MINUTES OF THE MEETING OF THE RECREATION

AND ENVIRONMENT COMMITTEE OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 24 JUNE 2019 AT 7.30 P.M. IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE,STOKE POGES, BUCKS, SL2 4LP

MINUTES

001/RE/19       To Elect a Chairman for Recreation & Environment for the coming year 19/20.

Cllr Bagge proposed Cllr Carter as Chairman, this was seconded by Cllr Lynch, RESOLVED to agree all in favour.

002/RE/19       To Elect a Vice Chairman for Recreation & Environment for the coming year 19/20.

Cllr Fox proposed Cllr Cox as Vice Chairman, this was seconded by Cllr Lynch, RESOLVED to agree all in favour.

003/RE/19       Items by Members of Public Present 7.30pm-7.45pm

The meeting is open to the public and press and the first 15 minutes will be reserved, if required, for public comment.

004/RE/19  Apologies for absence.

APOLOGIES were received from Cllr Crocker.

005/RE/19  Declarations of interest

Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012.  If that interest is a prejudicial interest as defined in the Code; the Member should withdraw from the meeting for that item.

006/RE/19  Minutes

RESOLVED to approve the minutes of the R&E Committee held on 25 February 2019 which were signed by the Chairman.

007/RE/19  Football Bells Hill

NOTED that the clerk had put the football manager in touch with the show organisers to help on theday and to ensure the pitch is preserved.

008/RE/19  Nettleship Wood

NOTED that a tenant is now in place and is carrying out agreed works to make the field usable.  Cllr Carter proposed that we agree to offset the setting up costs of £750 against first years rent, this was seconded by Cllr Cox.  RESOLVED to agree all in favour.

009/RE/19           Bells Hill and Plough Lane Recreation Grounds

Update from Cllr Carter which worryingly points out that there are issues at Bells Hill rec with possible drug dealing and underage drinking at the moment, residents are clearing up the debris nightly, and youths are climbing into the locked MUGA in the mornings.  AGREED to discuss with the police, and ask contractors for advice on prevention methods. Cllr Bagge to ask for advice from officers at BCC

010/RE/19  Pavilion

Nothing to update.

011/RE/19  MUGA

NOTED that the MUGA is being locked and unlocked most days by volunteers.  NOTED that volunteers are still required to unlock on Friday, Saturday and Sunday.  NOTED MUGA points under item 009.

012/RE/19  Bells Hill Green

Cllr Carter has applied for a couple of grants.  Green looking wonderful.

013/RE/19           Allotments

Cllr Cox updated that a few allotments were looking unkempt and possibly unused.  Clerk to write to them over the summer.  The area of rat infestation is still being used even though the plots were taken back, clerk to write to get that part of the site cleared including these beds, and also write to user who has erected a green house without permission and gains entry to the allotments in a vehicle even though they do not own a key!

014/RE/19           Christmas Lights Ceremony/Bells Hill Green

Cllr Carter will start work on the stall bookings over the summer and the clerk will make a start on the necessary paperwork for the event.

015/RE/19  Litter Picking Event

NOTED litter picking dates are:-

Saturday July 13 – 10am – 12 noon

Wednesday September 10 – 6pm – 8pm

NOTED 20 new litter pickers on order.

016/RE/19  125 Year Anniversary – Picnic in the park.

AGREED all in favour to play background music on event on 7 July 2019.  NOTED extra bins on order.  AGREED to letter drop all residents surrounding the rec to inform them of the event.

017/RE/19  NOTED Date of next meeting:- 

28 October 2019

AGREED all in favour to ask Full Council in September if they would like to add the R & E meetings onto the end of Full Parish meetings in the same way that Finance now do.
