Minutes of Parish Council Meeting 14 March 2016

MINUTES OF THE MEETING OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 14 MARCH 2016 AT 7.30 P.M. IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES.

Present:- Cllr Bagge (Chair), Cllr Carter, Cllr Cox, Cllr Crocker, Cllr Fox, Cllr Hoskins, Cllr Huntley, Cllr Lynch & Cllr Taylor.

In Attendance:- Mrs J Simmonds (Clerk)

Also present:- Cllr Egleton and seven members of public.

MINUTES

242/PC/16 – Police

The police were unable to attend and a written report was tabled.

 

243/PC/16 – Public Session Time (7.30 pm-7.45 pm)

The meeting is open to the public and press and fifteen minutes will be reserved, if required, for public comment.

Six member of public were present to see observe the debate and decision on item 250/PC/16.

 

One member of public asked about the communications for the Local Plan Meeting held on 29 February.

 

244/PC/16 – Apologies for Absence

APOLOGIES were received from Cllr Finan.

 

245/PC/16- Declarations of interest

Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012. If that interest is a disclosable pecuniary interest as defined in the Code; the member should withdraw from the meeting for that item.

Cllr Bagge declared an interest in item 250. As a member and Leader of SBDC he would chair this item but would not express views or take part in any vote.

 

246/PC/16 – Minutes

RESOLVED to approve the minutes of the Council meeting held on 8 February 2016 which were signed by the Chairman.

 

247/PC/16 – County Councillor’s Report

Councillor Egleton reported that budgets were being sorted at cabinet level and the council were moving to being paperless to save money. The Chief Executive is retiring and it will take three to six months for a replacement to be appointed.

 

248/PC/16 – District Councillor’s Report

Councillor Bagge reported that a good budget had been set for next year making lots of savings through the joint partnership with Chiltern DC. SBDC is busy with the Khalsa school issue and the Local Plan.

 

249/PC/16 – Chairman’s Update from last meeting.

GLL had requested to use the grass for walking football and not the MUGA, bring back to April for decision.

Councillor Carter reported that information had been received from the Parish Council’s barrister. Acting on this advice the Parish Council are seeking leave to challenge the SoS decision in court
251/PC/16 – Bells Hill Green

Any update from SBDC after Parish proposal to take responsibility for the footpath and railings out of the agreement. To make any decision on response. Deferred from February 2016.

SBDC still have no decision and are taking the decision back to Cabinet. Bring back to April 2016.

 

252/PC/16 – Beacon Lighting 21 April 2016

Agreed to bring back for further discussion from last meeting, falls on same evening as the APM. Deferred from February 2016.

Parish Council still waiting for a time, bring back to April for clarification.

 

253/PC/16 – Chiltern & South Bucks Joint Local Plan

Update from the public meeting held on 29 February and confirmation that Parish comments were submitted in time for consultation end as delegated to the working party.

150 plus people were present at the meeting, the working party had written their comments which were returned to SBDC in time for the deadline.

 

254/PC/16 – Parish Reception

NOTED Reminder about reception to be held on 18 March 2016.

 

255/PC/16 – Barrett & Thomson

NOTED letter from solicitors regarding a bequest made to the Parish Council.

 

256/PC/16 – Tubwell/Bench

RESOLVED to agree, all in favour to change previously agreed location of replacement bench to Bells Hill Green back to Tubwell Road, no conditions applied.

 

257/PC/16 – Website

Cllr Bagge reported that he had moved the website to a new host and it was up and working fine. Cll Bagge to show the clerk how to upload simple documents and some members of council to be trained in sending out email bulletins to the database.

 

258/PC/16 – Pavilion

Agreed to employ an on call manager for the pavilion for when the alarm is sounded, and to have a back- up plan, Clerk to ask Centre Manager if interested in being on call, bring back to April 2016.

 

DISCUSSED & DECIDED to seek legal advice and costs to transfer the Pavilion to the Bells Hill Recreation Ground Charity to minimise Business Rate liability, Cllr Bagge proposed to get costs, this was seconded by Cllr Carter RESOLVED to agree, all in favour.

 

Councillor Carter informed the council that she had negotiated the cost of the tarmac drive down to £27k. Members noted their thanks.

 

259/PC/16 – Beeches LAF/Dropped Kerbs and Bollards

NOTED Notification of an increase in costs on previously agreed match funded work on Rogers Lane and Bells Hill Green. DECIDED, all in favour  to still support the scheme and match fund the projects as no extra costs to Parish.

 

RESOLVED. to agree, all in favour to request to the LAF to specify a scheme for Vine Road for SPPC to be priced up for consideration of funding the scheme by the Parish Council.

 

260/PC/16 – Waldon Telecom Ltd

Notification of a proposed telecom mast and seeking our comments prior to making a Planning Application. Take to Planning.

 

261/PC/16 – Bells Hill Recreation Ground/Swings

Cllr Carter proposed to buy a Tango swing to hang on a new baby swing frame which is on order as agreed by R & E.  New rules have become available since the meeting was held which would allow the swing to hang in a metal frame alongside another baby swing, cost £600 which is within the budget set, seconded by Cllr Fox, RESOLVED to agree, all in favour.

RESOLVED to agree to allow parking on Bells Hill Recreation Ground at the show in July, all in favour.

To note that the figure agreed at the December meeting was minuted incorrectly, it read £183536 when in fact it should have read £186536.  To note and ratify the correct amount for the clerk to request from South Bucks District Council for 2016/17 should be £186536.

