001/PL/19          To Elect a Chairman for the coming year.

Cllr Taylor proposed that Cllr Carter be Chairman for the coming year and that Cllr Carter had given written consent to take accept the post if no-one else came forward at the meeting, this was seconded by Cllr Finan, RESOLVED to agree all in favour.

002/PL/19          To Elect a Vice Chairman for the coming year.

Cllr Finan proposed that Cllr Crocker be Vice Chairman for the coming year and that Cllr Crocker had given written consent to take accept the post if no-one else came forward at the meeting, this was seconded by Cllr Hoskins, RESOLVED to agree all in favour.

Cllr Finan proposed that Cllr Hoskins chair this meeting in the absence of Cllr Carter and Cllr Crocker, this was seconded by Cllr Taylor, RESOLVED to agree all in favour.

Parish Comments:-  The original planning application n PL/18/3727/FUL was NEVER received by the Parish Council so no comments were submitted, however we have looked at both applications and NOTHING has changed.  Therefore we Object for all of the same reasons given in the officers report for the first application:-

The brick wall, railings and gates would have an angular, hard edged and artificial built form that would be at odds with the natural openness and rural character of the area. As such, it is considered that the proposal is a form of development detrimental to the openness of the Green Belt and would constitute inappropriate development in the Green Belt. Furthermore, the proposal would appear out of keeping with the semi-rural character and would detract from the amenity of the area. No very special circumstances exist to outweigh the harm to the Green Belt and other harm identified. The proposal therefore conflicts with policies GB1 and EP3 and fails to accord with advice set out in Section 13 of the NPPF (2018).

Parish Comments:-  Pertaining to the retaining walls, alterations to ground levels, hard surfacing, fencing, landscaping we Object.  Policies GB1 (g) (i) & (ii) & GB2 apply.  The application clearly states that no trees or hedging has been removed, unfortunately a significant number of trees and hedgerow have already been removed which is not in keeping with the general locality and we and other residents have previously sent in photographic evidence of this.  This road is classed as a Woodland Road as it fits all the characteristics under the South Bucks Townscape Character Study and refers to the boundary treatment of tall well maintained dominated hedgerows and therefore the boundary treatment proposed does not comply with the Townscape study guidelines.  Under these guidelines retaining walls as given as an example of a threat to the character, and the proposed limestone cladding is totally out of character.  Policies GB1 & 2 and EP4 apply.

This proposal in completely out of keeping with the existing character of the surrounding area and is also contrary to the NPPF 12 section 127 (a) (b) & (c).

If minded to approve conditions should be made for re-planting.  No tree survey has been undertaken and submitted as part of this application.
