MINUTES OF THE MEETING OF THE RECREATION AND ENVIRONMENT COMMITTEE OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 27 FEBRUARY 2017 AT 7.30 P.M. IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE,

031/RE/17  Apologies for absence.

APOLOGIES were received from Cllr Hoskins.

 

032/RE/17  Declarations of interest

Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012.  If that interest is a prejudicial interest as defined in the Code; the Member should withdraw from the meeting for that item.

033/RE/17  Minutes

RESOLVED to approve the minutes of the R&E Committee held on 7 November 2016 which were signed by the Chairman.

 

034/RE/17  Football Bells Hill

Update given on football teams using the recreation ground and pavilion.

Cllr Fox proposed that the clerk writes to both managers of the teams informing them that cleaning costs will in future be added onto to their yearly rent and paid in advance, leases will be changed to reflect this.  With regards to the Saturday teams a letter will be sent to the manager outlining that players are not treating the facilities with respect, boots should not be worn inside and therefore mud not cleaned off of them in the changing rooms or showers, there have been complaints of bad language during games, payments have not been received satisfactorily, and litter is not cleared from the pitch after the games satisfactorily, they are therefore in breach of their contract and the Parish Council would like to see a vast improvement before the end of this season and they will then be considering whether or not to renew the contract, this was seconded by Cllr Bagge, RESOLVED to approve, all in favour.

 

RESOLVED in above proposal to incorporate cleaning costs into the annual rent per season on a permanent basis.

 

035/RE/17  Nettleship Wood

Update – All good.

 

Cllr Carter proposed that the quote tabled be accepted to have the ditches/stream dredged as they are not flowing and urgently needs dredging to help rectify sodden and flooded fields, £650 for two full days works and machinery, this was seconded by Cllr Cox, RESOLVED to agree, all in favour.

 

RESOLVED to agree to market the Frank Solari field for rent, all in favour.

 

036RE/17  Bells Hill and Plough Lane Recreation Grounds

NOTED further quotes for jogging path and to decide, AGREED to defer until further quotes received.

 

NOTED Three grants have been applied for to help fund.

 

037/RE/17  Pavilion

Cllr Bagge proposed to accept the quote to install rotaspike onto the fencing at the side of the pavilion to

Prevent unauthorized access as budgeted for 17/18, quote £970.00 A & M fencing, this was seconded by

Cllr Fox, RESOLVED to agree, all in favour.

 

Update given by Cllr Carter and the Clerk on snagging meeting held with Heighways Associates.

RESOLVED to agree if necessary to give notice to the builders and hold back the 2.5% retention and

use it to do snagging works ourselves, all in favour.

 

038/PC/17  Bells Hill Green

Update given by Clerk on new contractor and how it is all running ok.

 

Update given by Cllr Carter on Friends of Bells Hill working party who have met on site and have several ideas on planting.

 

039/RE/17           Allotments

Update given by Cllr Cox on allotments, 90% immaculate, flooding issues much better and wet area has been covered with wood chippings to help, slabs have been placed around water taps, all very tidy.

 

040/RE/17           Working Party for Xmas Lights Ceremony/Bells Hill Green

Discussed and NOTED arrangements for Carols on the Green to be held on 8 December 2017

 

NOTED letter regarding installing power to add lights to the other side of the main road on Bells Hill

And to decide whether to proceed further, it was AGREED that the clerk gets a quote to have a power

supply installed and to bring back, and that more lights should be installed this year. Deferred until all quotes are received.
