MINUTES OF THE STOKE POGES PARISH COUNCIL MEETING HELD ON MONDAY 8 NOVEMBER 2021 AT 7.30 P.M. IN LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES, SL2 4LP

119/PC/21 – Public Session Time (7.30 pm-7.45 pm)

The meeting is open to the public and press and fifteen minutes will be reserved, if required, for public comment. As per instructions in summons above.

120/PC/21 – Apologies for Absence

APOLOGIES were received from Cllr Crocker, Cllr Egleton and Cllr Flower.

121/PC/21 – Declarations of interest      

Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012.  If that interest is a disclosable pecuniary interest as defined in the Code; the member should withdraw from the meeting for that item.

122/PC/21 – Minutes

RESOLVED to approve the minutes of the Council meeting held on 11 October 2021 which were signed by the Chairman.

123/PC/21 – Beeches Community Board

NOTED that the scheme for roundels on Hollybush Hill has been put forward.

Cllr Pritchard reported that Burnham High Street had lost footfall and was struggling.

124/PC/21 – Buckinghamshire Council Report  

Cllr Bagge reported that the potholes in Stoke Road were being looked at and that Park Road is on the list of works to be completed.

A meeting was held with Stoke Park and the manager said that they want to restore the hotel and the club to its former condition of a prestigious hotel and golf club. They plan to communicate with the Parish.

125/PC/21 – Chairman’s Update from last meeting.

The SPN has gone to print to be delivered within the next two weeks.

126/PC/21 – Equality Policy/Non-Disclosure Agreement

Cllr Knox-Scott proposed to resolve to agree to the adoption of the equality policy as suggested by our solicitor, subject to the checking of point 2.3 and whether that relates to co-opted members or are they treated as volunteers, and for any financial implications of having the policy be dealt with by the Finance committee at their next meeting, for instance adding a budget line and agreeing the spend if required under a Part II item, this was seconded by Cllr Finan, RESOLVED to agree all in favour.

127/PC/21 – Neighbourhood Plan

Cllr Carter updated on Neighbourhood Plan and meetings held with working party, which are going great guns, she emphasised the need to stick to the grant details and having everything completed on time. The Heritage part is being done separately.

128/PC/21 – Email Addresses

Update from Cllr Bagge on council email addresses is that the links have been sent out to everyone to set up their account and the aim is to have this up and running by 1 January 2022. Anyone having technical problems can speak to Cllr Cox who will try to help them individually.

129/PC/21 – Footpath to Recreation Ground alongside Aldridge Place

Update from Cllr Bagge is that this needs to be submitted to the Beeches Community Board as an item to be looked into by them.

130/PC/21 – Signage         

NOTED that the clerk has spoken to the resident who requested this item and they have suggested the round signs with requests on that might be added to existing street furniture rather than new entry signs.  Clerk has requested this with officer from County to see if possible, no update as yet.  Bring back when more information is received and costs.

131PC/21 – Carols on the Green

NOTED final full written report from Cllr Bassi and working party. First aid is now covered, sleigh is complete, Marshals still an issue finding someone with the necessary NRSWA accreditation. Cllr Bassi proposed to vire £1000 from the general fund to spend on a company to manage the traffic and marshalling, there was no 2nder and the motion was not carried. Therefore, if no-one can be found then the procession will not take place.  Thanks was given to Cllr Finan and Mr Smith for the work they have done on the sleigh. 

132/PC/21 – Queens Jubilee 2022

Brought back from last meeting for further discussion/decision on what to do on Sunday 5 June 2022. RESOLVED to agree to setting up a working party in January 2022 all in favour.

133/PC/21 – Remembrance 11 November 2021 and 14 November 2021

NOTED arrangements for the 11/11 day at the flagpole, meet at 10.45am, sound system in place, Chairman to say a few words and the Vicar attending and Rose and Crown offering tea and coffee afterwards. 

NOTED that on 14 November the Church members will be walking from the green to the church for their service and Cllrs Bagge, Carter and Finan will marshal the event.

134/PC/21 – Finance Committee

NOTED that the committee have agreed to cancel the meeting due this evening after this Full Parish Council meeting and recall it for Monday 22 November 2021, AGREED all in favour to have these meetings on a separate date going forward, meaning the next meeting will be June/July 2022.

135/PC/21 – Zoom

Cllr Finan proposed to decide not to continue streaming meetings on Zoom, and to cancel the Zoom subscription, this was seconded by Cllr Carter, RESOLVED to agree all in favour.

136/PC/21 – Litter Picking

NOTED agreed dates by Recreation & Environment committee for next year’s Litter Picks.

137/PC/21 – RECEIVED and ADOPTED minutes from previous meetings of sub committees and working parties:

  1. Planning Committee Minutes 20 September 2021 – Agreed/Signed 18 October 2021.
  2. Recreation & Environment Minutes 19 July 2021 – Agreed/Signed 25 October 2021.

139/PC/21 – Website

NOTED that the website is being redeveloped at and will take some time to be fully updated to being compliant and accessible but the developers hope to do so as quickly as possible.

List appended to the agenda of all circulars received in the office and available to view for one month after this meeting.

142/PC/21 – Exclusion of the Press & Public

Public Bodies (Admission to Meetings) Act 1960. To Resolve to exclude the press and public from thefollowing business because publicity would prejudice the public interest by reason of the confidential nature of the business.
