MINUTES OF THE MEETING OF THE RECREATION AND ENVIRONMENT COMMITTEE OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 22 OCTOBER 2018 AT 7.30 P.M. IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE,

021/RE/18 Declarations of interest
Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012. If that interest is a prejudicial interest as defined in the Code; the Member should withdraw from the meeting for that item.

022/RE/18 Minutes
RESOLVED to approve the minutes of the R&E Committee held on 25 June 2018 which were signed by the Chairman.
023/RE/18 Football Bells Hill
DSICUSSED the trial of teas and coffees being served and AGREED to extend the trial until the next
meeting in February 19.
NOTED the football manager is nearly ready to introduce kid’s football on a Sunday and is happy to
continue to pay for the slot.
NOTED that they sometimes use a Sunday morning to video some football techniques for their
website and use the changing rooms for this purpose.
024/RE/18 Nettleship Wood
RESOLVED to agree all in favour to continue to investigate using an agent to rent out the Frank Solari field, and to bring back to Full council with details.
025/RE/18 Bells Hill and Plough Lane Recreation Grounds
MUGA to agree to do something about the rattling of the MUGA walls which disturbs the neighbours. Wooden sleepers have rotted away, to agree to them being replaced with re-cycled sleepers. Quote tabled for this work and all Playground Inspection work to be carried out, total cost approximately £6k to be taken from the maintenance budget for the recreation grounds. Cllr Cox proposed to accept the quote, seconded by Cllr Crocker, RESOLVED to agree all in favour.
NOTED jogging trail finished 14 September 2018.
026/RE/18 Pavilion
NOTED cleaning of the fascia boards and painting the inside of the pavilion hall has been carried out satisfactorily over the summer months.
027/RE/18 Bells Hill Green
Friends of Bells Hill working party is now a properly formed constitution allowing them to apply for
grants of their own. All final decisions to be made by the Parish Council. RESOLVED to agree all in favour up to £50 to be spent on winter flowers to be placed around the flag pole.
028/RE/18 Allotments
Cllr Cox reported that there were few problems at present; most walkways had been cleared as requested. He asked if a piece of hedgerow could be cut back to allow pedestrians to walk around the gate to gain easier access to the lock, this was AGREED by all.
NOTED that the gate is continuously left open or unlocked even though the padlock and keys have been changed to make locking much easier.
RESOLVED to agree all in favour to add to the allotment agreement that the gate must always be kept closed and locked at all times.
NOTED that the clerk is constantly asked if the top barrier can be opened to allow chippings to be delivered. AGREED all in favour that Cllr Cox only could open the top barrier to allow chippings to be delivered at an agreed time with an agreed supplier and only occasionally.
NOTED a meeting is to be held by the Chairman, Vice Chairman and Clerk to discuss breaches and decide action to be taken.
029/RE/18 Tree Inspections on Duffield Lane
NOTED that tree works are still being carried out as agreed at the last meeting.
030/RE/18 Christmas Lights Ceremony/Bells Hill Green
NOTED that lights will be installed and switched on before or no later than 1 December 2018.
NOTED All paper work and risk assessments and road closures are in place for the ceremony on Friday 7 December 2018, event is exactly the same as last year as agreed in January 2018.
RESOLVED to agree all in favour to replace both tyres on the trailer this year.
RESOLVED to agree to ask Full Council in November about having a defibrillator in the village and if they agree to donate any monies collected towards it as this year’s donation from the event.
031/RE/18 Litter Picking Event
RESOLVED to agree to have a six months list of litter picking dates each year from spring to autumn and have them advertised on the notice boards six months in advance. Dates to be reported at the November meeting.
032/RE/18 Outdoor Cinema 7 September 2019
NOTED that the contract is signed for 7 September 2019. DECIDED to leave the film choice until next year. Full council to decide.
033/RE/18 125 Year Anniversary – Picnic in the park.
RESOLVED to agree all in favour to make the event as simple as possible, no outside caterers etc., people to bring everything themselves.
034/RE/18 – Cllr Crocker proposed a 3% increase on rent increases for the following for 2019/2020
this was seconded by Cllr Cox, RESOLVED to agree all in favour.

035/RE/18 – Cllr Crocker proposed a 3% increase on payment increases for the following for 2019/2020 which was seconded by Cllr Cox, RESOLVED to agree all in favour.
Playground Inspections/Litter Picking
Annual increase for 2019/20 for budget.
Pavilion Management
Annual increase for 2019/20 for budget.
036/RE/18 Grass Cutting Contracts
Cllr Carter proposed to accept the agree yearly rolling contract rates for 2019/20 from Albert Huber Ltd
this was seconded by Cllr Bagged, RESOLVED to agree all in favour.
037/PC/18 Weed Killing 2019/20
Cllr Bagge proposed to agree to continue with verge weed killing twice yearly at £450 per application.
Quotation through Progress Services and work carried out by The Whitby Partnership via our preferred
Method, to be agreed yearly, this was seconded by Cllr Carter, RESOLVED to agree all in favour.
038/PC/18 Re siting of Benches
Cllr Carter proposed to accept quote from Mayflower landscape to re install the benches from Bells Hill
Green into the recreation grounds, and one on Hollybush Hill quote £495, this was seconded by Cllr
Crocker, RESOLVED to agree all in favour. NOTED that the contractor is going to upgrade the benches free of charge.
039/PC/18 Bells Hill Recreation Ground Charity
NOTED that we will not be opening a bank account for the recreation ground.
040/PC/18 Finance Budgets 19/20
NOTED and Cllr Bagge proposed a 3% increase all on income and expenditure budgets for R & E for 2019/20, this was seconded by Cllr Crocker. RESOLVED to agree all in favour. To be ratified at Full Council in November.