Request from BCC for the Parish Council to take up Tranche 2 of the devolution project for grass cutting in Stoke Poges.  Circulated.

Cllr Carter had been given an update from the Chairman Cllr Bagge who wanted to report that the opening of the new Pavilion went very well and was enjoyed by 150 plus people who attended.

A report had come in from the LAF today about the recommendations which were approved to be put forward at the last meeting, now with some changes.  It was agreed to defer this item to the end of the agenda so that a site visit could take place before a discussion and decision on what to put forward.

060/PC/15 – Khalsa School

Cllr Carter reported that the Secretary of State will be re-determining the decision on 8 September 2015.

061/PC/15 – Working Group for Community Pavilion Design Project

Updated on opening held on 5 July under item 059.

NOTED that the scouts have secured another grant from local charities to kit out the pavilion with equipment for all to use!

062/PC/15 – Hollybush Hill Parking

Update given by the clerk on steps taken, to be monitored over the summer.

063/PC/15 – Vine Road Parking Issues

NOTED and discussed arrangements for meeting due to be held on 9 July.

Bring back to September meeting.

064/PC/15 – MVAS Rota

Cllr Taylor trying to recruit, still not enough candidates to fulfill the Rota, bring back to September meeting.

065/PC/15 – Flooding/Bells Hill Recreation Ground

Report received from Surveyor on possible ways forward, to discuss and decide a way forward.  RESOLVED to agree to send to two contractors for quotes to bring back to September meeting for decision.

066/PC/15 – Feeder Pillar/Christmas Lights

Cllr Carter proposed that we accept the smaller Quote from BCC to install the pillar ready for the electricity supply already approved, this was seconded by Cllr Crocker.  RESOLVED to agree, all in favour.

067/PC/15 – WW1 Memorial

Update from Councillor Carter, all agreed to defer to September meeting.

068/PC/15 – Litter Picking Day

Information received from SBDC and from the resident suggesting the event, to discuss.

RESOLVED to agree that all roads suggested are outside of the rules and regulations about working on the highway.  Agreed to ask Cllr Bagge to run an article in the SPN about complaints of litter on residential roads, and ask the residents themselves to take control and maybe pick up around their own properties.  Clerk to write to resident who suggested the item at the APM and offer the SBDC equipment to them to carry out the pick in their own road.  Cllrs would be willing to help as well.

069/PC/15 – Duke of Edinburgh Stoke Poges

Request from D of E for a representative from the Parish Council to sit on their committee.

RESOLVED to agree to Cllr Finan becoming the representative and to attend a couple of meetings to see if it is actually necessary for a councillor to be part of the committee and to report back.

070/PC/15 – Hartley Close

Letter from residents, circulated.  RESOLVED to agree to write back to the residents to say that we are not in a position to solve parking issues, however we consulted in another road nearby and suggestions were not taken up and that we are piloting a scheme in Vine Road at the moment and need to concentrate on one area at a time.  We recognise that there are parking issues all over the village and will do our best to help but have no powers.  Make suggestions to them about who they can write to about each issue.

059/PC/15 – LAF recommendations

Cllr Taylor proposed the agreed recommendations previously made, and made on site this evening totaling costs to the Parish Council of approximately £9800, to be brought back and ratified with the final costings and amounts from the LAF at the September meeting, this was seconded by Cllr Cox.  RESOLVED to agree, all in favour.

Present:-  Cllr Bagge (Chair), Cllr Carter, Cllr Cox, Cllr Finan, Cllr Fox, Cllr Hoskins, Cllr Huntley, Cllr Lynch & Cllr Taylor.

MINUTES

001/PC/15 – To Elect a Chairman for the coming year.

Cllr Carter proposed that Cllr Bagge be Chairman for the coming year, this was seconded by Cllr Fox, RESOLVED to agree, all in favour and Cllr Bagge signed the declaration of acceptance of office.

002/PC/15 – To Elect a Vice Chairman for the coming year.

Cllr Taylor proposed that Cllr Carter be Vice Chairman for the coming year, this was seconded by Cllr Fox, RESOLVED to agree, all in favour and Cllr Carter signed the declaration of acceptance of office.

003/PC/15 – Unsigned Declarations

RESOLVED to agree, all in favour that any absent members who have not signed their declaration of office may have an extension to do so between now and the next meeting on 9 June.

Update from Councillor Carter, deferred from March 15.  To note a £300 grant has been secured by the clerk from SBDC towards the memorial.

To ratify costs of new kissing gate to be installed at Sefton Close entrance to recreation ground to match other entrances.  Enough funds left in recreation budget 14/15, as agreed by R & E committee.

230/PC/15 – L & Q Direct/Bolds Court

Letter regarding sheltered schemes in South Bucks, to discuss and decide course of action, brought back from March 15.

231/PC/15 – Speed Survey

To consider to agree to fund two BCC speeding data collection surveys for Stoke Green and Collum Green Road.  £610 per survey.

232/PC/15 – 2015-16 Devolved Budget Framework Report

LAF 15/16 report already circulated.  Deadline for 16/17 applications end of August 2015.

233/PC/15 – Feeder Pillar/Christmas Lights

To consider and agree costs for a new feeder pillar to be installed at Bells Hill Green to enable Christmas Lights in that area.  £1205.76.

234/PC/15 – Horticultural Show Parking

To agree to allow visitors to the show to park in the recreation ground as previous years.  Date of show 25 July.
