Introduction

MINUTES OF THE STOKE POGES PARISH COUNCIL MEETING HELD ON MONDAY 13 SEPTEMBER 2021 AT 7.30 P.M. IN LIONEL RIGBY ROOM AT THE VILLAGE CENTRE, ROGERS LANE, STOKE POGES, SL2 4LP

Present: – Cllr Bagge (Chair), Cllr Bassi, Cllr Cox, Cllr Crocker, Cllr Finan, Cllr Flower, Cllr Knox-Scott, Cllr Moore & Cllr Pritchard.

In Attendance: – Mrs J Simmonds (Clerk)

Also Present: -5 members of public.

066/PC/21 – Public Session Time (7.30 pm-7.45 pm)

The meeting is open to the public and press and fifteen minutes will be reserved, if required, for public comment in items on the agenda.

067/PC/21 – Apologies for Absence

APOLOGIES were received from Cllr Carter and Cllr Egleton.

068/PC/21 – Declarations of interest      

Members to declare any personal interest in any item of business as defined in the Code of Conduct 2012.  If that interest is a disclosable pecuniary interest as defined in the Code; the member should withdraw from the meeting for that item.

069/PC/21 – Minutes

RESOLVED to approve the minutes of the Council meeting held on 5 July 2021 which were signed by the Chairman.

070/PC/21 – Buckinghamshire Council Report  

Cllr Bagge reported that the Vale of Aylesbury Local Plan was due to be adopted on Wednesday at full council. This is important because it commits to taking 8000 homes unmet need from the south of the county.  Buckinghamshire are continuing to work through priorities.  Discussions are taking place about re-surfacing roads.

071/PC/21 – Chairman’s Update from last meeting.

Cllr Bagge reported that Stoke Poges News has been circulated and thanked Cllr Cox for his part in the distribution.  The litter pick on 11 September was attended by just three members of public and Cllr Bagge.  Stoke Park has advertised for staff to help in the new petting zoo and the wording of the advert adds fuel to the rumours about the hotel’s use under new ownership.  The Speed watch Team have been back out on Bells Hill and Wexham Street.

072/PC/21 – Beeches Community Board

Cllr Bagge reported that the coordinator of the Beeches Board would like to attend the next meeting to introduce himself.  TfB highways schemes have a deadline of 30 September but can be extended, bring to October meeting with ideas.

Cllr Pritchard said she would be interested in being the new representative for the Board and will discuss it with Cllr Bagge.

073/PC/21 – Equality Policy/Non-Disclosure Agreement

RESOLVED to agree all in favour to adopt an equality policy circulated and agreed to pay for solicitor to check and make sure it is adequate. Bring back.

RESOLVED to agree all in favour to ask solicitor to provide a basic non-disclosure agreement.

Funds to be taken from the legal budget.

074/PC/21 – Neighbourhood Plan

Update on Neighbourhood Plan and meetings held with working party.  Work is progressing.

075/PC/21 – Email Addresses

Cllr Bagge has contacted each member with details on how to set up the new council email addresses, some issues occurring.  Bring back.

076/PC/21 – Defibrillator

Cllr Crocker confirmed that the cabinet is installed at the pavilion and our 5th defibrillator will be installed as soon as it is registered.  Thanks to Dale Jones who installed it for free as a contribution to the village and thanks to the Rose & Crown who donated £500 of raised funds (£250 raised and £250 matched by the pub) toward the defibrillator.  The Fox and Pheasant are also fundraising.

077/PC/21 – Footpath to Recreation Ground alongside Aldridge Place

Update on request from resident to look at a proposed scheme to help prevent an accident in the absence of a lollipop person. Still ongoing, Cllr Bagge chasing, bring back.

078/PC/21 – Signage         

Update on request from resident to add signage coming in and out of the village to Slow Down and look out for Wildlife Crossing. Still ongoing, bring back.

079/PC/21 – Parking Enforcement

Cllr Bagge taken away issues and will chase again. Bring back.

080/PC/21 – Carols on the Green

Cllr Bassi updated the members of her thoughts on moving the event to the school and a report was tabled.  After much discussion Cllr Finan proposed that the event stays at the Village Centre for this year and for the working party to look into maybe changing the venue next year. RESOLVED to agree 7 for, 1 against and 1 abstained.

081/PC/21 – Insurance

Cllr Crocker proposed to accept the 3-year agreement quote from BHIB from 1st October 2021 which was seconded by Cllr Pritchard, RESOLVED to agree all in favour.

082/PC/21 – Code of Conduct

Buckinghamshire Council have adopted a new Code of Conduct.  RESOLVED to agree all in favour to revamp to suit Stoke Poges Parish Council and to bring back to adopt at the next meeting.

NOTED a new bank account has been opened with Redwood bank.

List appended to the agenda of all circulars received in the office and available to view for one month after this meeting.
