031/RE/21     Items by Members of Public Present first 15 Minutes.

The meeting is open to the public and press and the first 15 minutes will be reserved, if required, for public comment. 

Two members of public made comments on item 039 paragraph 3.      

032/RE/21     Apologies for absence.

033/RE/21     Declarations of interest

Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012.  If that interest is a prejudicial interest as defined in the Code; the Member should withdraw from the meeting for that item.

034/RE/21     Minutes

RESOLVED to approve the minutes of the R&E Committee held on 12 October 2020 which will be signed by the Chairman.

035/RE/21     Football Bells Hill

Update

NOTED games had to stop again due to lockdown.  Cllr Bagge proposed that the second half of fees for this season be waived, this was seconded by Cllr Crocker, RESOLVED to agree all in favour.

036/RE/21     Nettleship Wood

NOTED nothing to update on Frank Solari field and other paddocks.  

NOTED Tennant has reported that in the back field behind the allotment a tree has fallen and taken a portion of the fence out. There seems enough undergrowth etc. preventing the horses from escaping. AGREED that Cllr Fox and Cllr Carter will do a site visit and report back, any work required to be done under maintenance.

037/RE/21   Bells Hill and Plough Lane Recreation Grounds

NOTED nothing to update.

NOTED during this third lockdown playgrounds are allowed to stay open, but the MUGA has to be kept locked.

NOTED new zip wire and benches for Plough Lane are in stock and can be fitted as soon as the company can travel to a different area.

NOTED that the Clerk still needs to action a request from resident to look at the outer footpath in the recreation ground which they claim is in poor repair and difficult for people to walk on particularly elderly and to get quotes and bring back to Full Council.

NOTED that it was agreed to spend up to £25k to replace all fencing and gates around the two toddler areas. NOTED the agreed quote was for the wrong type of fencing and not RoSPA compliant.  RESOLVED to agree all in favour in preference of Hoop Top fencing in Green.  Cllr Crocker proposed to accept quotation number 3 from Greyhound Leisure for both recreation grounds, this was seconded by Cllr Lynch, RESOLVED to agree all in favour.

038/RE/21     Pavilion

NOTED nothing to update.

NOTED Pavilion is being checked inside and out by the caretaker several times a week.

039/RE/21     Allotments

Cllr Cox update the committee that a recent inspection had shown a few issues which he had passed on to the Clerk to action, other than those all was fine at the moment.

NOTED updated clauses in the allotment agreement done and sent to all holders with the annual renewal letter, payment confirms acceptance and agreement to abide by it ongoing.

NOTED that the working party have carried out all of the investigations into allowing child minded children to attend the site. 

Cllr Fox left the meeting at 10.05pm.

Cllr Egleton proposed that the lease stays the same and is not changed due the allotments being heavily subsidised by the Parish Council precept tax, and it would not be appropriate to allow anyone to profit from this subsidy, this was seconded by Cllr Cox, RESOLVED to agree, 4 -1 and 1 abstained.

040/RE/21   Bells Hill Green

NOTED nothing to update on Friends of Bells Hill working party.

NOTED that the statue will be re-lacquered in the spring as it needs several dry days between coats.

041/PC/21   Santa Sleigh

AGREED to speak to one resident and Cllr Finan to look and find out what is required for repairing the Santa Sleigh.

042/PC/21   Carols on the Green

NOTED the date for this year is Saturday 27 November 2021 and to set up a working party, AGREED Cllr Carter to speak to the scouts about helping with set up.

043/PC/21   Litter Bin by entrance to Bells Hill Recreation Ground

NOTED Request from a resident to move the bin elsewhere, AGREED to monitor the situation this summer and get a price to move the bin elsewhere but to ask the resident to cover the costs if required.

044/PC/21   Notice Boards

Request from Clerk to replace the current notice boards preference would be the Dual Door 12 x A4 board with optional stainless-steel backing for use with magnets.  Cllr Egleton proposed that the boards need replacing and updating, seconded by Cllr Crocker, all in favour.  AGREED that the clerk should get further quotes for different types of boards and bring back to Full Council for decision.
