MINUTES
046/PC/20 – Public Session Time (7.30 pm-7.45 pm)
The meeting is open to the public and press and fifteen minutes will be reserved, if required, for public comment.
Three members of public spoke regarding the allotment clause around business/education use. Several conversations took place between them and councillors. It was agreed that Cllr Carter, Cllr Cox and the Clerk would take this away to look at further and compile a report to be on an agenda item at the next meeting for further discussion and decision.

048/PC/20 – Declarations of interest
Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012. If that interest is a disclosable pecuniary interest as defined in the Code; the member should withdraw from the meeting for that item.

RESOLVED to approve the minutes of the Council meeting held on 6 July 2020 which will be signed by the Chairman
050/PC/20 – Buckinghamshire Council Report
Cllr Egleton reported the following:-
Beeches Community Board – Infrastructure & Highways Sub Group
The recommendation to the Board is to support the Rogers Lane Waiting Restrictions with part funding of £6204 to be match funded by the Parish
Supporting Older & Vulnerable People Sub Group
The group looked at best practice in the Board area and will be considering how IT support can be provided to isolated vulnerable residents.
Investigate how support can be provided for dementia sufferers and carers
The group acknowledged that many elderly and vulnerable residents have suffered depression etc. whilst self isolating and agreed that we should try and make this Christmas period special for them by contributing to the cost of events where possible or gift parcels etc
Wexham & Ivers Community Board Safer Communities Sub Group
This is a small group chaired by Ray Sangster who along with Cllr Egleton have an actual meeting with our Local Area Commander Superintendent Amy Clements on 11September to discuss local crime issues and anti-social behavior.
I raised the issue of the problems associated with the events at the Manor House Rickman’s Lane with the Thames Valley Police and Crime Commissioner resulting in the immediate three month temporary closure order.
051/PC/20 – Chairman’s Update from last meeting.
Cllr Bagge reported the very sad passing of Martin Wood who had been a fantastic friend to the Parish Council. Cllr Bagge asked for the minutes to acknowledge Martins’ contribution to this village and the Council. Cllr Carter said that Martin’s funeral will be held on 24 September and there are plans to line the streets. Cllr Carter has been asked to do a eulogy. The Parish Councillors and the Clerk all agreed that their condolences are with Martin’s family at this terribly sad time.
Cllr Bagge also reported that Cllr David Hoskins had resigned from the Council, and thanked David for his commitment and work during his time as a Councillor and he will be missed.
052/PC/20 – Khalsa School
Cllr Carter reported that the Khasla Primary School Trust was the preferred trust for the school. There will be three months for due diligence before they are able to take over. Cllr Carter has been advised that the Parish Council should be voicing their opinions during that period and is advised to write with any concerns to Dame Dethridge. RESOLVED to agree all in favour to write.
053/PC/20 – Beeches Community Board
RESOLVED to agree, all in favour that Cllr Egleton will kindly double up as County and Parish representative.

054/PC/20 – Litter Picking
NOTED next event is this Wednesday 9 September 6pm-8pm.
055/PC/20 – Insurance
Cllr Carter proposed to agree insurance renewal for last year of long-term agreement 20/21, this was seconded by Cllr Lynch. RESOLVED to agree all in favour.
056/PC/20 – Replacement Cableway Plough Lane
R & E Agreed to replace the cableway in Plough Lane and the rope bridge in Bells Hill Rec and agreed a spend of up to £5k. Quotation for replacement cableway and fitting is £7200, to agree to up the amount from £5k to £10k to allow for the rope bridge repair as well as some minor repairs on the playground inspection report.
Cllr Finan proposed to up the limit to £10k, this was seconded by Cllr Egleton, RESOLVED to agree all in favour.
057/PC/20 – Christmas Lights
DISCUSSED & DECIDED all in favour not to go ahead and hold this year’s event on 28 November 2020 due to Covid-19 and the rules and regulations around it. Cllr Bagge proposed that any budget for this event be spent on further adding to the Christmas Lights instead, this was seconded by Cllr Carter, RESOLVED to agree all in favour.
058/PC/20 – Buckinghamshire and Milton Keynes Association of Local Councils (BMKALC)
NOTED request from this organisation for the Council to consider joining this association. It was agreed by all that the letter does not explain fully what benefits the council get from joining. AGREED to write back saying non the wiser and invite a member to the next meeting to explain it in further detail.
059/PC/20 – Bus Service
Item requested by Cllr Finan to discuss new bus timetables and decide if we any actions about them.
The 104 stopped running on 31st August, the new 337 will not be coming through Stoke Poges,
And the 335 will be passing The Stag and going down Hollybush Hill.
It appears that negotiations are taking place with the bus companies but the Parish Council are not part of the discussion process. Cllr Bagge and Cllr Egleton agreed to find out the process and more information to be brought back to the next meeting.
