MINUTES OF THE MEETING OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 10 SEPTEMBER 2018 AT 7.30 P.M. IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES.

Present:- Cllr Bagge (Chair), Cllr Carter, Cllr Cox, Cllr Crocker, Cllr Fox, Cllr Lynch & Cllr Taylor.

MINUTES

087/PC/18 – Police

RECEIVED a report from the police, which was read out by PCSO Benawra.

 

088/PC/18 – Public Session Time (7.30 pm-7.45 pm)

The meeting is open to the public and press and fifteen minutes will be reserved, if required, for public comment.

2 members of public asked about the footways on Hartley Close and Wexham Street and if anything could be done to get them repaired.  Cllr Bagge said that his budget was not big enough to carry out the works but he has already looked at the problem and has asked for it to be put into the capital works programme for next year from April 19.

3 members of public explained about issues with regards to the grass area in the middle of Decies Way which has been taken off L & Q Maintenance programme and they have said that the land is not registered to them.  Cllr Carter explained that she had looked into this and item 103 relates to it and asked if it could be brought forward for the residents to listen to, all agreed.

 

1 member of public asked questions about the grass crete on Pennylets Green.  Councillor Bagge said that he would pick up these comments as county councillor and forward them to the County Council for action, and would get back to resident with their responses.

 

089/PC/18 – Apologies for Absence

APOLOGIES were received from Cllr Finan and Cllr Hoskins

 

090/PC/18 – Declarations of interest

Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012.  If that interest is a disclosable pecuniary interest as defined in the Code; the member should withdraw from the meeting for that item.

Cllr Bagge declared a personal interest in item 095.  As a member of SBDC planning committee he would chair this item but would not express views or take part in any vote.

 

103/PC/18 – Decies Way                                                     

Request from Cllr Carter to discuss central green area in Decies Way.

Cllr Carter explained that she had tried to establish who owns the green area checking with BCC, SBDC and the LAT and after land registry checks it appears the land is not registered.  Cllr Carter has asked officers at SBDC to check the transfer of the houses from SBDC to L & Q years ago and see what happened about that piece of land.  No response so far.  Cllr Bagge agreed to escalate.

 

091/PC/18 – Minutes

RESOLVED to approve the minutes of the Council meeting held on 9 July 2018 which were signed by the chairman.

 

092/PC/18 – County Councillor’s Report

Cllr Bagge reported that the medium term finance planning sessions have been taking place over the summer period.

 

093/PC/18 – District Councillors’ Report

Cllr Bagge reported that Stoke Poges is part of the Community Governance Review currently taking place and advised all councillors to respond to the consultation.

Planning Permission has been given for the multi story car park in Gerrards Cross.

Farnham Park Playing Fields are currently very expensive to run, plans to remove buildings and add another new building are being studied to see if it will make it more viable, and to incorporate some of the South Buckinghamshire golf course land.

 

094/PC/18 – Chairman’s Update from last meeting.

Cllr Bagge asked for thanks to be passed on to the Village Centre for decorating the Lionel Rigby Room.

Cllr Bagge has lost count of the amount of thanks passed onto the Parish Council for the WW1 Memorial on the Green and also the WW1 Spirit of Victory event, and also the Open Air Cinema event; residents are thrilled with them all.

Cllr Bagge welcomed the new Vicar, Revd Natasha Brady to the village, who has already become very involved in the community.

Cllr Bagge reported that the speedwatch volunteers have held two sessions on Bells Hill so far, resulting in a total of 68 vehicles receiving letters from the police about their speeding.

 

095/PC/18 – Khalsa School

Cllr Carter reported that there is no change in the noise issues and that the officer in charge of the Traffic Management Plan has not made any contact or responded to any requests!  Cllr Bagge to chase.

 

096/PC/18 – Vine Road Verges

Item deferred from last meeting and bring back after discussions with the bus company.  Mr Jeakins from the bus company sent his apologies and has not managed to do anything as yet, he asked for a reminder in a couple of weeks and Cllr Carter agreed to do.  Bring back to October meeting.

 

097/PC/18 – Footpath on Hollybush Hill   

Still no response from the Rights of Way team, Cllr Bagge to continue to chase, bring back to October meeting.

