Introduction

MINUTES OF THE STOKE POGES PARISH COUNCIL MEETING TO BE HELD ON MONDAY 6 DECEMBER 2021 AT 7.30 P.M. IN LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES, SL2 4LP

Present:- Cllr Bagge (Chair), Cllr Carter, Cllr Cox, Cllr Crocker, Cllr Finan, Cllr Flower, Cllr Knox-Scott & Cllr Moore.

In Attendance:- Mrs J Simmonds (Clerk)Also Present:- Nancy Wright.

144/PC/21 – Public Session Time (7.30 pm-7.45 pm)

The meeting is open to the public and press and fifteen minutes will be reserved, if required, for public comment. As per instructions in summons above.

145/PC/21 – Apologies for Absence

APOLOGIES were received from Cllr Bassi, Cllr Egleton and Cllr Pritchard.

146/PC/21 – Declarations of interest

Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012.  If that interest is a disclosable pecuniary interest as defined in the Code; the member should withdraw from the meeting for that item.

All Councillors declared an interest in item 152 as Council Taxpayers.

147/PC/21 – Minutes

RESOLVED to approve the minutes of the Council meeting held on 8 November 2021 which were signed by the Chairman.

148/PC/21 – Beeches Community Board

Update from Cllr Egleton /Cllr Pritchard – Item deferred.

149/PC/21 – Buckinghamshire Council Report

Cllr Bagge reported on the potholes along Stoke Road and said that the Area Technicians have agreed to monitor  the road’s condition regularly to maintain safety. Defects are being repaired but due to the volume of heavy goods vehicles, the repairs don’t last long. The Council is working on budgets for 2022/23, with concerns about growing demand in adult social care and children’s services.

150/PC/21 – Chairman’s Update from last meeting

Cllr Bagge reported that three events had taken place since the last meeting, 11/11 at the flagpole, Remembrance Sunday and the walk to church and the Carols on the Green.  He gave thanks to everyone involved who made the events a success.

151/PC/21 – Neighbourhood Plan

Update on Neighbourhood Plan and meetings held with working party.

Cllr Carter reported that the project had come to a standstill due to pieces of work that had not been delivered which has put everyone back. Two members are now unable to continue until next year due to commitments over the festive period. One other member has agreed to take on the work and the committee will hopefully meet again on 13 January 2022.  This has put the funding of the project and the timings in jeopardy. Defer to next meeting.

152/PC/21 – Cllr Finan proposed to Ratify decisions made by Finance & General Purposes on 22 November 2021 as below, this was seconded by Cllr Knox-Scott, RESOLVED to agree all in favour.

016/F/21 Budget 2022/2023

CONSIDERED amounts to be included in the budgets for 2022/2023.

Cllr Carter proposed that an amount of £1100 be added to the budgets as recommended at Full Council under Reasonable Adjustments under the Equality Act for any Councillor or Clerk that might require support to carry out their role, this was seconded by Cllr Bagge, RESOLVED to agree all in favour. 

Cllr Bagge proposed to put forward a recommendation of the final budget setting for the Parish Council Meeting to be held on 6 December 2021 this was seconded by Cllr Finan, RESOLVED to agree all in favour. Circulated.

017/F/21 Precept

 Cllr Knox-Scott proposed that the precept should be frozen this year at £212985.83 due to the unprecedented worldwide financial pressures, even though costs have increased they should be adsorbed by the Parish Council this year, this was seconded by Cllr Bagge, RESOLVED to agree all in favour and to recommend the Precept requirement for 2022/23 for approval by the Parish Council Meeting to be held on 6 December 2021.

153/PC/21 – Website

Investigations have found that the website would be better if started from scratch. An offer from the new Webmasters would be to carry out all of the work to set up and continue ongoing maintenance work free of charge. Any ongoing costs for the package, plug ins and hosting cost should be no more than £500. The new site will be compliant and accessible and allow the Clerk to be able to update it easily. The website budget more than covers these costs. Cllr Carter proposed to resolve to agree to have a brand new website constructed, this was seconded by Cllr Crocker, RESOLVED to agree all in favour.  Cllr Flower said help was available from several organisations on the accessibility part of the site if required.

154/PC/21 – Email Addresses

RESOLVED to agree all in favour to move the email again if required for the new website. It appears that setting up the email on Apple devices is challenging.

155/PC/21 – Footpath to Recreation Ground alongside Aldridge Place

NOTED that the scheme for the railings at Rogers Lane/Aldridge Place has been put forward by the Clerk to Tfb and they will try to put it into this years schemes even though the deadline has passed.

156/PC/21 – National Conference 2022

Cllr Carter proposed to resolve to agree the Clerks attendance at the 2022 conference 1,2,3 November 2022.  Costs not available yet but are covered in the training budget, this was seconded by Cllr Flower, RESOLVED to agree all in favour.

157/PC/21 – Visual/Disability Awareness Training

RESOLVED to agree that any councillor wishing to attend training should contact the Clerk who will then arrange it.
