllr Fox, Cllr Hoskins, Cllr Lynch & Cllr Taylor.

MINUTES

166/PC/17 –   Police

PCSO Fisher read out the report from the police. Circulated.

 

167/PC/17 – Public Session Time (7.30 pm-7.45 pm)

The meeting is open to the public and press and fifteen minutes will be reserved, if required, for public comment.

168/PC/17 – Apologies for Absence

APOLOGIES were received from Cllr Egleton.

 

169/PC/17 – Declarations of interest       

Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012.  If that interest is a disclosable pecuniary interest as defined in the Code; the member should withdraw from the meeting for that item.

170/PC/17 – Minutes

RESOLVED to approve the minutes of the Council meeting held on 5 December 2016 which were signed by the Chairman.

 

171/PC/17 – County Councillor’s Report  

Councillor Egleton not present.

 

172/PC/17 – District Councillors’ Report

Cllr Bagge reported that the District Council budget planning was going well and was on course to achieve a balanced budget for next year.

The Local Plan consultation finished on 12 December and approximately 3000 responses were received!

The Unitary debate is still ongoing, noted letter received under item 187 (4).

 

173/PC/17 – Chairman’s Update from last meeting.

Cllr Bagge reported that Christmas cards had been received from Heather Huntley and Jean-Pierre Coquette to the whole council.

Cllr Bagge had received two enquiries regarding the SPN Editor position which will be brought back to the council for decision in due course.

 

174/PC/17 – Flag Pole

Cllr Crocker proposed that the new flag pole on the green, be sited in the higher of the two options nearer to the doctors surgery, this was seconded by Cllr Lynch,  A vote showed 3 for, 4 against and 2 abstain. 

Cllr Finan proposed that the new flag pole be sited in the lower position of the two options nearer the gazebo, this was seconded by Cllr Taylor, the vote showed 5 for, 1 against and 3 abstentions, the motion was RESOLVED.

 

Meeting was adjourned at 7.50pm for three minutes, reconvened at 7.53pm.

 

175/PC/17 – Parking

NOTED results of consultation letters returned.  Cllr Bagge proposed that the council resolve to agree that the results show no mandate for this council to move forward on any further actions, only 32 forms out of approximately 160 had been returned.  This exercise has been carried out twice with no consensus, therefore the council is unable to do more, this was seconded by Cllr Carter.  RESOLVED to agree all in favour. 

 

176/PC/17 – Planning Equipment

Deferred to February meeting.

 

177/PC/17 – MVAS Data

DISCUSSED and  Cllr Cox agreed to write an article for SPN in a regular update.

 

178/PC/17 – Carols on the Green

A working party was agreed consisting so far of Cllr Carter, Cllr Taylor and a resident, plus input from Cllr Bagge when available.

 

179/PC/17 – Bells Hill Green Planting Scheme/Hanging Baskets/Troughs.

A working party was agreed of Cllr Carter, Cllr Fox and input from the Horticultural Society.

 

180/PC/17 – Social Media/WW1 Memorial/Celebrations

A working party was agreed consisting so far of Cllr Carter, Cllr Fox, Cllr Lynch with some residents nominated to explore their interest.

 

181/PC/17 – Beeches LAF

Meeting Thursday 9 February 2pm-6pm – Cllr Bagge and Cllr Lynch to attend.

 

182/PC/17 – Parking Restrictions – Rogers Lane

Request from resident to discuss parking restrictions and options for off street parking.  The resident did not attend to address the council in the public session, this council agreed that there was nothing they could physically do to help and the property is one which comes without off  street or on street parking available.  It was suggested that they might approach the school to see if they could park there out of school hours.  Clerk to inform resident.

 

183/PC/17 – Farthing Green Lane – Speed Review     

Cllr Bagge proposed to resolve to agree to run a speed review on this road, this was seconded by Cllr Hoskins, RESOLVED to agree, all in favour. 

 

184/PC/17 – Stoke Poges News (SPN)

Cllr Bagge proposed  to resolve to buy a subscription to Calameo to enable publication of SPN online. Cost £11 per month, this was seconded by Cllr Hoskins, RESOLVED to agree, all in favour.

 (1) RECEIVED Statement of Accounts – December 2016.

 (2) RESOLVED to approve list of cheques/Bacs for signature December 2016 (subject to additions)

 (3) RECEIVED & NOTED Bank reconciliations, December 2016

 (4) RECEIVED & NOTED Budget monitoring, December 2016
