3 members of public spoke about planning application PL/21/0603/FA and gave the committee their concerns.
1 member of public spoke about the Neighbourhood Plan and offered to support the Council with work on the plan looking at Heritage properties and other non-heritage properties, that should be identified.

Single storey side extension following demolition of existing garage and outbuilding in rear garden.
Parish Comments:- Object: Policies H13 (b) & (f), EP3 (b) & (c), H9 (a) & (b), Appendix 8, 9.1 & 9.2 all apply.
The proposed building is large and not subservient to the main dwelling. The height of this proposal is also too high for an outbuilding and could be reduced.
We have also noted inconsistencies in the ecology and tree report as there are several trees, mainly willows that pre date the houses which were built in 1958. We believe could be adversely affected.
This cluster of houses are situated in an area where the highway is higher than the front of the houses. With heavy rainfall, water drains naturally towards those houses and can cause flooding. There is an underground spring and stream so surface water drains along the side of these houses towards the back gardens and towards Duffield Lane
We suggest a thorough site visit to the rear of these properties as we believe these trees help to improve flooding and the loss of these trees would be detrimental. A site visit into the back gardens will show the natural stream, underground stream and number 19 which has already built a rear building which has dammed the flow, increasing flooding to the other houses.
If the local authority are minded to approve, we would suggest a condition should be placed on the permission so that it cannot be made into habitual accommodation as if permitted would be likely to act as a precursor of further applications for similar types of development which will further exacerbate existing flooding, which the Planning Authority would find increasingly difficult to resist.

Construction of a two and a half storey dwelling with link attached triple garage and associated amenity following demolition of existing dwelling with integral garage and demolition of detached single garage.
Parish Comments:- Object: Policies EP3 (a), (b) & (c), H9 (a) & (b) all apply.
The proposed development, by virtue of a combination of its size, scale, massing, style and proximity to the sites flank boundaries, would appear over dominant obtrusive and out of keeping. As such, it would have an adverse impact on the street scene and the character and visual amenities of the area. Therefore the proposal is contrary to policies H9 and EP3 of the South Bucks District Local Plan (adopted March 1999), and policy CP8 of the South Bucks Core Strategy (adopted February 2011), and the NPPF. Furthermore, the proposed development would not reflect the form or height of existing buildings.
The proposed detached double garage, by virtue of its height scale and siting, would appear unduly prominent and detrimental to the character and appearance of the street scene and the locality in general, and would therefore be contrary to Policies EP3 and H13of the SBDC Local Plan (adopted March 1999)
We believe that this house is of merit (NDNA) in the street scene and is irreplaceable, should this development be approved we believe it will act as a precursor to further similar applications.
We do not believe that the neighbouring properties have been notified and we have alerted the planning officer and we can see no evidence of consultees on the planning portal.

Parish Comments:- Object: Contrary to Part 12 of the National Planning Policy Framework (2019), saved policies EP3 and H11 set out in the South Bucks District Local Plan (adopted March 1999), Core Policy 8 of the South Bucks District Core Strategy (adopted February 2011), the South Bucks District Council Residential Design Guide (October 2008) and National Design Guide (2019).
The combination of the side and rear extension would engulf the host dwelling, covering some of the existing decorative style features and detracting from those which remain. As such, the proposed extensions do not integrate satisfactory with the existing features or harmonise with the decorative style of the host dwelling and are therefore considered to be detrimental to the character and appearance of the host dwelling.
