MINUTES of the meeting of the Planning Committee held on Monday 21 September 2015 at 7.30pm in the Lionel Rigby Room at the Village Centre, Rogers Lane, Stoke Poges

Parish Comments:- Object our previous comments apply which were:-

Object, Overdevelopment of site.  Policies EP3 (a), (b), (d), (e) & (f), H9 (a) and TR5 (c) all apply.   We do not believe that this development is in scale with the surrounding houses,   it is oversized.  The siting of the building would adversely affect the character and amenities of nearby properties, creating congested groupings of buildings and removes the spaces between the buildings.  It is overdevelopment and is crammed.  As a Parish Council we are currently dealing with problems of parking on pavements and grass verges making accessibility for pedestrians difficult and in some cases impassable.  These issues have a more significant effect on the elderly, infirm and persons with pushchairs.  We believe that this will lead to an increase of visitors which will mean more cars parking in an already congested, narrow cul-de-sac further exacerbating current issues. 

In addition to these previous comments two dwellings would exacerbate the increase in traffic and parking problems, and policies TR5 (c) and TR7 apply.

We have concerns about an oak tree nearby which has a TPO and is within the policies as listed deemed

to close to build.  Also concerned about a note on the plan for a 5m access which is not achievable.

Highways need to look at this closely as half of the 5m on the plan is private land belonging to number

15, therefore the access can be no more than 2.5m.  PLUS EP4.

With regards to the oak tree TPO 13 2005, we believe this would still contravene policies that protect

this veteran tree, it has not been properly demonstrated how this tree will be protected.

The drawings do not reflect the proposal to raise the structure 150mm above soil level, this in turn

would have an impact on the elevations, for instance raising the ridge height and threshold levels.

We do not believe that enough time has been given for sufficient evidence that the biodiversity cycle will

not be endangered or damaged.  This could well be because the site has been completely cleared and

trees removed before the original plan was submitted.  Their actions show no serious attempt to the

Biodiversity issue.

The proposal is contrary to Core Policy 9 of the South Bucks Core Strategy.

We have concerns about an oak tree nearby which has a TPO and is within the policies as listed deemed too close to build.  Also concerned about a note on the plan for a 5m access which is not achievable.

Highways need to look at this closely as half of the 5m on the plan is private land belonging to number

15, therefore the access can be no more than 2.5m.  PLUS EP4.

With regards to the oak tree TPO 13 2005, we believe this would still contravene policies that protect this veteran tree, it has not been properly demonstrated how this tree will be protected.

The drawings do not reflect the proposal to raise the structure 150mm above soil level, this in turn would have an impact on the elevations, for instance raising the ridge height and threshold levels.

We do not believe that enough time has been given for sufficient evidence that the biodiversity cycle will not be endangered or damaged.  This could well be because the site has been completely cleared and trees removed before the original plan was submitted.  Their actions show no serious attempt to the

Biodiversity issue.

The proposal is contrary to Core Policy 9 of the South Bucks Core Strategy.

Cllr Carter reported that the Secretary of State will be re-determining the decision on 8 September 2015.

061/PC/15 – Working Group for Community Pavilion Design Project

Updated on opening held on 5 July under item 059.

NOTED that the scouts have secured another grant from local charities to kit out the pavilion with equipment for all to use!

Cllr Carter proposed that we accept the smaller Quote from BCC to install the pillar ready for the electricity supply already approved, this was seconded by Cllr Crocker.  RESOLVED to agree, all in favour.

Update from Councillor Carter, all agreed to defer to September meeting.

068/PC/15 – Litter Picking Day

Information received from SBDC and from the resident suggesting the event, to discuss.

RESOLVED to agree that all roads suggested are outside of the rules and regulations about working on the highway.  Agreed to ask Cllr Bagge to run an article in the SPN about complaints of litter on residential roads, and ask the residents themselves to take control and maybe pick up around their own properties.  Clerk to write to resident who suggested the item at the APM and offer the SBDC equipment to them to carry out the pick in their own road.  Cllrs would be willing to help as well.

Request from D of E for a representative from the Parish Council to sit on their committee.

RESOLVED to agree to Cllr Finan becoming the representative and to attend a couple of meetings to see if it is actually necessary for a councillor to be part of the committee and to report back.

Letter from residents, circulated.  RESOLVED to agree to write back to the residents to say that we are not in a position to solve parking issues, however we consulted in another road nearby and suggestions were not taken up and that we are piloting a scheme in Vine Road at the moment and need to concentrate on one area at a time.  We recognise that there are parking issues all over the village and will do our best to help but have no powers.  Make suggestions to them about who they can write to about each issue.

007/RE/15 Football Bells Hill To note that Stoke Rovers and Wycombe Wanderers Ladies teams both intend on returning to the Bells Hill facilities in August 15. To note that the new lease will be signed before they return, the same as the uniformed groups lease, but to decide on rent costs for both teams and agree if what was budgeted in November 14 is the final amount for this season. To discuss and decide on work requested from the football clubs to get the pitch in shape before the new season. (copy circulated). To note enquiries have come in for using the Plough Lane football pitch, clerk has explained that pitch marking can be done by us but will be charged on to the teams, and that they must provide their own goal nets. To decide on an amount to charge per game if they decide to use it.

008/RE/15 Nettleship Wood Update and any decisions to be made on Nettleship Wood in general. To note all drainage work and ditch work now complete at Nettleship Wood, and now it is ongoing maintenance that needs to take place from next year as agreed to keep it good.

009/RE/15 Bells Hill and Plough Lane Recreation Grounds Dog Fouling – To note that litter picks have doubled and will continue during the months of April through to August as agreed, no reports of dog fouling so far this spring/summer. Flooding – Update from Cllr Carter and to discuss and decide a way forward. To note RoSPA inspections have been carried out and reports received. To agree any works arising from the reports, and to note that the baby swings in Bells Hill have three years life left in them maximum so to agree to budget for replacement.

010/RE/15 Allotments Update from Cllr Carter regarding water table issues and allotments in general. No meeting took place with an expert, however the situation has got better. To discuss and decide how to move forward and make any decisions on spending to sort the flooding out, and to decide whether or not to pay for an invoice given to the clerk from an allotment holder for drainage piping which the Parish Council had not authorised.
