MINUTES OF THE MEETING OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 9 SEPTEMBER 2019 AT 7.30 P.M. IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES, SL2 4LP

085/PC/19 – Public Session Time (7.30 pm-7.45 pm)
The meeting is open to the public and press and fifteen minutes will be reserved, if required, for public comment.
One member of public talked about the parking issues at the Recreation Ground along with football parking issues, and apologised to the Chairman and the Clerk for an email sent to them at the weekend. It was agreed to bring item 112 forward to be discussed after item 88.
086/PC/19 – Apologies for Absence
APOLOGIES were received from Cllr Lynch.
087/PC/19 – Declarations of interest
Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012. If that interest is a disclosable pecuniary interest as defined in the Code; the member should withdraw from the meeting for that item.
Cllr Finan declared an interest in item 99.
088/PC/19 – Minutes
RESOLVED to approve the minutes of the Council meeting held on 1 July 2019 which were signed by the Chairman.
112/PC/19 – Unattended parking in entrance to Bells Hill Recreation Ground
It was agreed by all to give the football team permission to drop the lockable bollard in the recreation ground to accommodate more vehicles if necessary, providing it is organised safely. The Councillors agreed to organise a site meeting to discuss options and possibly yellow lines and bring back options and costs to the next meeting.
089/PC/19 – County Councillor’s Report
The County has been busy over the summer with unitary work so very quiet with everything else. School transport is being looked into. Community Boards will replace LAFS when it becomes Unitary, there will be 5 x more funds available but the South Bucks board will included all Parishes South of the M40 and be larger than the existing Beeches and will then include Wexham and the Ivers. There is a consultation open which everyone agreed to respond to individually.

091/PC/19 – Chairman’s Update from last meeting.
Cllr Bagge reported that the outdoor cinema event was a great success and the film was well received.
092/PC/19 – Khalsa School
RESOLVED to agree to defer to October 19
093/PC/19 – Information Board
RESOLVED to agree to defer to October 19
094/PC/19 – Defibrillator
NOTED purchase made and Cllr Bagge proposed to agree the quote of £190 to install at Village Centre and that the Parish Council should pay for the installation, this was seconded by Cllr Carter, RESOLVED to agree all in favour.
095/PC/19 – School Traffic Working Party
NOTED high visibility jackets are now purchased.
DISCUSSED and DECIDED all in favour that the opening of Bells Hill Rec for permit parking was no longer required.
DISCUSSED and Cllr Hoskins proposed to purchase four of the dummy children to be installed along the road side at just under £500 each, after County have done a feasibility study, this was seconded by Cllr Finan, RESOLVED to agree all in favour to be funded from the general fund.
8.45pm Cllr Fox left the meeting.
DISCUSSED and Cllr Hoskins proposed to purchase the Council’s own Speed Watch Camera and agree to spend up £3500 to be funded from the general fund, this was seconded by Cllr Cox, RESOLVED to agree all in favour.
096/PC/19 – Bells Hill Green
Nothing to update this month.
097/PC/19 – Picnic 7 July 2019
Update on event was that it was a low turnout.
098/PC/19 – Community Library
RESOLVED to arrange first meeting of the working party which includes Cllr Bagge, Cllr Carter, Cllr Crocker, Cllr Finan and Cllr Fox, on 18 September 2019 at 6.30pm in the Lionel Rigby Room.
099/PC/19 – Bells Hill Recreation Ground Bench
Cllr Carter proposed that the bench be moved further away from the houses and almost opposite the other bench which is behind the houses on Bells Hill, and accept the quote of £190 to be taken from the recreation budget this was seconded by Cllr Crocker, RESOLVED to agree with one abstention.
100/PC/19 – Recreation & Environment Meetings
RESOLVED to agree all in favour to add these meetings after Full Parish Council meetings as we have for Finance. AGREED next meeting would be on October 14 after Full PC instead of 28 October!
101/PC/19 – LAF Transport Project applications 2020/21
RESOLVED to agree all in favour to ask for a feasibility study to sort single yellow lines and add chicanes to prevent parking on Rogers Lane and help with congestion during school times.
102/PC/19 – Charity Butt Bins
RESOLVED to agree all in favour not to pursue this idea, but to bring back recycling in general to the next meeting.
103/PC/19 – Tree Works in Bells Hill Recreation Ground
Cllr Hoskins proposed to accept the quotation for works on the trees in the recreation ground, this was seconded by Cllr Carter, RESOLVED to agree all in favour.
104/PC/19 – Land alongside the Tennis Courts
DISCUSSED and decided on the possibility of placing a container on the allotments instead of this land to house the sleigh, costs to be brought back to the next meeting.
105/PC/19 – MUGA
Meeting held with A & M Fencing to discuss ways of making the MUGA less accessible when locked and make less noise. Quotation circulated for works that could be carried out. Agreed to defer until next meeting pending further clarification.
106/PC/19 – Email Addresses
DISCUSSED and agreed to arrange this for all councillor’s having a parish council email address in time for the next election.
107/PC/19 – Paperless
DISCUSSED and decided to look into this further on the possibility of going paperless, bring back.
108/PC/19 – High Interest Account
DISCUSSED and decide to defer this item on Cllr Crocker’s findings on a high interest account with no withdrawal for one year to gain 1.10% interest. Bring back.
109/PC/19 – CCLA
NOTED that the CCLA signing has been updated and to note funds and make any decision on whether to leave them or withdraw. Agreed to defer.
110/PC/19 – Planning Meeting with SBDC
NOTED that Cllr Carter and Cllr Crocker met with four officers from the Planning Department and now have a better understanding of the process and have promoted a better working relationship. Update given.
111/PC/19 – Grays Field
RESOLVED to agree all in favour to write to Stoke Park about the maintenance issues.

RESOLVED to agree all in favour to bring back about any event to be held on this day as per the information guide provided.
