MINUTES
001/RE/21 Election of a Chairman
Cllr Crocker proposed that Cllr Carter be Chairman for the coming year, this was seconded by Cllr Cox,
RESOLVED to agree all in favour.
002/RE/21 Election of a Vice Chairman
Cllr Crocker proposed that Cllr Cox be Chairman for the coming year, this was seconded by Cllr Bassi,
RESOLVED to agree all in favour.
003/RE/21 Items by Members of Public Present first 15 Minutes.
The meeting is open to the public and press and the first 15 minutes will be reserved, if required, for public comment.

004/RE/21 Apologies for absence.
APOLOGIES were received from Cllr Bagge and Cllr Egleton.
005/RE/21 Declarations of interest
Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012. If that interest is a prejudicial interest as defined in the Code; the Member should withdraw from the meeting for that item.

006/RE/21 Minutes
RESOLVED to approve the minutes of the R&E Committee held on 8 February 2021 and 5 July 2021 which were signed by the Chairman.
007/RE/21 Football Bells Hill
Nothing to report.
008/RE/21 Nettleship Wood
Nothing to report.
NOTED an oak tree has a large bough which could shed to be removed under Health and Safety.
009/RE/21 Bells Hill and Plough Lane Recreation Grounds
Update and any decisions as required.
NOTED MUGA is being locked and unlocked by volunteer neighbours. Trialing locking at 7pm and 8pm during summer holidays to be fair to users and to be neighbourly.
NOTED new zip wire and benches for Plough Lane have been fitted.
NOTED replacement fencing and gates around the two toddler areas has been completed.
NOTED Bells Hill Recreation Ground Zip Wire is broken and has rotted in the same way as the Plough Lane one and been taken out of use by removing the seat. Cllr Cox proposed to accept the quotation circulated to replace with a new one cost £7800 from the General Fund this was seconded by Cllr Flower, RESOLVED to agree all in favour.
Kissing Gates keep being vandalised to discuss and decide what to do going forward, agreed to bring back if this continues further.
NOTED that inspections have taken place and reports will be looked at over the summer.
NOTED and agreed all in favour that new signage in the Recreations Grounds is required under Health and Safety.
010/RE/21 Pavilion
Update and any decisions as required.
NOTED Request from Good Neighbour Scheme to use Pavilion and kitchen to take elderly for a coffee and cake meet on a few occasions over the summer, RESOLVED to agree all in favour.
Cllr Crocker proposed to agree to accept a quotation for a legionella water test and to continue annually, this was seconded by Cllr Cox, RESOLVED to agree all in favour.
NOTED Pavilion is being checked inside and out by the caretaker several times a week.
011/RE/21 Allotments
Cllr Cox reported that the allotments were mostly tidy with a few exceptions which could be down to holders shielding during Covid. Chipping deliveries and Manure deliveries are going well and organised with Cllr Cox opening up when delivering.
012/RE/21 Bells Hill Green
Update on Friends of Bells Hill working party is that most members have been shielding due to Covid so not much happening.
NOTED that the statue is still to be re-lacquered as it needs several dry days between coats.
013/PC/21 Santa Sleigh
Cost for repairing the Santa Sleigh is estimated at around £750.00 which is cheaper than purchasing a new one, Cllr Bassi proposed to spend up to £1000 from the General Fund if required, this was seconded by Cllr Flower, RESOLVED to agree all in favour.
014/PC/21 Carols on the Green
Cllr Bassi updated on event for this year on Saturday 27 November 2021, Marshalls and the SAG/Road Closure forms to be completed over the summer and an email updating all Councillors of details from Cllr Bassi will be sent before next meeting.
