Introduction
MINUTES OF THE FULL PARISH COUNCIL MEETING OF THESTOKE POGES PARISH COUNCIL HELD ON MONDAY 10 OCTOBER 2022 AT 7.30 P.M. IN THE LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES BUCKS, SL2 4LP
Present:- Cllr Bagge (Chair), Cllr Bassi, Cllr Cox, Cllr Finan, Cllr Flower, Cllr Moore and Cllr Pritchard.
In Attendance:- Mrs J Simmonds (Clerk)
Also Present:- One member of public.

Cllr Bagge acknowledged the passing of the late Her Majesty Queen Elizabeth II and asked for all present to stand for One Minute’s Silence.
096/PC/22 – Public Session Time (7.30 pm-7.45 pm)
The meeting is open to the public and press and fifteen minutes will be reserved, if required, for public comment on items on the agenda.

To receive a quick presentation from the Citizens Advice Bureau as agreed some months ago, deferred until November 2022
097/PC/22 – Apologies for Absence
APOLOGIES were received from Cllr Carter, Cllr Crocker, Cllr Egleton and Cllr Knox-Scott.
098/PC/22 – Declarations of interest
Members to declare any personal interest in any item of business as defined in the Code of Conduct adopted 2021. If that interest is a disclosable pecuniary interest as defined in the Code; the member should withdraw from the meeting for that item.

099/PC/22 – Minutes
RESOLVED to approve the minutes of the Council meeting held on 4 July 2022 which were signed by the Chairman.
NOTED that the September 2022 meeting was cancelled due to National Mourning for Her Majesty Queen Elizabeth II.
100/PC/22 – Beeches Community Board
Update from Cllr Egleton. Deferred to November.
NOTED that the consultation process has started and been sent out to residents involved for the Rogers Lane proposals. Clerk had a meeting with highways on 26 September to discuss results and three residents had responded. Clerk was asked to write back and gauge their preferences. It was also NOTED that requests for yellow lines on the junction of Broom Hill had been considered and agreed to add to this consultation, resulting in yellow lines also being included for the junction of Sefton Paddock and opposite on Hollybush Hill due to the highway code rules. Bring back to November meeting.
101/PC/22 – Buckinghamshire Council Report
Cllr Bagge reported that the Council were behind on their budgeting process due to the Queen’s passing and the current government re-shuffle and energy price rises.
Buckinghamshire are hosting more Ukrainian families than any other authority, but this is resulting in uncertainty once the six-month hosting period ends.
102/PC/22 – Chairman’s Update from last meeting.
Cllr Bagge reported that he was honoured to lead the minute’s silence the evening before the Queen's funeral and to read the Proclamation and was pleased with the turnout for the event at the flagpole.
11/11 will be held as normal by the Parish Council and the Church at the flagpole, and the Church will hold their usual service on Sunday 13 November starting at the flagpole with a walk to the Church.
103/PC/22 – Neighbourhood Plan
Update on Neighbourhood Plan and meetings held with working party. Deferred to November 2022.
NOTED A further grant has been applied for by the Clerk for Technical Support from Localities.
104/PC/22 – Pond
NOTED residents have responded outlining a few points which the Clerk is checking with the pond company, to bring back to November for full discussion and decision. NOTED a complaint received from a neighbour.
105/PC/22 – School Traffic/Traffic Watch Update
Update from Cllr Carter on School/Traffic Watch/Enforcement and marshalling. Deferred to November 2022.
106/PC/22 – Platinum Jubilee Event
NOTED the funds received from event amounting to £1057.00 which is to be split and donated to two charities as agreed. Alexander Devine Children’s Hospice and SSAFA – the Armed Forces charity, the Soldiers, Sailors, Airmen and Families Association.
107/PC/22 – Pioneer Secondary Academy
Update from meetings with Sikh Academies Trust. Clerk informed the members that the meeting with residents is still to take place. Bring back to November 2022.
108/PC/22 – Dangerous Lorries on Collum Green Road
NOTED Complaints made has resulted in haulage companies using authorised routes.
NOTED request from a resident to have the speed review done on Collum Green Road. AGREED all in favour not to ask for a speed review due to the last review showing traffic average at 40mph, AGREED that the costs would be not be a good use of public money knowing that Highways would not change the limits on this basis.
109/PC/22 – Carols on the Green
Clerk updated that all paperwork and arrangements were in hand and that the update will be given at the Recreation and Environment meeting on 24 October 2022 and any decisions made there.
110/PC/22 – Mobbs Memorial Fund Grant
NOTED that a grant of £5000 has been granted and paid to the Parish Council to go towards replacement play equipment in both recreation grounds, to be fully decided at Recreation & Environment on 24 October 2022.
111/PC/22 – Bollards on Pennylets Green
NOTED request from resident to look at bollards layout. AGREED by all that this is a County/Police matter.
112/PC/22 – Polish Club Parking Issues
NOTED request from resident for the Parish Council to write to the Polish Club about parking issues. AGREED all in favour for the Clerk to write pointing out the residents' concerns.
113/PC/22 – External Audit Option to Opt Out
NOTED External auditors are being determined for the next five-year period. Option to opt out must be done by 28 October 2022. Cllr Moore proposed that the Council do not opt out, this was seconded by Cllr Bassi, RESOLVED to agree all in favour.
