Minutes Annual Full Parish Council Meeting 9 May 2016

MINUTES OF THE ANNUAL MEETING OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 09 MAY 2016 AT 7.30 P.M. IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES.

Present:- Cllr Bagge (Chair), Cllr Carter, Cllr Cox, Cllr Crocker, Cllr Finan & Cllr Fox.

MINUTES

 

001/PC/16 – To Elect a Chairman for the coming year.

Cllr Finan proposed that Cllr Bagge be Chairman for the coming year, this was seconded by Cllr Fox, RESOLVED to agree, all in favour and Cllr Bagge signed the declaration of acceptance of office.

 

002/PC/16 –         To Elect a Vice Chairman for the coming year.

Cllr Bagge proposed that Cllr Carter be Vice Chairman for the coming year, this was seconded by Cllr Crocker, RESOLVED to agree, all in favour and Cllr Carter signed the declaration of acceptance of office.

 

003/PC/16 – Police

RECEIVED a report from the police which was tabled.

 

004/PC/16 – Public Session Time (7.30 pm-7.45 pm)

The meeting is open to the public and press and fifteen minutes will be reserved, if required, for public comment.

005/PC/16 – Apologies for Absence

APOLOGIES were received from Cllr Hoskins, Cllr Huntley, Cllr Lynch, Cllr Taylor and the Police.

 

006/PC/16 – Declarations of interest

Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012. If that interest is a disclosable pecuniary interest as defined in the Code; the member should withdraw from the meeting for that item.

Cllr Bagge declared an interest in item 015. As a member and Leader of SBDC he would chair this item but would not express views or take part in any vote.

 

 

007/PC/16 – Minutes

RESOLVED to approve the minutes of the Council meeting held on 11 April 2016 which were signed by the Chairman.

 

008/PC/16 – Review of Standing Orders and Financial Regulations and Financial Risk   Assessment for 16/17.

RESOLVED AND AGREE no changes to any of the above, all in favour.

 

009/PC/16 –         RESOLVED TO AGREE To Appoint Committees and keep the same as last year as below, all in favour:-

Full Council – second Monday except July and December (first Monday) and if a bank holiday falls on second Monday then it will be previous week.

011/PC/16 – New Parish Plan

RESOLVED to agree to Cllr Carter and Cllr Crocker to look into what is involved in starting the process by declaring Stoke Poges as a Neighbourhood Area prior to starting a new parish plan, to bring back to June 16 meeting.

 

012/PC/16 – County Councillor’s Report

Councillor Egleton was not present.

 

013/PC/16 – District Councillors’ Report

Cllr Bagge reported that the Annual Meeting of the District Council was due to be held on 10 May. A multi-story car park is being considered for Station Road, Gerrards Cross.

 

014/PC/16 – Chairman’s Update from last meeting.

Cllr Bagge was pleased to report that the lighting of the beacon on 21 April for the Queens 90th birthday was a success, many thanks to Cllr Finan for his help with the arrangements, this was followed by the Annual Parish Meeting, which was well attended.

 

015/PC/16 – Khalsa School  

Cllr Carter reported that they are still waiting for the judge to say if the case can proceed to court or not!

         

016/PC/16 – Bells Hill Green

No update from SBDC after Parish proposal to take responsibility for the footpath and railings out of the agreement. SBDC taking decision back to cabinet. Unable to make any decision on response!  Bring back to June 16 meeting.

 

017/PC/16 – Pavilion

No update on progress on employing an on-call manager for the pavilion for when the alarm is sounded Cllr Bagge to advertise in the next SPN.

 

018/PC/16 – Fete

DISCUSSED and AGREED, all in favour not to have any involvement with this year’s fete on 4 June 2016, or future fetes but to attend and enjoy them.

 

019/PC/16 – Road Naming Hollybush Hill

Request from developer to name a new road off of Hollybush Hill ‘Tudor Court’.

Cllr Carter proposed Mayer Close, Cllr Crocker seconded, vote showed 2 for and 3 against, 1 abstention.

Cllr Fox proposed Allhusen Place and Dorothy House, seconded by Cllr Finan, vote showed 4 for and 2 abstentions, vote carried.

