Introduction
MINUTES OF THE STOKE POGES PARISH COUNCIL MEETING HELD ON MONDAY 10 JANUARY 2022 AT 7.30 P.M. IN LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES, SL2 4LP
Present:- Cllr Bagge (Chair), Cllr Bassi, Cllr Carter, Cllr Cox, Cllr Flower, Cllr Knox-Scott, Cllr Moore and Cllr Pritchard.

162/PC/22 – Public Session Time (7.30 pm-7.45 pm)
The meeting is open to the public and press and fifteen minutes will be reserved, if required, for public comment.
One member of public addressed the Council about a Planning application and possible breaches, they were advised to attend the Parish Planning Meeting the following week, and also it was explained that any breaches could only be dealt with by Buckinghamshire Council Planning/Enforcement departments.
163/PC/22 – Apologies for Absence
APOLOGIES were received from Cllr Crocker, Cllr Egleton and Cllr Finan.
164/PC/22 – Declarations of interest
Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012. If that interest is a disclosable pecuniary interest as defined in the Code; the member should withdraw from the meeting for that item.

165/PC/22 – Minutes
RESOLVED to approve the minutes of the Council meeting held on 6 December 2021 which were signed by the Chairman.
166/PC/22 – Beeches Community Board
Cllr Pritchard said that the last meeting was cancelled, so no update.
Cllr Knox-Scott proposed that we ask for funding for a static 30 mph speed sign to be put on Gerrards Cross Road as you approach the village and the 30mph section, this was seconded by Cllr Pritchard, RESOLVED to agree all in favour.
167/PC/22 – Buckinghamshire Council Report
Cllr Bagge reported that this week the budget scrutiny committee was meeting all week to finalise the budgets for next year. Cllr Bagge was informed of a safeguarding issue in the village where the phone line at County was not answered for days on end. Cllr Bagge requested further information to be provided so that he can follow up with the Council.
168/PC/22 – Chairman’s Update from last meeting
Nothing to update.
169/PC/22 – Neighbourhood Plan
Cllr Carter updated that a neighbourhood plan heritage meeting was being held on 11/1/22 on Zoom and then a full meeting being held on 13/1/22. Momentum was lost for a while due to works not being carried out and could delay the process by a couple of months.
170/PC/22 – Email Addresses
AGREED that the clerk would liaise with the new webmaster for help.
171/PC/22 – Footpath to Recreation Ground alongside Aldridge Place
No update as yet.
172/PC/22 – Wildlife Signage
NOTED that County have not agreed to extra signage for wildlife crossing on incoming roads to the village. AGREED that this is the end of the matter and Clerk to inform residents who requested this.
173/PC/22 – Planning Committee
NOTED that one councillor has resigned from this committee and no replacement required.
174/PC/22 – Land Registry
Cllr Carter proposed that we get quotes from the solicitor into to looking at registering all Parish Council owned land, this was seconded by Cllr Moore, RESOLVED to agree all in favour, bring back quotes.
175/PC/22 – Reception 2022
AGREED all in favour to update the invitation list and bring back to February meeting to decide whether or not to go ahead with the Reception on March 25, 2022.
176/PC/22 – Cups 2022
AGREED to go away and think about cup recipients and bring back to February meeting to decide.
177/PC/22 – Carol on the Green Debrief
Cllr Bassi gave a quick debrief about the event held on 27 November 2021, the weather was a big factor and she agreed that the event should be 2 hour and not 4 hours next time. It was mentioned that the school were unhappy with the Parish Council for not allowing the event to be held on their premises which was worrying to some councillors. Clerk to write to the Head Teacher to explore further.
Cllr Moore proposed that the finances and amount to be paid to the School PTA Steam Cabin fund were correct and that the Clerk should write to the PTA to inform them that the funds would be paid upon them receiving planning permission and when works commence, this was seconded by Cllr Bassi, RESOLVED to agree all in favour.
AGREED all in favour date for next event Saturday 26 November 2022.
178/PC/22 – Pond
NOTED email received from a resident who backs onto the pond. Cllr Carter had spoken with the experts on ponds and dredging. It was agreed to get the company out to look at dredging and explore options on maintenance going forward. It was agreed that any maintenance costs must be borne by all owners of the pond. Clerk to write back to resident who complained, and all neighbours involved to inform them what is happening.
