MINUTES OF THE MEETING OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 8 JANUARY 2018 AT 7.30 P.M. IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES.

176/PC/18 – Police
RECEIVED a report from PCSO Fisher which was tabled.

178/PC/18 – Apologies for Absence
APOLOGIES were received from Cllr Crocker and Cllr Hoskins.
179/PC/18 – Declarations of interest
Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012. If that interest is a disclosable pecuniary interest as defined in the Code; the member should withdraw from the meeting for that item.

180/PC/18 – Minutes
RESOLVED to approve the minutes of the Council meeting held on 4 December 2017 which were signed by the Chairman.
181/PC/18 – County Councillor’s Report
Cllr Bagge said that currently the County are mostly budget setting for the next financial year.
Cllr Bagge attended a meeting to determine the rolling Capital Maintenance Programme for major resurfacing schemes in this area and will provide further information when officers produce the summary plan.
182/PC/18 – District Councillors’ Report
Cllr Bagge said that the District are mostly budget setting for the next financial year as well.
Cllr Bagge has returned to the planning committee and has been elected Chairman.
183/PC/18 – Chairman’s Update from last meeting.
Cllr Bagge said that the Christmas lights looked fantastic and had received many good reports from residents about them.
Cllr Bagge said how wonderful the Carols on the Green event was, and asked for thanks to be given to all of the working party and volunteers. He gave a special thanks to Cllr Carter for re introducing the Christmas market which was a huge success, as well as the reindeers.
Cllr Bagge also thanked Cllr Cox for his ongoing work moving the MVAS machines around the village regularly and keeping the batteries charged etc., and also for the regular reports from the data.
The Stoke Poges News deadline for the Spring Edition is 19 January 2018.
184/PC/18 – Khalsa School
Cllr Carter said that a consultation evening which took place on 19 December is also to take place on 10 January 2018 from 6.30pm – 7.30pm after complaints that the first one was too near Christmas.
The Noise Management Plan is still being decided and the working party have drafted their comments on what is now the 9th version of the plan.
185/PC/18 – WW1 Celebration
Cllr Carter said the next meeting of the working party will be on 17 January 2018 and they will start to book things for the event. Cllr Carter sought views about getting street furniture cleaned for the event, and also about inviting our guests from France and Oxford and how they will be catered for.
186/PC/18 – Carols on the Green
Cllr Carter reported than the event took place well within the allocated budget. It was agreed to re-book the reindeers again for next year. A collection of £403.36 was made to be donated to Bucks Vision.
187/PC/18 – Pergola
AGREED to extend offer to 12 February 2018 and the sealed bids to be opened at the Parish Council meeting that evening.
188/PC/18 – Allotments – Fly Tipping
Cllr Bagge has spoken to the Enforcement Officer at County and advice has been provided.
189/PC/18 – Reception Cups
DISCUSSED possible recipients of cup winners for reception, bringing back to February meeting for final decision.
190/PC/18 – Outdoor Cinema
RESOLVED to agree on new date 18 May 2018 for this year’s event, all in favour.
191/PC/18 – Litter Picking Event
DISCUSSED details for event this Saturday 13 January 2018, 10am
192/PC/18 – Pond
Request from resident adjoining the pond for tree roots to be cut out or the tree itself. Clerk did request official report.
Clerk to respond to resident asking for the official report which we must have before any remedial action can be taken.
193/PC/18 – LAF funding 2018/19
Proposals required for schemes for 2018/19 by Monday 5 February 2018. RESOLVED to agree to re-think about any possible ideas, bring back if anyone has any ideas.
194/PC/18 – SPN Invoicing
Cllr Carter proposed a 2% increase to the current advertisement rates, this was seconded by Cllr Fox, RESOLVED to agree all in favour.

Cllr Bagge to ask about roundels road markings and report back.