 

020/PC/16 – Request for a contribution

Request from Stoke Poges Events Committee for a donation to a Grand Tea for residents who are 90 in this year, towards a gift for each of a commemorative coin. Cllr Bagge proposed that we pass this to Cllr Smith Chairman of South Bucks District Council and ask him to fund this from his Chairman’s fund, seconded by Cllr Crocker, RESOLVED to agree all in favour.

 

021/PC/16 – Virgin Media bringing Ultrafast Broadband to Stoke Poges

NOTED Information received and an offer of a short presentation in the next few weeks.

         To resolve to vire any funds if required from the general fund at the end of March 2017 up to £50k for statutory challenge costs if required.

To note that an application to this bank resulted in not receiving any replies even though it was chased several times.

To note that since the audit the internal auditor has asked that we review internal controls of online banking, suggesting that another cheque signatory authorises online payments. Clerk to check with Lloyds and Barclays to see what can be put in place.

 

011/F/16          Visit to France in October – Etricourt-Manancourt                        

To note that travel and accommodation/meal expenses can be paid for under section 137 and CAB Section G Twinning part 27.11. To agree to go this route and bring back to full council for complete approval.

Parish Comments:- No objection subject to the arboriculturalists report, however due to this being in the Conservation Area we would prefer not to have the loss of a tree and would ask that a replacement is replanted.

16/00574/CLUED       Firs Field, Duffield Lane, Stoke Poges, Bucks

App for Cert of Lawfulness for:- Use of existing building on site as general storage facility (Class B8).

Parish Comments:- Object: Greenbelt and bordered on two sides by SSSI.

This is a contentious site as the previous owner wanted to build a house and could not obtain planning consent. The owner then set about erecting corrugated iron sheets which has never been a building or a store and using it as a dump in an endeavour to make to site unattractive.

The Parish Council have endeavoured on more than one occasion to get the site cleared, on the last attempt 4/5 years ago, the portfolio holder refused to get involved. We do not believe that there is evidence that the site is used as a store and there is no proper access. There has been an attempt in the last few months to fix the corrugated sheet. We do not believe that the photos submitted are a true reflection of the site.

We believe the current applicant has purchased the land in the hope of building a house

Proposed temporary site access for construction vehicles from Templewood Lane.

Parish Council:- In principle we have no objection, but any damage caused should be made good at the end of the build and the removal of hedgerows and trees should be re-instated.

Parish Council:- We cannot comment as there are contradictions between the plans and the drawings and we can’t tell if they are existing or proposed.

16/00636/FUL             Land adjacent St Andrews Church Centre, Rogers Lane, Stoke Poges, SL2 4LN

Two semi-detached dwellinghouses.

Parish Comments:- Object, This location is congested already and removing parking spaces is ludicrous, TR7 (a) appendix 6 applies.

We have witnessed parking issues which spill out on to the narrow road whilst the church is in use for worship and for commercial rentals. This is next to the school which already has major parking and congestion problems. 

Planning permission 09/00329/FUL contained permission for two dwellings for church workers, both of these dwellings have always been rented our commercially so we would question why the church requires additional accommodation for church workers when they are not using their existing accommodation from this original planning permission application.

EP3 (b), (d) & (f) all apply and this is in or adjacent to the Conservation Area.

16/00695/FUL             The Old Post Office, Hollybush Hill, Stoke Poges, SL2 4PW

Construction of brick wall and sliding electric gate.

Parish Comments:- Object to the wall and to the height this is out of keeping with that area and we object to the loss of the hedgerow.  This corner has houses of character with low walls and an abundance of hedgerows.  We believe that the application could still install electric gates by stepping it in allowing the vehicle to stay off of a busy highway and junction whilst maintaining the hedgerow.  EP3 (f), EP4 (b) & (d) apply.

(T1) Cherry – fell (TPO no 12, 2003)

Parish Comments:- Object based on the conditions attached to previous application 13/01227/TPO which have not been adhered to where a replacement tree for T52 was supposed to be planted and has not been!

T52 tree has already been cut back in such a way that it is severely damaged and before it is allowed to be removed T53 should be replaced and there should be provision for T52 to be replaced as well.

