MINUTES OF THE MEETING OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 9 OCTOBER 2017 AT 7.30 P.M. IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES.

Present:-  Cllr Bagge (Chair), Cllr Carter, Cllr Crocker, Cllr Fox & Cllr Lynch

Also present: – PS Davison, PC Thomson and five members of public.

MINUTES

102/PC/17 – Police

RECEIVED a report from the police, which was tabled and read by PC Thomson.

 

103/PC/17 – Public Session Time (7.30 pm-7.45 pm)

The meeting is open to the public and press and fifteen minutes will be reserved, if required, for public comment.

One member of public talked about water issues at the allotments and asked for it to be discussed at the next R&E committee meeting on 6 November.

Another resident from West End Lane asked for details about item 119 and the crossing by the school.

Two others were here to listen to a planning application which will be on the planning agenda for 16 October, whilst speaking they thanked the volunteers for Bells Hill Green for making it look so fabulous, and will return next week.

 

104/PC/17 – Apologies for Absence

APOLOGIES were received from Cllr Cox, Cllr Finan, Cllr Hoskins and Cllr Taylor.

 

105/PC/17 – Declarations of interest

Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012.  If that interest is a disclosable pecuniary interest as defined in the Code; the member should withdraw from the meeting for that item.

106/PC/17 – Minutes

RESOLVED to approve the minutes of the Council meeting held on 11 September 2017 which were signed by the Chairman.

 

107/PC/17 – County Councillor’s Report

Children’s Services will be subject to an Ofsted inspection soon.

LAF village transport schemes report to be circulated to all councillors and brought back for discussion.

Budgets process is underway and will be out to consultation soon.

 

 

 

 

108/PC/17 – District Councillors’ Report

Cllr Bagge spoke out in objection at the Planning Meeting last week for the Khalsa School application which was approved. The Khalsa school agreed to expedite the noise plan.

 

109/PC/17 – Chairman’s Update from last meeting.

The internet at the pavilion has been used over the contracted amount, password to be changed.  See item 115.

Cllr Bagge and Cllr Carter met with BCC transport to discuss LAF schemes on roads in Stoke Poges.

Vine Road – 3 new spaces to be costed.

Bunby/Pennlylets, Sefton Close/Rogers Lane, Stoke Court Drive/West End Lane, Rogers Lane/West End Lane to have Highway Code junction protection usinge yellow lines – scheme to be costed.

A trial of grasscrete/tarmac to be tested on a section of Pennylets.

Hastings Meadow – it was suggested that more investigations be carried out on what to do there, involving public consultation and to be brought back.

SPN deadline 20 October.

Cllr Bagge received a complaint about a councillor and is meeting with the complainant to discuss further before bringing to the council in a closed session at the next meeting if the resident decides to formalise their complaint.

 

110/PC/17 – Litter Picking Event/Outdoor Cinema

AGREED to defer deciding dates for these two events to the November meeting.

 

111/PC/17 – Khalsa School

Cllr Carter reported that the recent planning application had been approved.

 

112PC/17 – Bells Hill Green          

Budgets brought back from last meeting on extra works required were tabled.  Budgets hold £6500k and all work including new benches total £7100.  Cllr Bagge proposed to agree all of these works and that he will add £600 from his BCC Community Leaders budget to make up the difference, this was seconded by Cllr Fox, RESOLVED to agree, 3-1 and 1 abstained.

 

113/PC/17 – WW1 Celebration

Nothing more to report from Cllr Carter.

 

114/PC/17 – Carols on the Green

NOTED SAG and road closures applied for by Clerk.

Cllr Carter reported that she cannot find anyone to tow the sleigh this year!  Cllr Lynch offered to take on the role.

 

115/PC/17 – Uniformed Groups/Pavilion

Request to use pavilion out of their normal hours of use brought back from last meeting, NOTED response from SBDC and AGREED to write to residents each time a sleepover will be taking place.

Request from Cllr Lynch regarding Age Concern Movers and Shakers possibly using the Pavilion, brought back from last meeting, to decide, AGREED to defer to next meeting.

DISCUSSED excessive use of internet and RESOLVED to agree to upgrade to unlimited broadband.  Password to be changed with immediate effect.  Extra costs to be incorporated into next year’s rents.

 

116/PC/17 – Speed Awareness Sticker

Cllr Carter proposed to agree to order some speed awareness stickers for wheelie bins, 30MPH and 40MPH, 1000 stickers for £400 to be vired from the General Fund, seconded by Cllr Fox, RESOLVED to agree all in favour.

 

117/PC/17 – 11/11 2017  

AGREED this year’s 11/11 service details at the flagpole which is a Saturday.  Clerk to contact Revd Andrew Parry and Lewis Fry and inform the school to see if they wish to attend as usual.

 

118/PC/17 – Chiltern and SBDC Brownfield Register Consultation

NOTED.

 

119/PC/17 – Rogers Lane Zebra Crossing

CONSIDERED commissioning a safety audit for a potential crossing to enable access to the footpath leading to the recreation ground and school. Quotes were tabled.  Cllr Bagge proposed to accept quote from TMS for audit stage 1 and 2, this was seconded by Cllr Carter, RESOLVED to agree all in favour.
