008/F/20              Public Session Time (15 Minutes)

The meeting is open to the public and press and fifteen minutes will be reserved, if required, for public comment.

009/F/20              Apologies for Absence

010/F/20              Declarations of Interest

Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012.  If that interest is a disclosable pecuniary interest as defined in the Code; the member should withdraw from the meeting for that item.

011/F/20              Minutes

RESOLVED to approve the minutes of the meeting held on 11 November 2019 which will be signed by the chairman.

012/F/20              Projects/Reserves/General Fund

RESOLVED to consider monies held in the General Fund and Reserves & Consider any new projects.  To make recommendations to the Council for the cancellation of any existing Reserves and / or any changes to the sums held. Circulated.          (Note already decided at last meeting:- Cllr Bagge proposed that £70k from the general fund at the end of March 2020 be transferred into the Green Belt Protection Fund Reserve, he also proposed that £10k from the general fund at the end of March 2020 be transferred into the Pavilion maintenance fund, these were seconded by Cllr Carter, RESOLVED to agree all in favour.)  

Cllr Carter proposed that £20k be added to the reserved under Playground Replacement and another £10k be added to the Green Belt Protection Fund, this was seconded by Cllr Bagge, RESOLVED to agree all in favour.  

013/F/20              Toddler Playground Fencing        

Both recreation ground toddler areas need the fencing and gates replaced as per several years of playground reports, there is a reserve in place of £10000.

Quote to replace both areas with like for like fencing but using composite posts and including replacement of all gates is approximately £22000.  To agree to add extra to the reserve or to add a new budget line for 2021-2022 and agree to the work being carried out. Cllr Bagge proposed to accept the quotation circulated and add £15000 to the budget for next year to cover the costs, this was seconded by Cllr Carter, RESOLVED to agree all in favour.

014/F/20              Bank Accounts

Cllr Bagge proposed that the funds should be transferred into further accounts in £85k blocks to spread the risk, Cllr Bagge agreed to ask at County what organisation’s they use and it should be agreed on email to go ahead and open as soon as possible, this was seconded by Cllr Lynch, RESOLVED to agree all in favour.

015/F/20              Budget 2021/2022

CONSIDERED amounts to be included in the budgets for 2021/2022, Cllr Bagge proposed a recommendation be put forward for the Parish Council Meeting to be held on 7 December 2020, this was seconded by Cllr Finan, RESOLVED to agree all in favour.

016/F/20              Precept

Cllr Finan proposed that the recommended Precept requirement for 2021/22 be £212985.83 and put forward for approval by the Parish Council Meeting to be held on 7 December 2020, this was seconded by Cllr Lynch, RESOLVED to agree all in favour.

017/F/20              Exclusion of the Press & Public

Public Bodies (Admission to Meetings) Act 1960 RESOLVED to exclude the press and public from the following business because publicity would prejudice the public interest by reason of the confidential nature of the business.

018/F/20              Clerks Appraisal

NOTED clerk’s appraisal has been carried out successfully

019/F/20              Clerks Salary

RESOLVED to agree honorarium for services in 2020, all in favour.

NOTED Date of next meeting: -May 2021 (after election) date to be decided.
