Minutes Planning Committee Meeting 20 March 2017


MINUTES of the Meeting of the Planning Committee held on Monday 20 March 2017 at 7.30pm in the Lionel Rigby Room at the Village Centre,  Rogers Lane, Stoke Poges

 Present:-  Cllr Crocker (Chair), Mr Duncombe, Cllr Hoskins & Cllr Taylor.

In attendance:-  Mrs J Simmonds (Clerk)

Also Present:-  Comer Homes 5 members, 15 members of public.



097/PL/17       Items by Members of Public Present.

The meeting is open to the public and press and the first 15 minutes will be reserved, if required, for public comment.

5 members of Comer Homes and SB Broadway introduced themselves and did a small presentation on the possible  re-development of Stoke Court and showed copies of slides to be presented at the public meeting there on 25 March 2017.

15 members of public from Broom Hill spoke about the application 17/00312/FUL and their objections and then listened to the comments made by the committee, the item was brought forward to the first on this list.

APOLOGIES were received from Cllr Carter and Mr Harris.


099/PL/17         Declarations of Interest

Members to declare any personal interest in any item of business as defined in the Code of Conduct 2007.  If that interest is a prejudicial interest as defined in the Code, the member should withdraw from the meeting for that item.

Cllr Hoskins declared an interest in application 17/00350/CAN as a neighbour and consultee, he did not make any comments during the discussion and decision.

Public Bodies (Admission to Meetings) Act 1960  RESOLVED  to exclude the press and public from the following business because publicity would prejudice the public interest by reason of the confidential nature of the business.  Part two items:- To discuss any possible unlawful buildings or business’s which have not been granted enforcement notices and therefore are not public.

Erection of four detached dwelling houses, parking provision with integral garaging and associated landscaping

Parish Comments:-  Object, policies EP3 (a), (b), (c), (d) & (e).  H9 (a) & (b) and TR7 (a), (b), (c) & (d) all apply.

This application is an over dominance of the site and is totally out of character with its surroundings.  The style of the development appears to be Cluster Housing which is for urbanised areas and will set a precedent within our semi-rural area.  It does not meet the criteria and characteristics as laid out in the South Bucks Townscape Character Study.

Detached chalet bungalow.

Parish Comments:-  Our previous comments still apply which were:-

We are concerned about the access for vehicles from the point of view that Decies Way is already overstretched with parked cars.  We also have concerns around the public access from other neighbouring houses who currently use the rear access for wheelie bins to and from the rear of their properties. We highly recommend that SBDC do a site visit!!

If the conifer/cypress hedge remains it would cause no problems to any neighbours, but removing it would be a loss of an amenity.

Parish Comments:-  If this does genuinely take the plans back to the original planning permission then we have no objection, otherwise if not we object as stated previously.  It is very difficult to follow the amendments as they are not clearly outlined on the drawings!

Parish Comments:-  Due to the burden of the hospital needing to expand, in principle we have no objections, however we would ask that consideration is given to soft planting as shown in the design which is necessary and low lighting to cut down on light pollution and no floodlights.
