Introduction

MINUTES OF THE FULL COUNCIL MEETING OF THE STOKE POGES PARISH COUNCIL HELD ON MONDAY 4 JULY 2022 AT 7.30 P.M. IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES BUCKS, SL2 4LP

Present:- Cllr Bagge (Chair), Cllr Bassi, Cllr Carter, Cllr Cox, Cllr Moore & Cllr Pritchard.

In Attendance:- Mrs J Simmonds (Clerk)

056/PC/22 – Public Session Time (7.30 pm-7.45 pm)

The meeting is open to the public and press and fifteen minutes will be reserved, if required, for public comment on items on the agenda.

One member of public discussed with the councillors item 73.  It was agreed that the council would ask the County planning department for the routes for both applications relating to the spoil and see if enforcement is already acting on it.

057/PC/22 – Apologies for Absence

APOLOGIES were received from Cllr Crocker, Cllr Egleton, Cllr Finan, Cllr Flower & Cllr Knox-Scott.

058/PC/22 – Declarations of interest      

Members to declare any personal interest in any item of business as defined in the Code of Conduct adopted 2021.  If that interest is a disclosable pecuniary interest as defined in the Code; the member should withdraw from the meeting for that item.

059/PC/22 – Minutes

RESOLVED to approve the minutes of the Council meeting held on 13 June 2022 which were signed by the Chairman.

060/PC/22 – Beeches Community Board

Cllr Egleton was absent so there was no update this month.

NOTED that the PID for the Hollybush Hill Speeding project is recommended in full for progression through the board’s funding process.  Parish Council have been asked to what extent they might support the project financially. 

After discussion it was agreed by all that the cost of the roundels at £7552.28 was not good value and may be a waste of tax payers’ funds.  Cllr Carter proposed that the council do not offer any money towards the scheme and that we ask for it to be withdrawn, this was seconded by Cllr Bassi.  RESOLVED to agree all in favour.

061/PC/22 – Buckinghamshire Council Report  

Cllr Bagge reported that the bins/refuse situation is still ongoing.

062/PC/22 – Chairman’s Update from last meeting.

Cllr Bagge attended a conference on behalf of Buckinghamshire Fire and Rescue Service.  He was impressed by a scheme that has been implemented by Derby City Council where cctv cameras are on lampposts close to schools’ no parking areas, and an enforcement officer monitors all locations from a display in an office.  When a vehicle parks illegally they screenshot it and record the vehicle who are then sent a contravention notice and a copy of the recording.  Over 200 tickets were sent in a year which meant that the system pays for itself.  Cllr Bagge is lobbying officers at County to see if the same can be implemented in Bucks.

063/PC/22 – Neighbourhood Plan

Cllr Carter updated on Neighbourhood Plan noting that the clerk had applied for the next grant stage.  A strategic environmental assessment is to be done and the process has been started.

064/PC/22 – Pond   

NOTED that residents are considering the Clerk’s response following the last meeting and will come back to the council when they can.  Cllr Bassi is to give the clerk two more companies who may be able to quote.

065/PC/22 – School Traffic/Traffic Watch Update

Cllr Carter said that there are still ongoing issues with repeat offenders during the marshalling.  The police are going to take further action along with the head.  Two marshals have dropped out leaving just four to cover.  Cllr Bagge gave thanks to them all for their work.

A copy of a letter giving details of parking etc. will be given to new parents in September.

066/PC/22 – Platinum Jubilee Event

Cllr Crocker still sorting funds and returns etc., once a final figure reached the clerk will email out to all councillors and split the proceeds between the two charities as agreed. To be noted in September.

067/PC/22 – Street naming and numbering

Cllr Carter did some research with the History Society and suggested two options.  RESOLVED to agree all in favour to offer ‘Lady Hatton Place’ and send the history behind the choice.

068/PC/22 – Pioneer Secondary Academy

Cllr Bagge updated everyone from the meetings held with Sikh Academies Trust. A tour of the school took place a few days later.  It was agreed that a couple of the residents affected by the school also meet the trust and show them exactly what their issues are around the area on the roads and the noise etc so that they understand better the lay of the land.  It is then suggested that a meeting with all residents take place.  The behaviour of the children when out of school was discussed and it was confirmed that from September no children will be allowed to leave the premises during school hours.

069/PC/22 – CCLA          

NOTED CCLA funds information which was circulated, it was RESOLVED all in favour to leave the funds as they were and to continue spreading the risk with all of the other funds. 

070/PC/22 – Pinewood Consultation

NOTED Liaison with Iver Parish Council who suggested that the council do not comment yet on the second application as the original application has not yet been withdrawn. Iver Parish Council to contact us when they require supporting comments.

071/PC/22 – The Warren

NOTED update from consultant about meeting and agreed all in favour to take no further.

072/PC/22 – MVAS (mobile vehicle activated sign)

Cllr Cox proposed to agree to replace two ground screws for the mobile MVAS which are worn out or damaged in Wexham Street and Bells Hill and to accept quote for £712.75 to be taken from the MVAS budget, this was seconded by Cllr Carter, RESOLVED to agree all in favour.

073/PC/22 – Dangerous Lorries on Collum Green Road

As discussed in the public session it was agreed that the council would ask the County planning department for the routes for both applications relating to the spoil and see if enforcement is already taking action.
