MINUTES OF THE MEETING OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 8 APRIL 2019 AT 7.30 P.M. IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES.
Present: – Cllr Bagge (Chair), Cllr Carter, Cllr Cox, Cllr Crocker, Cllr Finan & Cllr Fox.

273/PC/19 – Apologies for Absence
APOLOGIES were received from Cllr Hoskins, Cllr Lynch and Cllr Taylor.
274/PC/19 – Declarations of interest
Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012. If that interest is a disclosable pecuniary interest as defined in the Code; the member should withdraw from the meeting for that item.
Cllr Bagge declared an interest in item 279 as Chairman of the District Council Planning Committee, he would take part but not vote, also item 283 as Chairman of the Village Centre. Cllr Carter and Cllr Fox also declared an interest in item 283 as trustees of the Village Centre.

RESOLVED to approve the minutes of the Council meeting held on 11 March 2019 which were signed by the Chairman
276/PC/19 – County Councillor’s Report
Cllr Bagge reported that the winter roads programme was almost finished. The legal challenge required to oppose the Unitary Authority was not something the District Council was going to appeal.
277/PC/19 – District Councillors’ Report
Nothing to report.
278/PC/19 – Chairman’s Update from last meeting.
Nothing to report. Cllr Bagge was asked about the activity at Brockhurst Wood and it was agreed that Cllr Carter and Cllr Crocker would look into the purchase of plots and bring back to the next meeting their findings.
Cllr Bagge thanked the Clerk for organising the Parish Council Reception and thanked all councillors who helped out on the evening. He reported that it was a very successful evening.
279/PC/19 – Khalsa School
Cllr Carter reported that a meeting with the Head teacher of the Khalsa School is taking place on 7 May 2019.
280/PC/19 – Information Board
Agreed to defer item to the next meeting.
281/PC/19 – Defibrillator
Cllr Crocker updated the council on information given by the South Central Ambulance member and advice given. Ideal locations would be the foyer at the Village Centre or outside the Co-op. It was agreed for the clerk to formally ask the Village Centre and Cllr Crocker to ask the Co-op. Bring back.
282/PC/19 – School Traffic Working Party
Cllr Carter updated on the meeting held with the school, police and councillors. A parking buddy scheme was suggested but so far no-one has come forward, the police are keen on this idea. It was suggested that a letter goes to all surrounding relevant house which is endorsed by the Police, the school, County Council and the Parish Council. Several schemes have been suggested such as a crocodile scheme, environmental scheme, children and adults in high visibility jackets to try to educate drivers. The church has decided to turn their parking area into permit holders only. Cllr Bagge proposed to purchase 20 branded high visibility jackets for volunteer wardens and for children, cost £300 maximum, this was seconded by Cllr Finan, RESOLVED to agree all in favour.
283/PC/19 – Village Centre
Cllr Finan proposed to ratify agreement made at last meeting under item 254 to pay the Village Centre £1800 towards the cost of the alarm system repair, this was seconded by Cllr Crocker, RESOLVED to agree, all in favour.
284/PC/19 – Merchant Navy Day 3 September 2019
RESOLVED to agree all in favour to fly the flag on Merchant Navy Day, and Cllr Carter will speak to the vicar to discuss the possible small ceremony, and to bring back for decision.
285/PC/19 – Bells Hill Recreation Ground Grass
Recommendation from the grounds man contractors to re-seed the whole of the grass areas due to the extreme weather last year causing the grass to die and moss issues. Football pitch is not good and needs to addressed. Quote £2000 to include the machinery, labour and grass seed. RESOLVED to agree all in favour that the grass is fine and should recover on its own, the football club to re-seed the pitch if required.

(FROM FINANCE NOVEMBER 2018) Meeting should have been held on 25 March to consider!
Cllr Bagge proposed to consider monies held in the General Fund and Reserves & Consider any new projects be re-discussed at an extra meeting next year on March 25 2019, to then make recommendations to the Council for the cancellation of any existing Reserves and / or any changes to the sums held, this was seconded by Cllr Crocker, RESOLVED to agree all in favour.

(6) RESOLVED to agree, all in favour the financial risk assessment for 2019/20.
