MINUTES OF THE MEETING OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 14 OCTOBER 2019 AT 7.30 P.M. IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES, SL2 4LP

123/PC/19 – Apologies for Absence
APOLOGIES were received from Cllr Carter, Cllr Cox and Cllr Crocker.
124/PC/19 – Declarations of interest
Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012. If that interest is a disclosable pecuniary interest as defined in the Code; the member should withdraw from the meeting for that item.
Cllr Bagge declared an interest in item 129 as Chairman of the District Council Planning Committee; he would take part but not vote
125/PC/19 – Minutes
RESOLVED to approve the minutes of the Council meeting held on 9 September 2019 which were signed by the Chairman.
126/PC/19 – County Councillor’s Report
Cllr Bagge reported that the Scrutiny Committee has started working on the Unitary Budgets for next year and how the new Unitary Authority will operate, details are to be defined. The response to the consultation on the Community Board areas showed that it was a poor idea to split South Bucks in half. The Unitary Authority comes into effect on 1 April 2020.

The District Council has been re-energised and is in good order ready for the merge to Unitary.
128/PC/19 – Chairman’s Update from last meeting.
Cllr Bagge commented the lobby area and stairs to the undercroft car park at Bells Hill shops is tired and the white walls dirty, it was agreed for the clerk to write to the management company and ask if this area could be redecorated, possible with some sort of artwork applied to the walls. Studies show that areas which have art work are respected and better looked after.

129/PC/19 – Khalsa School
Update in the form of a written report submitted by Cllr Carter which said:
Two planning applications submitted.
1: Pioneer House Application for a Certificate of Lawfulness for civil ceremonies
2: Erection of a multi-purpose space and ancillary rooms, removal of existing modular classrooms, creation of a new footpath link with Khalsa Academy, creation of temporary construction access on School Lane and related landscaping, SUDS and other drainage works and associated works to 6no. TPO trees.
130/RE/19 Bells Hill Green
Update in the form of a written report on Friends of Bells Hill working party was submitted by Cllr Carter and said:-
Grant applied for from Mobbs Memorial Trust. £1000 awarded.
Taking donations of daffodil bulbs.
Planting taking place 29 October at 9.30 and 2 November 9.30.
Working with SP school towards more village cohesion. Children are being asked to donate bulbs. On 8 November some children will come to the green to plant bulbs and tidy up around the flagpole for 11/11.
131/PC/19 Bells Hill Green Maintenance Contract
Cllr Fox proposed that the contract which ends 31 December 2019 continues with the current contractor on a 3%
increase to current charges for 2020, this was seconded by Cllr Finan, RESOLVED to agree all in favour.
132/RE/19 Christmas Lights Ceremony/Bells Hill Green
Update in the form of a written report submitted by Cllr Carter and said:
Working with Stoke Poges school to get the children to make lanterns for the procession, funded by the Parent Teacher Association. Waiting for this project to be confirmed.
RESOLVED to agree all in favour to collect for another defibrillator at this year’s event.
133/RE/19 Litter Picking Event
RESOLVED to agree all in favour of doing litter picking events again next year from the spring to autumn.
Dates agreed:- Saturday 7 March 2020 – 10am – 12 noon, Wednesday 13 May 2020 – 6pm-8pm, Saturday 11 July 2020 – 10am – 12 noon, Wednesday 9 September 2020 – 6pm – 8pm.
134/RE/19 Grass Cutting Contracts
Cllr Finan proposed to agree yearly rolling contract rates for 2020/21 from Albert Huber Ltd at 4% increase, this
was seconded by Cllr Fox, RESOLVED to agree all in favour.
135/PC/19 Weed Killing 2020/21
Cllr Lynchproposed to agree to continue with verge weed killing twice yearly at £450 per application. Quotation
through Progress Services and work carried out by The Whitby Partnership via our preferred method, this was
seconded by Cllr Finan, RESOLVED to agree all in favour. Agreed to bring back each October for decision.
136/PC/19 – Community Library
Update given by Cllr Bagge from meeting held on 18 September 2019 with working party, a community library survey is being done and once carried out will gauge an appetite to have the community library.
137/PC/19 – High Interest Account
Cllr Lynch proposed that £85k be put into the Nationwide Business 1 Year Saver Account, this was seconded by Cllr Finan, RESOLVED to agree all in favour. Cllr Fox proposed that £85k be put into The Public Sector Deposit Fund/CCLA this was seconded by Cllr Lynch, RESOLVED to agree all in favour.

Agreed to defer to next meeting regarding funds and make any decision on whether to leave them or withdraw, to get more information.
139/PC/19 – Grays Field
Agreed to defer to next meeting the update from Stoke Park regarding the maintenance of the field and the fence.
140/PC/19 – Unattended parking in entrance to Bells Hill Recreation Ground
Site meeting took place by Cllr Bagge, Cllr Crocker, Cllr Cox, Cllr Carter and Julie Simmonds. It was agreed to ask the resident if they would allow a large sign to be put on their wall. It was also agreed to get costs to put double yellow lines all along the entrance. To ask resident how much they will contribute as they offered to do so in the public session at the meeting in September. Bring back.

RESOLVED to agree, all in favour to get quotes for a tree survey in the woods.
