MINUTES OF THE MEETING OF THE RECREATION AND ENVIRONMENT COMMITTEE OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 10 FEBRUARY 2020 AT 9.05 P.M. FOLLOWING THE FULL PARISH COUNCIL MEETING IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES, BUCKS, SL2 4LP

Present: – Cllr Carter (Chair), Cllr Cox, Cllr Crocker, Cllr Fox & Cllr Lynch.

030/RE/20            Items by Members of Public Present

The meeting is open to the public and press and the first 15 minutes will be reserved, if required, for public comment.

031/RE/20     Apologies for absence.

APOLOGIES were received from Cllr Bagge.

032/RE/20     Declarations of interest

Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012.  If that interest is a prejudicial interest as defined in the Code; the Member should withdraw from the meeting for that item.

033/RE/20     Minutes

RESOLVED to approve the minutes of the R&E Committee held on 10 October 2019 which were signed by the Chairman.

034/RE/20     Football Bells Hill

RESOLVED to agree all in favour that the cleaning of changing rooms and mud issues caused by the teams now playing on Saturdays and Sundays, be addressed by both Teams paying for 2 hours cleaning so 4 hours in total, this is how long it now takes the cleaner on a Monday.  Clerk to write to the manager, and it was also agreed to give notice to remove the old goal posts until end February 2020, if not removed the Parish Council will have them taken away and re-charge the club.  NOTED another team is interested in Sundays.

035/RE/20     Nettleship Wood

NOTED all running smoothly at the Frank Solari field and other paddocks.  

036/RE/20     Bells Hill and Plough Lane Recreation Grounds

NOTED no action or decisions required.

037/RE/20     Pavilion

NOTED no action or decisions required.

NOTED request to use jogging trail for kids running and storage at pavilion.  RESOLVED to agree all in favour to agree however it must be made clear that this is a public space and cannot be exclusive, also must have their own insurance and cannot use the Parish Council insurance for this group, storage is not available in the Pavilion.

038/RE/20     Allotments

NOTED from Cllr Cox that all is running smoothly at the allotments.

DISCUSSED and DECIDED that the rules on incinerators and the decision that the site should have one allotment association incinerator only should remain and the allotment agreement not be changed.  Fires remain banned.

039/RE/20     Playground Inspections

RoSPA training certificate runs out in February 2020.  Cllr Crocker proposed to agree to book a new course for the inspector on June 9, cost £350, seconded by Cllr Fox, RESOLVED to agree all in favour.

040/RE/20     MUGA

RESOLVED to agree to arrange a meeting with our contractors to discuss upgrading the noise issues on the MUGA and also installing anti climb rollers!  Clerk to message everyone in group to decide when to start locking and unlocking the MUGA.

041/RE/20  Bells Hill Green

NOTED update on Friends of Bells Hill Green working party and work to start commencing soon. Clerk to get

details on best kept village competition and bring back to Full Council.

042/RE/20     Christmas Lights Ceremony/Bells Hill Green

Cllr Carter proposed that a quote tabled for reindeer be accepted at £1200, this was seconded by Cllr Fox, RESOLVED to agree 4-1 in favour.

043/RE/20     NOTED Litter Picking Event

To note litter picking dates are:-

Saturday 7 March 2020 – 10am – 12 noon

Wednesday 13 May 2020 6pm-8pm

Saturday 11 July 2020 10am-12 noon

Wednesday 9 September 2020 6pm-8pm
