MINUTES

026/PC/20 – Public Session Time (7.30 pm-7.45 pm)

The meeting is open to the public and press and fifteen minutes will be reserved, if required, for public comment.

One member of public spoke about the Khalsa School and the new trust which they were involved in and gave a briefing on how the trust would run if they were accepted as a replacement for the existing trust which has had its funding agreement terminated.  Questions were asked by Councillors around whether they would operate as a normal school, whether they would have functions, travel to school, noise, whether existing trustees would be on the new trust.  The speaker confirmed that the school would run as any normal school, no additional functions would be held there other than usual school events such as Christmas etc, the travel to school would hopefully change if more local pupils attended, the noise issues would be looked into and under no circumstances would any existing trustees join this new trust.  The Parish Council were asked to support them.  They hope to have a decision at the beginning of August 2020.

027/PC/20 – Apologies for Absence

APOLOGIES were received from Cllr Hoskins.

028/PC/20 – Declarations of interest        

Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012.  If that interest is a disclosable pecuniary interest as defined in the Code; the member should withdraw from the meeting for that item.

029/PC/20 – Minutes

RESOLVED to approve the minutes of the Council meeting held on 8 June 2020 which will be signed by the Chairman.

030/PC/20 – Buckinghamshire Council Report  

Cllr Bagge reported that he had been elected Chairman of the Finance and Resources Select Committee.  The Buckinghamshire Council staff was praised for the support during the Corona Virus as excellent; Officers went above and beyond normal duties to ensure residents were kept safe and that funding and food parcels were provided to those in need.

031/PC/20 – Chairman’s Update from last meeting.

Nothing to report.

032/PC/20 – Khalsa School

Cllr Carter reported that she was invited to a meeting at Stoke Poges School and subsequently met with the new trust member who spoke at the public session.  It was suggested that the new trust met with the original working party for the Khalsa School and they did this two weeks ago.  This member of the trust regularly updates Cllr Carter on what is going on!

033/PC/20 – Beeches Community Board

NOTED first meeting to be held on 8 July 2020.  Cllr Lynch has asked to step down from this committee and for someone else to take it on, she agreed to attend this meeting as it was short notice.  To bring back to next Parish Council meeting to agree a new representative.

NOTED information received regarding Child-like bollards.  Cllr Bagge proposed to agree to the TFB conditions as the public had been consulted previously at a public meeting and were in favour of them, this was seconded by Cllr Finan.  RESOLVED to agree.

034/PC/20 – Litter Picking

NOTED next event is 11 July 2020 10am-12noon.

035/PC/20 – Speeding GX Road

Cllr Bagge updated the council that Buckinghamshire Council Highways has confirmed that there have been 2 slight injuries caused from collisions in the past five years, so not enough to reduce the speed limit.  Moving the signage would require a full legal process which would be costly.  Casualty Reduction will ask the Local Area Technician to identify locations for 40mph roundel repeater signs along the section of road concerned  It was suggested that the resident who asked for this to be looked into may wish to join the local Community Speedwatch group.  Police are aware of the speeding in Stoke Poges and are looking into it, but have confirmed that since lockdown this is happening in all areas. 

036/PC/20 – Streetlight

NOTED that a street light was damaged and has been removed by Bucks County Highways in its entirety.  NOTED once bill received from Highways Clerk will submit an insurance claim. Clerk obtained a quote which was presented to replace the post and light, it was agreed by all that the clerk should find out what the DNO charge was for and then gain approval via email, as this will be recovered by insurance.

037/PC/20 – Mobbs Close/Gray Park Road – Speeding

Request from resident to have a point for the MVAS near Mobbs Close.  It was agreed that this site was too near a roundabout for a speed MVAS point, but to prove the fact it was agreed to ask the Speedwatch Team to monitor traffic from there and report back.

038/PC/20 –   Outdoor Cinema

Cllr Carter updated the committee that a local person now had the equipment for an outdoor cinema and floated the idea of a drive in cinema this year.  It was agreed that there was probably insufficient volunteer capacity to hold one this year, but possibly next.

039/PC/20 –   Containers

NOTED that the area for the containers at the allotments is completed.  NOTED that the price for the containers has increased by £130 since lockdown, Cllr Bagge proposed to accept the increase, this was seconded by Cllr Finan, RESOLVED to agree all in favour.

040/PC/20 – Parish Councillors’ Email

To decide between two options of email hosting for separate Parish Council email addresses which is a requirement.  Cllr Bagge proposed to accept the cheaper option given of £50 per year for 11 email addresses and storage of 5GB, this was seconded by Cllr Lynch, RESOLVED to agree all in favour.

044/PC/20 – Co-option Parish Council Vacancy

RESOLVED to CONSIDER a request for co-option onto Parish Council.  Councillors asked the candidate some questions.  Cllr Bagge asked for a show of hands to co-opt the candidate onto the Council, RESOLVED to co-opt Mr Trevor Egleton onto the Parish Council, all in favour.  Cllr Egleton will sign an acceptance of office in front of the Clerk prior to the next Parish Council meeting in September 2020.
