Parish Comments:-  Object, Policies GB1, C1, GB11, EP3 & EP11 all apply.  This is contrary to the Woodland Road section 3.3.2 of the Townscape Character Study stated as a threat to the character of woodlands symmetrical design with bays and portico!

This proposal, if permitted, would be likely to act as a precursor of further applications for similar types of development within this part of the Green Belt, which the District Planning Authority would find increasingly difficult to resist and which, cumulatively, would further seriously prejudice the openness of the Green Belt and the aims and objectives of the Green Belt Policy.

The proposed development, by virtue of a combination of its size, scale, massing, style and proximity to the sites flank boundaries, would appear over dominant, obtrusive and out of keeping, as well as appearing as a cramped overdevelopment of the site. As such, it would have an adverse impact on the street scene and the character and visual amenities of the area. Therefore the proposal is contrary to policies H9 and EP3 of the South Bucks District Local Plan (adopted March 1999), and policy CP8 of the South Bucks Core Strategy (adopted February 2011), and the NPPF. Furthermore, the proposed development would not reflect the form or height of existing buildings on this designated Formal Suburban Road, to the detriment of its appearance and character and contrary to the content of the South Bucks Townscape Character Study.

Erection of a detached single storey dwelling following demolition of the existing storage building.

It is not considered that the existing farm building is of ‘substantial’ construction and capable of conversion into a dwelling without major re-construction. In addition the resulting dwelling and its associated garden/residential curtilage would have an urbanising impact on this rural setting and would erode the openness of the Green Belt and conflict with its purposes of safeguarding the countryside from encroachment. The proposal would constitute inappropriate development in the Green Belt which by definition is harmful and would be contrary to the aims of saved policies GB1 and GB2 of the South Bucks District Local Plan (adopted March 1999) and the guidance set out in the NPPF. 2. The application has failed to provide adequate survey information relating to bats and reptiles on the site. As such it has not possible to properly assess the impact of the proposed development on these protected species. In addition the application has failed to demonstrate how net gain for biodiversity will be obtained. The application is therefore contrary to Core Policy CP9 of the South Bucks Core Strategy (adopted February 2011) and the guidance set out of the NPPF.

 

This proposal, if permitted, would be likely to act as a precursor of further applications for similar types of development within this part of the Green Belt, which the District Planning Authority would find increasingly difficult to resist and which, cumulatively, would further seriously prejudice the openness of the Green Belt and the aims and objectives of the Green Belt Policy.

 

The Design and Access statement associated with this application states that the existing building is clad in corrugated metal.  We disagree strongly with this statement.  This is not a clad building it is an unstable structure primarily constructed of corrugated sheets.

 

We also disagree with the statement on page 18 of this application that the site has existing vehicular access.  There is currently no road or access suitable for vehicles.

 

The elevations and floor plans of the existing structure provided with this application are extremely inaccurate and falsely give the impression of a permanent and substantial structure.

 

We find the fact that this building has B use extremely strange.  It has never been used as any form of employment.

 

The application site is located within the Metropolitan Green Belt wherein there is a general presumption against inappropriate development except in very special circumstances. It has not been demonstrated that the existing building to be converted is of permanent and substantial construction and capable of conversion without major or complete re-construction. In addition the associated use of the land would detract from the open and undeveloped character of the Green Belt. The proposal constitutes inappropriate development within the Green Belt, which by definition is harmful, and no very special circumstances have been advanced sufficient to warrant an exception to Green Belt policy. As such the proposal is contrary to policies GB1 and GB2 of the South Bucks District Local Plan (adopted March 1999) and section 9 (Protecting Green Belt Land) of the NPPF. 2.

 

The proposed development would result in an intensification of use of an existing access at a point where visibility is substandard and would lead to danger and inconvenience to people using it and to highway users in general. The development is therefore contrary to saved policy TR5 of the South Buicks District Local Plan (adopted March 1999), the aims of the Buckinghamshire’s Local Transport Plan 4 and the guidance set out in the NPPF.
