MINUTES OF THE MEETING OF THE RECREATION AND ENVIRONMENT COMMITTEE OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 25 JUNE 2018 AT 7.30 P.M. IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE,
Present:- Cllr Carter (Chair), Cllr Crocker and Cllr Cox until 8pm when Cllr Bagge arrived.

MINUTES
001/RE/18 To Elect a Chairman for R & E for the coming year 18/19.
Cllr Crocker proposed that Cllr Carter be Chairman for the coming year, this was seconded by Cllr Cox, RESOLVED to agree, all in favour
002/RE/18 To Elect a Vice Chairman for R & E for the coming year 18/19.
Cllr Crocker proposed that Cllr Cox be Vice Chairman for the coming year, this was seconded by Cllr Carter, RESOLVED to agree, all in favour.
003/RE/18 Items by Members of Public Present 7.30pm-7.45pm
The meeting is open to the public and press and the first 15 minutes will be reserved, if required, for public comment.

004/RE/18 Apologies for absence.
APOLOGIES were received from Cllr Hoskins, Cllr Fox, Cllr Lynch and Cllr Bagge who would be late.
005/RE/18 Declarations of interest
Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012. If that interest is a prejudicial interest as defined in the Code; the Member should withdraw from the meeting for that item.

006/RE/18 Minutes
RESOLVED to approve the minutes of the R&E Committee held on 5 March 2018 which were signed by the Chairman.
007/RE/18 Football Bells Hill
To Decide on requests from football team manager to:-
- Buy new goal posts themselves and remove them after each game to the rear of the pavilion.
AGREED providing our contractor removes the old posts and that they purchase the correct sockets and covers to adhere to health and safety requirements at all times.
- Buy a line machine themselves and do the white lines themselves rather than our contractor
doing them.
AGREED
- Have a key (Manager only) to the hall in the pavilion to use on occasion.
AGREED providing the clerk is given prior notice of use of the hall and that it is left clean and tidy at all times and no-one else must be given the key apart from the manager.
- Use the pitches as usual during August for their pre-season friendlies.
AGREED must respect work being carried out in recreation ground during August 2018.
- To use the kitchen weekly to supply teas/coffees and bacon rolls to spectators.
AGREED to trial this for three months between September and December, the kitchen must be left immaculate each time otherwise it will be stopped.
Cllr Carter proposed a limit of £500 to be spent on a checker plate to go on the outside wall of the pavilion and to agree a signs saying no boots allowed inside the building and another outside each of the changing rooms, this was seconded by Cllr Crocker, RESOLVED to agree all in favour.
008/RE/18 Nettleship Wood
Update on Frank Solari tenant and paddocks tenant. NOTED all good.
009/RE/18 Bells Hill and Plough Lane Recreation Grounds
NOTED Playground reports received from new company. NOTED only minor works identified to be carried out as routine. Clerk to get price for matting to be replaced as per report.
Cllr Carter reported on works being carried out in readiness of WW1 event previously agreed, all in hand.
NOTED jogging trail start date 6 August 2018.
010/RE/18 Pavilion
NOTED cleaning of the fascia boards and painting the inside of the pavilion hall has been agreed by Full Council, works to take place on fascia boards next week, and painting in the summer holidays.
011/RE/18 Bells Hill Green
NOTED all planting is complete and the green is being watered each day by a volunteer. A clean up
will take place before 1/7/18 event and before 7/7/18 event. The benches are delayed.
Cllr Bagge arrived at 8pm.
AGREED to get Full Council approval on opening bank accounts for the Bells Hill Rec and for the
Bells Hill Green working party to enable them to apply for grants.
012/RE/18 Allotments
Cllr Cox update that upon attending the allotments on Sunday lunchtime there was no-one there and the gate was open and unlocked. There are a number of untidy plots which the clerk will write to the plot holders.
Cllr Cox explained the problems being encountered by the allotment holders with the lock on the new height barrier/lower gate. After discussion and to maintain security Cllr Bagge proposed and new padlock with a longer hasp be purchased which uses a key at the bottom of the padlock and snaps shut without using a key to lock it, and to replace all holders keys with a new key so long as they return their old one, this was seconded by Cllr Cox, RESOLVED to agree all in favour.
NOTED that the clerk, one councilor and the council chairman were contacted by an allotment holder to make a decision on allowing scalping’s from Duffield Lane roadworks to be loaded into the allotments by BCC to be used on the car park. All refused to give permission without council approval.
013/RE/18 Tree Inspections on Duffield Lane
NOTED that the tree report has been received and identified a large amount of work required. Cllr Bagge proposed that all of the works are carried out in line with Health and Safety and that the fund come from the R & E budget and the surplus of £4500 comes from the community library reserve on health and safety grounds; this was seconded by Cllr Carter. RESOLVED to agree all in favour.
014/RE/18 Christmas Lights Ceremony/Bells Hill Green
NOTED that during tree works on the Hollybush Hill side of the road and the felling of trees some lights had to be removed and disconnected by Lamps and Tubes and taken back to their depot for storage. Cllr Cox proposed that the quote to dig a new trench to take the electric supply to the next nearest tree and installation of new cables be accepted and taken from the budget for Xmas Lights this was seconded by Cllr Carter, RESOLVED to agree all in favour.
015/RE/18 Litter Picking Event
RESOLVED to agree to take to Full Council to decide on any more litter picking dates.
016/RE/18 Outdoor Cinema 7 September 2018
NOTED Grease is the film that has been booked.
017/RE/18 Tennis Club Lease Expiration
NOTED that the lease expires 2020. Club has contacted to clerk to enquire about how to extend, but has not responded since March 2018. RESOLVED to agree to investigate further over the summer about renewing the lease and bring back to Full Council in a part II for discussion.
