141/PC/21 – Declarations of interest      

Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012.  If that interest is a disclosable pecuniary interest as defined in the Code; the member should withdraw from the meeting for that item.

142/PC/21 – Minutes

RESOLVED to approve the minutes of the Council meeting held on 7 December 2020 which will be signed by the Chairman.

143/PC/21 – Buckinghamshire Council Report  

Cllr Egleton reported that he had spent most of the last week taking enquiries and following up about the COVID-19 vaccination program.  It seems that Bucks are behind Berkshire and Oxford in the rollout, which is organised by the CCG not County.  More centres are opening every week.  A hub in Burnham will possibly open to accommodate Stoke Poges residents.  The first group will be contacted soon.

Cllr Egleton said that the Stoke Poges School had been awarded £5k by the Stoke Poges United Charity for laptops for the children to use whilst at home.

Cllr Bagge had chaired the budget scrutiny meetings for 7.5 hours today via Teams, he had also been working on some items requested by the Clerk such as Safeguarding where he has signposted her to Community Impact Bucks and a parking issue at Hastings Meadow where he has been in dialogue with the Portfolio holder for Logistics.

144/PC/21 – Chairman's Update from last meeting.

Cllr Bagge asked for thanks to be passed to Cllr Cox for his tireless work in organising/moving/changing batteries/compiling reports for the MVAS on a regular basis, and for his work in taking delivery of the Stoke Poges News and distributing them promptly to all the deliverers.  All the Councillors and the Clerk agreed that a big thank you was very apt.

Cllr Bagge said that the winter issue of the SPN was out before Christmas, spring edition deadline is 29 January 2021.  He has also been working on the wall issue at Church Lane. He has also produced the words for the Council Tax Leaflet.  The Village Hall is currently closed due to COVID-19 restrictions and there is a water leak in and around the toilet area which is being addressed and will be covered by insurance.

145/PC/21 – Khalsa School

Cllr Carter is still pursuing finding a solicitor who are able to compile a letter from us to the Department of Education.

146/PC/21 – Beeches Community Board

Cllr Egleton said that the boards are working well, the store cupboard is up and running and deliveries are taking place.  Cllr Bagge reported that the Transport and Infrastructure subgroup is looking specifically at areas that flood.

147/PC/21 – Neigbourhood Plan

NOTED quotation to carry out Neighbourhood Plan, Cllr Carter proposed that the quotation is accepted, this was seconded by Cllr Finan, RESOLVED to agree all in favour.  NOTED that Clerk has obtained permission from Buckinghamshire County Policy department to carry out the plan. NOTED that the Clerk has applied for grant funding to cover the cost of the quotation.

148/PC/21 – Email Addresses

NOTED that the email migration is still in progress, and will be completed as soon as restrictions allow, councillor email addresses will then follow.

149/PC/21 – Defibrillator

Cllr Crocker reported that the officer at County recommended to help with the location for 4th Defibrillator has not responded to her emails.  Cllr Bagge and Cllr Egleton to step in and find out why.

150/PC/21 – Bus Lanes Slough    

NOTED Response from resident on how they recommend we deal with rat run. AGREED that Cllr Bagge would write the portfolio holder for Transport & Highways, bring back to next meeting with response.

151/PC/21 – Bank Accounts         

Cllr Bagge/Clerk reported that one account is in the process of being opened.  Cllr Egleton proposed that an account be opened with The Buckinghamshire Building Society, this was seconded by Cllr Knox-Scott, RESOLVED to agree all in favour.

152/PC/21 – Pinewood Studios Planning Application

Cllr Carter and Cllr Egleton met with Pinewood, they eventually managed to get through to them the issues on traffic and the impact it has on Stoke Poges at the moment and that this development will exacerbate matters, and that this mitigation is not about the money but about the impact this will have on the village.  A case is being put together and will be sent in the next couple of weeks but will be circulated in draft form to all councillors first.

153/PC/21 – Pond

Update given from Cllr Carter on investigations on the pond and all of the work carried out so far by Highways and their findings.  AGREED that work needs to be carried out on the Parish Council part of the pond, tree works and fence replacements.  Further quotes to be obtained for the fencing and brought back to another meeting for decision.  The Clerk asked for her thanks to be given to Cllr Carter for the amount of time spent over at the park in cold and wet conditions with Highways sorting this out.

154/PC/21 – Rose & Crown Public House

NOTED that the Rose & Crown Public House has been registered as an asset of community value. NOTED Clerk to start work on the Fox & Pheasant.

155/PC/21 – Reception 2021

Cllr Crocker proposed to agree that the reception cannot take place this year on March 26, 2021, due to COVID-19 restrictions, this was seconded by Cllr Lynch, RESOLVED to agree all in favour.   AGREED to bring back what to do about cups to the next meeting.

  1. RECEIVED Financial Summary & Statement Cashbook – December 2020.

  4. RECEIVED & NOTED Income & Expenditure Heading Detail/Budget Monitoring – December 2020.
