MINUTES OF THE MEETING OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 13 NOVEMBER 2017 AT 7.30 P.M. IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES.
Present:- Cllr Bagge (Chair), Cllr Carter, Cllr Cox, Cllr Finan, Cllr Fox, Cllr Hoskins, Cllr Lynch & Cllr Taylor.

126/PC/17 – Apologies for Absence
APOLOGIES were received from Cllr Crocker.
127/PC/17 – Declarations of interest
Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012. If that interest is a disclosable pecuniary interest as defined in the Code; the member should withdraw from the meeting for that item.

128/PC/17 – Minutes
RESOLVED to approve the minutes of the Council meeting held on 9 October 2017 which were signed by the Chairman.
129/PC/17 – County Councillor’s Report
Cllr Bagge reported that Templewood Lane and Duffield Lane were due to be resurfaced soon.
The Budgets for 2018/19 were out for consultation.
Cllr Bagge has been invited to sit on two committees, Brett Aggregates and Sir John Kedermister Library Trust both of which he has accepted.
130/PC/17 – District Councillors’ Report
Cllr Bagge reported that the fly tipping in Chapel Lane was cleared but the Farthing Green lane requires a road closure to safely remove the items.
Cllr Bagge confirmed that the estate agents boards should not be allowed along the railings at Bells Hill Green and we can enforce them to be removed. He will seek advice from SBDC Legal on the wording of an appropriate letter.
131/PC/17 – Chairman’s Update from last meeting.
Cllr Bagge reported that the 11/11 ceremony at the flagpole went well and had a very good turnout; also on the Sunday 12/11 the church was full.
Cllr Bagge thanked the Stoke Poges Hastings Community Fund for donating the £4900 needed to unlock the grant from Veolia, he also thanked the coordinator at Bucks Vision for writing a letter of support.
Cllr Bagge reported last month that a resident wanted to make a complaint about a Parish Councillor, Cllr Bagge met with the resident and after talking it through they decided that there was no need to make the complaint after all, Cllr Bagge satisfied their concerns.
Cllr Bagge has received notification from Cllr Finan to resign as representative on the Village Hall committee and the Duke of Edinburgh committee due to lack of time to attend meetings. To bring back next month to appoint another councillor.
132/PC/17 – Litter Picking Event/Outdoor Cinema
NOTED date agreed at R & E for the next litter picking event which will be Saturday 13 January 2018 at 10am.
NOTED that setting the date for the cinema has been deferred to the January 2018 Full PC meeting.
133/PC/17 – Khalsa School
No update from Cllr Carter.
134/PC/17 – WW1 Celebration
NOTED that we are now collecting tools for the WW1 memorial. Drop off point is the Village Centre car park on Friday 8 Dec 12.30 – 8 pm. Tools to include anything made of steel/metal that you would find in the average person’s garden shed or workshop, preferably not painted or galvanised.
135/PC/17 – Carols on the Green
Cllr Carter reported that arrangements were going very well. The sleigh has been moved to the pavilion temporarily but requires a new forever home after the event. The timetable is being put together. The marshalling has been tightened this year and walkie talkies will be used.
136/PC/17 –Pavilion
Cllr Lynch has had no more requests regarding Age Concern Movers and Shakers possibly using the Pavilion, AGREED to remove from future agendas, all in favour.
137/PC/17 – 11/11 2017
Cllr Bagge reported that the turnout was excellent and asked for thanks to be given to all that came, and especially to Bal from the chemist for supplying electricity and to Graham Donnet for the sound system.

NOTED thank you for poppy wreath.
139/PC/17 – Jogging Trail
NOTED offer of third party contribution towards the Jogging trail from Stoke Poges Hastings Community Fund. Clerk to write to them with a thank you and to the Bucks Vision for their help in securing the grant.
140/PC/17 – Library Consultation
NOTED library consultation from 1 November to 31 December, review of mobile library service.
141/PC/17 – Battles Over
NOTED Information on beacon lighting and bell ringing for next year on 11 November 2018. AGREED to light the beacon at 7pm for the WW1 beacons of light.
