APPENDIX 3

PLANNING DECISIONS

15/02477/FUL 3 Clevehurst Close, Stoke Poges, Bucks, SL2 4EP

Replacement dwelling and construction of vehicular access.

Parish Comments:-  Object, this whole application contravenes the following policies:-  EP3 (a), (b), (c), (d) & (e), H9 (a) & (b), H10 (a), (b), (c), (d), & (e), EP5 (a) & (b)

The east elevation to number 5 Clevehurst Close will suffer a complete loss of light into their ground floor bay window, the window is not shown on the applicants plans!!!  The living accommodation over the garage at number 5 Clevehurst Close will also suffer loss of light issues due to the 60 degree rule not being applied.

The applicant has quoted policies EP6 TR5 and TR7, we do not believe that these are relevant to application.

We do not believe that this development fits or enhances the street scene in any way, it is over dominant and not in scale with the surrounding houses and does not respect or harmonise with surrounding houses, and will prevent loss of daylight to neighbours.

Contrary to the NPPF paragraph 60 we believe that this does not reflect local distinctiveness.

If minded to approve we believe that this will act as a precursor for further inappropriate redevelopment and over development of this distinctive road.

Refusal of Planning Permission

15/02459/FUL Arklow, Church Lane, Stoke Poges, Bucks, SL2 4NZ

Detached Garage.

Parish Comments:-  Object based on the fact that we believe this will be habitable accommodation and is over development in the Green Belt.  Policies GB1, GB10, H13 (c) and (h) all apply.

Refusal of Planning Permission

15/02397/FUL Kulm, Stoke Wood, Stoke Poges, Bucks, SL2 4BA

Part two storey/part first floor side/rear extensions incorporating attached garage and orangery.

Parish Comments:-  Object, Policies L10, EP4, GB1, GB10 and section 9 of the NPPF all apply.  Overall it is impossible to tell from the plans what is happening as they are inadequate just like the last application where we commented the following:-

We are unable to make any comments on this application because the drawings are wholly inadequate to enable us to make any decision, and it is impossible to work out what is being proposed and if it is within the 50% rules in the Green Belt.  We would request that this application is refused and request that new adequate drawings be submitted.

A previous application 15/01584/FUL which was refused by the case officer for the following reason

also apply to this application:-

Full Planning Permission

15/02441/FUL 31 Penn Meadow, Stoke Poges, Bucks, SL2 4EB

Front Porch, two storey side and rear extension.

Parish Comments:-  Object, Policy EP3 applies.  We believe that this will be a precursor in a road with 3 bedroomed semi’s changing the character of the road completely.

Full Planning Permission

15/02215/FUL 16 Penn Meadow, Stoke Poges, Bucks, SL2 4EB

Erection of a detached two storey dwelling.  Associated car parking and alterations to vehicular access.

Parish Comments: – The Parish Council welcome smaller property development as there is a shortage of them in this village, however the depth of this development does not harmonise well in the street scene.  To comply with policies EP3, H9 and EP5 we are concerned about the depth and massing impacting on light and amenities.  If the building was to be moved forward to be in line with existing building lines next door this would alleviate this problem.  If minded to approve we would ask that you remove permitted development rights.

Full Planning Permission

15/02315/FUL 1 Stoke Green Cottages, Stoke Green, Stoke Poges, SL2 4HR

Proposed carport incorporating shed.

Parish Comments:-  No Comment.

Full Planning Permission

Full Planning Permission

15/02144/FUL Land between 43 & 45 Sefton Close, Stoke Poges, Bucks

Redevlopment of site to provide one pair of semi-detached dwellings.

Parish Comments:- Object, our previous comments still apply which were:-

Object.  Overdevelopment of site.  Policies EP3 (a), (b), (d), (e) & (f), H9 (a) and TR5 (c) all apply.   We do not believe that this development is in scale with the surrounding houses,   it is oversized.  The siting of the building would adversely affect the character and amenities of nearby properties, creating congested groupings of buildings and removes the spaces between the buildings.  It is overdevelopment and is crammed.  As a Parish Council we are currently dealing with problems of parking on pavements and grass verges making accessibility for pedestrians difficult and in some cases impassable.  These issues have a more significant effect on the elderly, infirm and persons with pushchairs.  We believe that this will lead to an increase of visitors which will mean more cars parking in an already congested, narrow cul-de-sac further exacerbating current issues.

In addition to these previous comments two dwellings would exacerbate the increase in traffic and parking problems, and policies TR5 (c) and TR7 apply.

Full Planning Permission

Parish Comments:-  The existing plans are not a true reflection of what is currently there?  They misrepresent the existing form and are misleading!  We have been informed that work has commenced on turning the garage into habitable accommodation.

Full Planning Permission

15/02177/FUL Broomfield, Church Lane, Stoke Poges, Bucks, SL2 4PB

NEW PLANNING APPLICATIONS RECEIVED

15/01948/FUL Pinewood Nurseries, Wexham Street, Stoke Poges, Bucks.

Proposed agricultural building with new access road.

Parish Comments:-  We feel that this causes extra pressure in the Green Belt and is such a sensitive area so close to Wexham Park Hospital and that if minded to approve the applicants should definitely block up the existing access leaving just a driveway to the original house just inside.

Temporary 12 month car park for approximately 400 vehicles.

Parish Comment:   Object GB1 (g) (i), GB5 (d), GB9 (a) & (c). If SBDC were minded to approve this scheme we would wish to be assured that the development would only be in place for one year and that full remediation would take place after that time, i.e. complete removal of all grass grid, resoil and seed, replace hedges and trees including repairing the hedge where the entrance was formed.  We have serious concerns that if approved this car park would become a permanent feature and could act as a precursor to other development.

048/RE/15  Bells Hill and Plough Lane Recreation Grounds

To note however that the football team due to play at Plough Lane have pulled out of the agreement after just one match and one training session, due to the amount on dog mess on the pitch.

running.

050/RE/15  Allotments

To note that the Clerk and Cllr Crocker have obtained from advice from SBDC but have been unable to

get a site meeting in place; however the officer has confirmed that the water table in that area is high,

and any amount of work to rectify the problem will almost certainly be a waste of money as it is an

impossible task , he confirmed that the ditches cannot cope with the amount of water coming off of the

common and down Templewood Lane.  No easy answer.

To note letter received from the Allotment Association on this subject with proposal for works to deal with the flooding issues and a request to settle the outstanding invoice discussed last time which was agreed to bring back to this meeting .  To decide on both proposals.

To discuss allotments in general and work carried out to improve them by the Cllr Cox and the Clerk, in

particular to decide on existing gates and access across the allotments and if gates should be removed

and vehicles being able to drive all the way around the plots, and park up rather than returning them to

the car park, both issues mentioned in the agreement but could be conflicting.
