MINUTES OF THE STOKE POGES PARISH COUNCIL MEETING HELD ON MONDAY 11 APRIL 2022 AT 7.30 P.M. IN LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES, SL2 4LP

Present:-  Cllr Carter (Chair), Cllr Bassi, Cllr Cox, Cllr Crocker, Cllr Egleton, Cllr Finan, Cllr Knox-Scott, Cllr Moore & Cllr Pritchard.

MINUTES

230/PC/22 – Public Session Time (7.30 pm-7.45 pm)

The meeting is open to the public and press and fifteen minutes will be reserved, if required, for public comment on items on the agenda.

One member of public was present to listen to item 240/PC/22. It was agreed by all to bring this item forward.

231/PC/22 – Apologies for Absence

APOLOGIES were received from Cllr Bagge and Cllr Flower.

232/PC/22 – Declarations of interest      

Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012.  If that interest is a disclosable pecuniary interest as defined in the Code; the member should withdraw from the meeting for that item.

233/PC/22 – Minutes

RESOLVED to approve the minutes of the Council meeting held on 14 March 2022 which were signed by the Chairman.

240/PC/22 – Pond   

NOTED response from specialist to questions asked after last meeting. DISCUSSED in detail and Cllr Carter proposed that the Clerk should write to all residents backing onto the pond and to explain the breakdown of the costs in the report and separate them out, to bullet point the options open to all and ask for their feedback, this was seconded by Cllr Crocker. RESOLVED to agree all in favour.  Bring back when feedback received.

234/PC/22 – Beeches Community Board

Cllr Egleton explained that the budget for the whole board had been reduced to £100k. The board had been split into three categories.  Roads and Infrastructure, Old & Vulnerable and Health and Wellbeing. It was agreed by all that we should concentrate on the last two when submitting schemes. 

NOTED resignation from a councillor on this board.

NOTED that the feasibility study has been produced for the Rogers Lane/Dog & Pot application to extend the barrier.  Councillors were appalled at the cost of the feasibility study to extend a barrier at Aldridge Place/Rogers Lane.  Cllr Egleton is to write a letter of complaint to the head of transportation.  The Clerk has asked for the extension of yellow lines on Rogers Lane to be included in this study to try to save costs.

235/PC/22 – Buckinghamshire Council Report  

Nothing to report.

236/PC/22 – Chairman’s Update from last meeting.

Cllr Bagge had left a report to say that the Parking Enforcement Manager was on long term sick leave and a colleague agreed that Stoke Poges had not been served well.  Cllr Carter will ask if the council can pay for services ad-hocly.

The Junction of Colum Green Lane was looked at and it came back that there had been no incidents with casualties in the last five years, therefore not high priority.

237/PC/22 – Neighbourhood Plan

Cllr Carter reported that two more policies were almost completed and they would soon be able to submit all of them to the consultant. 

238/PC/22 – Email Addresses

NOTED email addresses working well, NOTED two councillors still not using the addresses.

239/PC/22 – Reception 2022

Reception went very well and the feedback was very good with several thank you’s.

241/PC/22 – School Traffic/Traffic Watch Update

Update from Cllr Bagge and parking enforcement, report updated under Chairmans report item 236/PC/22

Cllr Carter updated the committee on the School/Traffic Watch marshalling, there were some shocking stories and some good ones.

It was agreed that the MVAS data will be collated and reported in each edition of the SPN by Cllr Cox who was happy to do this quarterly.

242/PC/22 – Frank Solari Field

Cllr Crocker proposed to accept the first quote of £7920 for all three fencing sections to be replaced around the Frank Solari field, £3000 is in the budget and the balance of £4920 to be taken from the GF, this was seconded by Cllr Moore, RESOLVED to agree all in favour.

243/PC/22 – Platinum Jubilee Event

Cllr Carter as Chair of R & E updated on progression so far, lots of things now booked, bunting received and hand held flags.  Meeting to be held by the working party next week. RESOLVED to agree all in favour to

purchase one more gazebo 3 x 6 to replace the broken one out of this budget.

244/PC/22 – Stoke Poges, Wexham and Fulmer Horticultural Society Request

NOTED that planting a flowering Cherry Trees on Bells Hill as agreed in no problem but will cost the Parish Council £110 for a cultivation licence.  RESOLVED to agree to change the location of the planting to Bells Hill Green.

NOTED one councillors resignation from this committee.
