011/PL/20           Items by Members of Public Present.

The meeting is open to the public and press and the first 15 minutes will be reserved, if required, for public comment.

2 members of public asked the committee for advice on a PNE application that had been received for a neighbouring property of theirs, advice was given to them to write to the head of Planning for answers and clarification on PNE applications between C2 & C3 use.

012/PL/20            Apologies for Absence

APOLOGIES were received from Cllr Crocker and Mr Harris.

013/PL/20           Declarations of Interest

Members to declare any personal interest in any item of business as defined in the Code of Conduct 2007.  If that interest is a prejudicial interest as defined in the Code, the member should withdraw from the meeting for that item.

Cllr Carter declared an interest in a delegated application PL/20/2133/FA received on the same day as the agenda was published, the clerk has asked for this application to be heard this evening due to the timescale for comments and the committee agreed.  The application is from Cllr Carter and she will be placed in the waiting room whilst it is discussed, and comments decided.

Subdivision of plot, erection of detached dwelling served by existing vehicular access and formation of new access to serve the existing dwelling.

Parish Comments:-  Object, Policies EP3 (a), (b), (d) & (f), HP (a) & (b) and NPPF section 12 all apply.  The proposed development, by virtue of a combination of its size, scale, massing, style and proximity to the sites flank boundaries, would appear over dominant, obtrusive and out of keeping, as well as appearing as a cramped overdevelopment of the site. As such, it would have an adverse impact on the street scene and the character and visual amenities of the area. Therefore the proposal is contrary to policies H9 and EP3 of the South Bucks District Local Plan (adopted March 1999), and policy CP8 of the South Bucks Core Strategy (adopted February 2011), and the NPPF. Furthermore, the proposed development would not reflect the form or height of existing buildings on this designated Formal Suburban Road, to the detriment of its appearance and character and contrary to the content of the South Bucks Townscape Character Study.

Parish Comments:-  Object, the proposed telecom mast would be cited in a prominent location visible within the open countryside in a sensitive Green Belt location.  The Height and bulk form would be highly visible when viewed from the surrounding area appearing visibly intrusive, it also forms an intrusion of the skyline particularly from the new Country Park and will adversely affect the appearance of this area.  Policies GB1, EP3, EP18 and section 15 of the NPPF apply.

PL/18/4806/FA                   Spring Cottage, Stoke Wood, Stoke Poges, Bucks, SL2 4AU

Erection of dwelling house, demolition of existing house and outbuildings.  Retention of existing garage.

Parish Comments:-  We have no objection in theory, however we have concerns over the use of the applications permitted development buildings in calculation!  We believe that if planning permission is granted then the permitted development rights should be removed. 

We object to the style of the proposal which is contrary to the South Bucks Townscape Character Study dated July 2015 in particular to section 3.3 Woodland Roads.  The character of the homes within these settings are in general to be of an asymmetrical and informal architectural composition and this is not!!  Policies EP3 (f) and H9 (a) apply.

This proposal, if permitted, would be likely to act as a precursor of further applications for similar types of development within this part of the Green Belt, which the District Planning Authority would find increasingly difficult to resist and which, cumulatively, would further seriously prejudice the openness of the Green Belt and the aims and objectives of the Green Belt Policy.
