MINUTES of the Meeting of the Planning Committee held on21 June 2021 at 7.30pm IN THE CLUB ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES, SL2 4LP

There is already a container one container located here and we feel that adding another will clutter what is a Green Belt site and conservation area. We feel this is an urbanising feature. It will cause loss of parking and drainage issues. The site is next to a Grade 2 listed building. We feel it would be more pleasing in Green Belt to have one solution.

Installation of an England and Wales Cricket Board approved 3-Lane system within a safety fenced enclosure and with surrounding security fenced enclosure and with surrounding security fence. The Lanes are 34m in length and the overall footprint of the construction is 36m x 12.95m. AMENDED PLANS IN RED. COMMENTS FROM ORIGINAL PLANS ARE: -The Parish Council Clerk has asked the County Councillors to call this application in, acknowledged 25 May 2021.

We have already asked for this application to be called in and would ask that our previous comments are taken into account. We would like to add that we feel this is an urbanising feature and will affect the openness of the Green Belt. We feel that EP3, R6, C1, GB1, NPPF 143 and 144 apply. This proposal, if permitted, would be likely to act as a precursor for further applications of similar types of development within this part of the Green Belt, which the Planning Authority would find increasingly difficult to resist and which, cumulatively, would seriously prejudice the openness of the Green Belt and the aims and objectives of Green Belt policy.

Parish Council Comments: Object. The proposed development, by virtue of a combination of its size, scale, massing, style and proximity to the sites flank boundaries, would appear over dominant, obtrusive and out of keeping, as well as appearing as a cramped overdevelopment of the site. As such, it would have an adverse impact on the street scene and the character and visual amenities of the area. Therefore, the proposal is contrary to Policies H9 and EP3 of the South
Bucks District Local Plan (adopted March 1999) and policy CP8 of the South Bucks Core Strategy (adopted February
2011), and the NPPF. Furthermore, the proposed development would not reflect the form or height of existing buildings on this designated Formal Suburban Road, to the detriment of its appearance and character and contrary to the content of the “South Bucks Townscape Character Study”.
This application is also contrary to some of the conditions on the previous approval.

Erection of a multi-purpose space and ancillary room, removal of existing modular classrooms, creation of a new footpath link with Khalsa Academy, creation of temporary construction access on School Lane and related landscaping, SUDS and other drainage works and associated works to 6no TPO trees.
Parish Comments: – OBJECT (addition of multi-purpose space). This is an historically sensitive location set on a narrow-wooded lane within the green belt. The development does not meet any of the criteria of Policy GB1 and in light of the application from Pioneer House asking for approval to hold civil ceremonies there is a major concern that this building will be used as a venue for 3rd party events. Therefore, Policy GB5 (a), (b), (c), (d) & (e) would also become relevant. Additionally, we have concerns over an increase in parking onsite which would lead to the generation of additional traffic on an already busy but narrow lane. Policies TR5 and TR7 (d) would also apply. Furthermore, we consider that the proposed application does not meet any of the requirements of Policy EP3.

Parish Comments: – The proposal, by virtue of its constrained plot size is not of a form of development which is compatible with the scale and spacious pattern of development in the surrounding area. As such, the proposal would adversely impact upon this existing character and appearance of the area, contrary to policies EP3 and H9 of the South Bucks District Local Plan (Adopted March 1999) refer).
