MINUTES OF THE MEETING OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 13 JANUARY 2020 AT 7.30 P.M. IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES, SL2 4LP

Present:-Cllr Bagge (Chair), Cllr Carter, Cllr Cox, Cllr Crocker, Cllr Finan, Cllr Hoskins, Cllr Knox-Smith & Cllr Lynch.

In Attendance:-Mrs. J Simmonds (Clerk)

202/PC/20 – Public Session Time (7.30 pm-7.45 pm)

The meeting is open to the public and press and fifteen minutes will be reserved, if required, for public comment.

No comments.

203/PC/20 – Apologies for Absence

APOLOGIES were received from Cllr Fox.

204/PC/20 – Declarations of interest       

Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012.  If that interest is a disclosable pecuniary interest as defined in the Code; the member should withdraw from the meeting for that item.

Cllr Bagge declared an interest in item 209 as Chairman of the District Council Planning Committee; he would take part but not vote.

205/PC/20 – Minutes

RESOLVED to approve the minutes of the Council meeting held on 2 December 2020 which were signed by the Chairman. 

206/PC/20 – County Councillor’s Report  

Cllr Bagge reported that there is a now a countdown until the Unitary starts on 1 April 2020.  He has been involved in the Shadow Authority Budget task and finish group for 4 days assessing the draft budget for soundness. He has also taken up a resident’s special educational needs cases with officers.

207/PC/20 – District Councillors’ Report

Cllr Bagge reported that an applicant had communicated their intention to appeal against the refusal of an application for a gypsy and traveller site at Templewood Lane, which will be communicated in due course.  A special Council meeting was being held to agree introducing a Community Infrastructure Levy (CIL).

208/PC/20 – Chairman’s Update from last meeting.

Cllr Bagge reported that the SPN Spring Edition deadline was 24 January 2020.

209/PC/20 – Khalsa School

Nothing more to update other than what is already in the public domain.

210/PC/20 – High Interest Account

Cllr Bagge confirmed that the BLME bank savers account is not open to Parish Councils. To keep looking.

211/PC/20 – Gray’s Field

Cllr Bagge reported that Stoke Park communicated that they had installed the barriers to stop unauthorised access to the land.  Members asked Cllr Bagge to go back and say that they need to do both, block the access but also maintain the land beyond it!  Bring back response.

212/PC/20 – Brockhurst Wood

NOTED response from Arboriculturist on exactly what type of survey is required.  Agreed to get advice on how to carry out the survey.  Cllr Bagge reported that South Bucks District Council will not be writing to plot holders.  Cllr Carter offered to speak to our solicitor to see if he will do so.

213/PC/20 – Container/Sleigh

NOTED that a 20’x8’x8’ container is quoted at approximately £2568.  Cllr Carter to get a quote for a bigger container once the sleigh size is checked.

214/PC/20 – Website

Cllr Bagge updated the Council that he had given some training to the Clerk and that she was now able to upload and change certain documents on the site. Review and further training to take place in a few weeks.  

215/PC/20 – Local Area Forum

NOTED Confirmation of Rogers Lane Feasibility Study.  Cllr Bagge to go back to transport for Bucks and ask for another site meeting to include councillors so that they can discuss possible schemes first before committing to match funding.

216/PC/20 – Buckingham Town Council

NOTED Letter from this Town Council regarding the Buckinghamshire Unitary Authority: Community Boards and asking for a response.  AGREED all in favour to engage with the boards and see how it goes, it may mean more funding! See how it goes in the future.  Clerk to write.

217/PC/20 – Defibrillator

NOTED that a £420.88 surplus was made at the Carols event to go towards the cabinet. NOTED that the Manager of the Fox & Pheasant is going to self-fund a defibrillator outside the pub to facilitate that end of the village, and they will give any excess funds to the Parish Council to go towards the cabinet.