 

098/PC/18 – Litter Picking 12 September 2018

AGREED arrangements for event.

 

099/PC/18 – Fencing/Hedgerow Bells Hill Recreation Ground

Cllr Crocker proposed to accept the quote tabled to repair and replace fencing in Bells Hill Recreation Ground, this was seconded by Cllr Carter.  RESOLVED to agree all in favour.

 

100/PC/18 – Stone

AGREED Cllr Carter to write to the Village Centre Chairman to request removing stone from Bells Hill Green to Village Centre, to be taken to their next meeting in October.  Bring back with response.

 

101/PC/18 – 11/11

Cllr Bagge reported that the Church is keen to hold this year’s 11/11 service on the green at the new war memorial.  Cllr Bagge and Cllr Carter to liaise with the new vicar.  Cllr Carter proposed that we spend up to £300 on bunting and decorations for the event; this was seconded by Cllr Fox. RESOLVED to agree 6-1 to be taken from the donation budget S137.

102/PC/18 – 125 Anniversary of the Parish Council

Cllr Carter informed the councillors of the anniversary and suggested we hold some sort of celebration.  Cllr Crocker agreed to go away and investigate from County records dates and details.  Bring back to October.

 

104/PC/18 – Registered Land

RESOLVED to agree to the PC liaising with our solicitors to find out the procedure for registering any land that we own not previously registered. Bring back to October.

 

105/PC/18 – Adopting Grass Verges

Cllr Carter reported no response from County to discuss the possibility of an adopt your grass verge campaign, bring back to October.

 

106/PC/18 – Pennylets Green/Bollards

Cllr Carter asked should the Parish Council consider trialing the addition of bollards on the grasscrete allowing 2 wheels on and 2 wheels off, after much discussion no conclusion was reached and Cllr Bagge agreed to take this up with TFB.  Bring back to October.

 

107/PC/18 – Parking Enforcement

Cllr Bagge is awaiting the procedures to be sent.  Bring back to October.

 

108/PC/18 – Jogging/Walking Trail

Update given by Cllr Carter, the trail has about two weeks left to get finished.

 

109/PC/18 – Persimmon Homes

Request from Cllr Carter to discuss an approach to Persimmon Homes regarding the empty units, AGREED to try to broker a meeting with them.

 

110/PC/18 – Insurance

Renewal details circulated from Came & Company with three quotes.  To decide which quote to accept and agree amount quoted.  Cllr Carter proposed to accept the quote for three years from Ecclesiastical £3970.59 this was seconded by Cllr Taylor, RESOLVED to agree all in favour.

 

111/PC/18 – Notice Board/Information Board        

DSICUSSED replacing the temporary notice board at Bells Hill Green Shops with a much nicer sturdier board and moving it onto the green area.  AGREED to leave the notice board position where it is and to bring back prices.  DISCUSSED having an information board to match in the green area which will cost approximately £2k. Cllr Carter to get quotes and bring back to October meeting.

CONSIDERED changing the boards at the Village Centre and Tubwell Road as well AGREED to bring back prices.

 

112/PC/18 – Speeding Traffic Park Road

NOTED request from resident about speeding traffic on bend of Park Road by West End Lane, AGREED that the Parish Council have exhausted every option with regards to the speed in that area, we can’t have an MVAS on that bend or use the Community Speedwatch in a 40mph zone at this time.

 

113/PC/18 – Waldon Telecom Ltd

NOTED Consultation – MBNL (EE UK) Ltd and H3G (UK) Ltd, proposed replacement electronic communications base station, land on the west side of Wexham Street. Tabled at Planning Meeting 20 August 2018 and Noted. – AGREED No Objection.

 

114/PC/18 – Catesby Estates Plc

NOTED Meeting request regarding land of Gerrards Cross Road and Rogers Lane.  Tabled at Planning Meeting on 20 August 2018 and Noted to bring to Full Council with the recommendation that no meeting takes place until plans are in place.  RESOLVED to agree all in favour NOT to agree to a meeting at this stage.

 

115/PC/18 – Community Governance Review

NOTED that Stoke Poges Parish Council is to have a Community Governance Review in time for the next election in 2019.  Cllr Bagge urged all councillors to respond to the consultation.