MINUTES OF THE ANNUAL PARISH MEETING OF THE STOKE POGES PARISH COUNCIL HELD AT 8PM ON THURSDAY 21 APRIL 2016 IN THE VILLAGE HALL AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES, BUCKS, SL2 4LP

  1. Apologies for absence

APOLOGIES were received from Cllr Cox, Cllr Huntley and the Police.

2. RESOLVED to confirm the minutes of the meeting held on 23 April 2015 previously circulated, which were signed by the Chairman.

3. Chairman’s Annual Report.

Cllr Bagge welcomed everyone to the meeting and thanked those who attended the lighting of the beacon prior to the meeting for the Queen’s 90 Birthday.

Cllr Bagge gave an extensive report of the Parish Council’s priorities and work over the past twelve months, showing the main items of expenditure and achievements. This was a year of progress and consolidation, to include the finished pavilion, the re-surfaced drive and car park at Bells Hill Recreation Ground, the land drainage and soak aways near the MUGA and the continuation of the Good Neighbour Scheme.

Other items of update from Cllr Bagge:-

In February 2016 Greg Clarke decided that the Khalsa School could stay and so SBDC and the Parish Council are both challenging the decision.

The Carols on the Green is continuing and still successful, and this year there will be a party in the park at Bells Hill for the Queen’s 90th birthday on 12 June.

There was a special edition of the Stoke Poges News for the Thomas Gray Tercentenary, sponsored by Stoke Park. Cllr Bagge thanked them for this.

The website has had an overhaul and been refreshed.

There have been big cuts at BCC. SBDC are developing a new joint local plan with Chiltern District Council.  The Litter picking agreed at last year’s meeting was met          with challenging restrictions for health and safety and therefore the Parish Council    agreed to support the Friends of Stoke Common Clean for the Queen day instead.

The 2016 Precept has been frozen.

On behalf of all parishioners, Cllr Bagge thanked his fellow councillors for their hard work and especially Cllr Carter as his Vice Chairman for all her efforts on the above works and the ongoing campaign against the secondary school, and all councillors and residents involved in the working parties for both the school and the local plan.

Cllr Bagge also thanked the clerk for her hard work and commitment to the Parish.

4. General Discussion and Question Time.

Several questions were asked by members of the public and were satisfactorily answered by Cllr Bagge and other councillors in the room.

Cllr Bagge reported that the District Council had decided to challenge in court the decision by the Secretary of State to allow the Khalsa school to stay on site.

276/PC/16 – Khalsa School           

NOTED that the Parish Council lodge a court challenge on 24 March 2016. The government then asked for a ten day extension to the deadline of which the Parish Council have had to say yes.  The court have asked if the Parish Council and the District Council cases can be heard on the same day.  Cllr Carter informed the Council that a tabled press release would be sent out this week, some minor changes to be made but all in favour.

 

277/PC/16 – Bells Hill Green

278/PC/16 – Beacon Lighting 21 April 2016

NOTED that the lighting time was agreed at 7.30pm but due to demand requests have been made to change to 8.30pm, however, any parish already organised for 7.30pm is fine to carry on with that time, to note that due the APM starting at 8pm the same evening, 7.30pm would be the best time to light the beacon.

 

279/PC/16 – Pavilion

NOTED progress on employing an on-call manager for the pavilion for when the alarm is sounded. Clerk sounded out Village Centre Manager, who was not interested in taking the role.

 

NOTED that seeking legal advice and costs to transfer the Pavilion to the Bells Hill Recreation Ground Charity to minimise Business Rate liability, was not necessary at this stage because the Budget introduced an exemption for small business premises with a rateable value below £6000 reducing the rates to zero for 15/16 and 16/17.

 

280/PC/16 – Etricourt-Manancourt

NOTED Invitation to a ceremony to be held in Etricourt-Mancourt, northern France, on 16 October 2016, to name the village square ‘Place du 11 Novembre – Stoke Poges’ in recognition of financial aid provided by villagers following World War I. Clerk to respond saying that there will be some representation from the Parish Council at the ceremony.

NOTED Results of speed review previously circulated, and that most speeding vehicles were late at night. Cllr Cox to set up data collection from the MVAS.
